Bruce Costa will keep me informed on the status of your site. Enclosed are the guidelineJ I said would be sent toyou.Ill trylo explain them. Page 4-2 and 4-3 are self e*plonatory. Page 4-6 and 4-7 discusses site information. A Utah certified soil sampler is to conduit the soil sampling, therefore he/she has been taught the "QA/QC procedures"; soil samples are to be anatyze-d at a Utah state certified laboratory. The Division of Environmental Response and Remediation(DERR) has implemented this aeration plan at all sites that treai their contaminated soil through aeration. This information is to be submitted to the DERR attention to me, the qtgJjlt manager. On page 4-5, you'll see that public notice (public notification) is necesiary. DERR requires all aeration sites to inform the surrounding-area (residents and businessei) that soil is or shall be aerated. Page ?C} are guidelinei to foilow as you prepare your notice to the p"qr.._ lhen you have drafted up i proposed notice, an exampte or it is to be sent in to the DERR (before notiffing the pubtc) for review; after the DEiIR has given approval, then your notice can be sent out. It is important that the public be aware o-1 theaeration activity. The following explains what you are to send, in letter/report form, to the DERR on whatand how you intend to aerate the soil (ie. the process): 1) Document and address the requirements on pages 4-2,4-3, and 4-5, 2) Document and address the requirements on page 4-6 and include a site mapwith the required details, 3) Document and address the requirements on page 4-7; your soil sampler should know how to conduct a sampling plan, and 4) Document and address the requirements on page 2C-5 for pubtic notification.
