Observations: On Wednesday May 8,2024 the Division of Drinking Water was notified of an E.coli positive sample at the newly redeveloped Mill Hollow Upper Spring (WS001)and 2 of the 5 confirmation samples were also E.coli positive.This was not an immediate concern as this source had been turned out of the system since May of 2022,pending redevelopment. On May 20th and 21st Ryan Dearing (DDW)and Nathan Hall (Tri-County District Engineer), went onsite to perform an MPA test on WS001 which is standard practice after a spring redevelopment.During this work it was discovered that in fact the spring flow was greatly exceeding the expected maximum flow of 90 gpm,and in fact was overwhelming the open drain valve,allowing untreated water to go over the weir and into the distribution system. Upon this discovery,immediate action was taken to issue a boil order and notify the public.After the public notice was in place,work was done to sever the outgoing line below the spring box, install a valve and install another drain line to direct the flow into the stream bed,which finally stopped the water from WS001 from entering the distribution system. FRUITLAND WATER SSD H.C.63 Box 270130 FRUITLAND,UT 84027 Conclusions: 1.The cause of the E.coli positive samples and resulting boil order was the untreated water from WS001 which was able to enter the system due to extremely high flows which overwhelmed the capacity of the drain line to divert water out of the collection box.. Recommendations: 1.Due to the fact that WS001 has been disconnected from the system,no further action is required to remediate this event,however,the MPA results indicate that WS001 is under the direct influence of surface water (UDI)and therefore additional treatment will be required if this source is intended to be used in the future.
