HomeMy WebLinkAboutDSHW-2024-008045August XX, 2025 John Angell, Public Works Director Summit County 1755 South Hoytsville Road Coalville, UT 84017 RE:Cell #2 Construction Approval, Three Mile Canyon Landfill, Summit CountySW205 Dear Mr. Angell: On August 14, 2024, the Division of Waste Management and Radiation Control (Division) received the Summit County Three Mile Landfill Cell #2Construction Plans and Specifications (Project Manual)for the Three Mile Canyon Landfill (document DSHW-2024-007814). We appreciate the information provided during our review of the Project Manual. The Division has completed its review of the proposed Cell #2 construction plans in the Project Manual. Based our review, the construction of Cell #2 is approved as outlined in the Project Manual. This approval is contingent upon meeting the specifications as outlined in the Project Manual. A qualified independent and impartial third party should serve as quality assurance and quality control and should be present on-site during landfill cell preparation and construction to observe the delivery of rolled liner material including proper care and placement on a ground-based support during supply staging with no ground contact. Earthwork, including compaction on all components of the cell, must adhere to appropriate industry and ASTM standards. Finished subgrade surfaces must be free of rocks larger than 3/8-inch and angular rocks and sharp objects before liner is placed down. Destruction testing of the HDPE material requires four of five coupon samples to achieve 120 lb/in in the shear test and 91 lb/in in the peel test. The fifth coupon requires 80% of the above values in both shear and peel tests. Gravel rock material used to surround leachate piping should be analyzed at an qualified off-site laboratory and successfully pass the limestone test of <12% (of carbonate medium) for it to be acceptable. Please have on hand the carbonate lab documentation results prior to use. During Cell #2 construction, periodic inspections may be conducted by the Division or the Summit County Health Department. These inspections may cover the entire facility, cell construction or any other part of the facility operation covered by the current permit and applicable solid waste rules. Before receiving waste into Cell #2, an as-built report of the final construction must be submitted to the Division for review and approval.A final inspection of the new cell must also be conducted by the Division.
