Dear Ms. Trinchitella:
The Division of Waste Management and Radiation Control (Division) has agreed to a phased approach for corrective action implementation (CMI) at SWMUs 1 and 25 and the Tooele Army Depot
South Area (TEAD-S). As part of corrective actions, engineered and non-engineered landfill covers will be installed over select individual disposal features (IDFs). The first phase
of construction is to begin this year. However, scheduling of Phases 2 and 3 of this work has yet to be funded and awarded. As such, the final completion of corrective action in SWMUs
1 and 25 may take several years to complete.
As required by the TEAD-S part B permit, a post closure plan is required to be submitted upon implementation of corrective actions. The post closure plans will include annual inspections,
inspections after significant weather events, and repairs to landfill covers. In order to ensure covers completed in each phase remain intact and operational, an interim post closure
plan will be required to be submitted after each phase of work, with the plan addressing each IDF included in that phase. Please provide a Phase I interim post closure plan in accordance
with the TEAD-S permit with the Final CMI Completion Report. The Phase I interim post closure plan shall be updated upon completion of Phase 2 and finalized upon completion of Phase
3.
