PROCESS DESCRIPTION: Belt and rubber lining repair from pipes, pumps, and clarifiers used in mining operations. Rubber lining repairs: metal surfaces are prepared for a rubber coating by first sandblasting to remove all rubber (this process is performed by a contractor at another facility). The blasted metal is then coated with adhesives. The rubber lining (or sleeve) is then inserted into the pipe and an air-filled bladder is used to press the rubber against the wall of the pipe. The autoclaves are used to cure the rubber. Excess rubber is removed by grinding operations. Belt repair operations: belt pieces are spliced together. A cleaning furnace with an afterburner to incinerate organic materials that coat metal parts have been added to the process. The organic material will be burned off at a rate of 56 to 70 pounds per hour. APPLICABLE REGULATIONS: Approval Order (AO) DAQE-AN146260004-14, dated December 15, 2014 2 SOURCE EVALUATION: Name of Permittee: Permitted Location: REMA Tip Top North America, Inc. - Rubber Manufacturing Refurbishing Facility 6428 Airport Road 6428 Airport Road West Jordan, UT 84084 West Jordan, UT 84084 SIC Code: 3052: (Rubber & Plastics Hose & Beltings) Section I: GENERAL PROVISIONS I.1 All definitions, terms, abbreviations, and references used in this AO conform to those used in the UAC R307 and 40 CFR. Unless noted otherwise, references cited in these AO conditions refer to those rules. [R307-101] I.2 The limits set forth in this AO shall not be exceeded without prior approval. [R307-401] I.3 Modifications to the equipment or processes approved by this AO that could affect the emissions covered by this AO must be reviewed and approved. [R307-401-1] I.4 All records referenced in this AO or in other applicable rules, which are required to be kept by the owner/operator, shall be made available to the Director or Director's representative upon request, and the records shall include the two-year period prior to the date of the request. Unless otherwise specified in this AO or in other applicable state and federal rules, records shall be kept for a minimum of two (2) years. [R307-401-8] I.5 At all times, including periods of startup, shutdown, and malfunction, owners and operators shall, to the extent practicable, maintain and operate any equipment approved under this AO, including associated air pollution control equipment, in a manner consistent with good air pollution control practice for minimizing emissions. Determination of whether acceptable operating and maintenance procedures are being used will be based on information available to the Director which may include, but is not limited to, monitoring results, opacity observations, review of operating and maintenance procedures, and inspection of the source. All maintenance performed on equipment authorized by this AO shall be recorded. [R307-401-4] I.6 The owner/operator shall comply with UAC R307-107. General Requirements: Breakdowns. [R307-107] I.7 The owner/operator shall comply with UAC R307-150 Series. Emission Inventories. [R307-150] Status: In Compliance. No limits set forth in this AO appear to have been exceeded. The source stated that there have been no modifications to the equipment or processes. The equipment appeared to be properly operated and maintained according to manufacturer recommendations. Records are kept as required and were made available after the inspection. No breakdowns have been reported since the previous inspection. An emissions inventory was submitted for 2023, and emissions data are reported below. Section II: SPECIAL PROVISIONS II.A The approved installations shall consist of the following equipment: II.A.1 Rema Tip Top Rubber manufacturing/refurbishing facility 3 II.A.2 Grinding Activities Control: Shroud with vacuum and HEPA filter II.A.3 Baghouse Controls: Sandblasting activities Number of bags: 16 Bag material: Resin/Paper II.A.4 125 hp Boiler Fuel: Natural gas Control: Low NOx Immersion burner II.A.5 80 hp Boiler Fuel: Natural gas Control: Low NOx Immersion burner II.A.6 Cleaning Furnace Fuel: Natural Gas Control: Afterburner The combined fuel rating for the cleaning furnace and afterburner is 3 MMBTU/hr Limited to processing a maximum of 70 lbs/hr of combustible material New Equipment II.A.7 Autoclave Steam heated Status: In Compliance. No unapproved equipment was observed at the time of inspection. The baghouse has not been installed and sandblasting is currently being contracted out to Wasatch Abrasive. The 80 hp boiler is not in use at this time. Source contacts stated that they hope to use this permitted equipment in the future. See the attached October report to show that the limit in Condition II.A.6 never exceeded 70 lbs/hr. II.B Requirements and Limitations II.B.1 Source-Wide Requirements. II.B.1.a Rema Tip Top shall notify the Director in writing when the cleaning furnace has been installed and is operational. To ensure proper credit when notifying the Director, send your correspondence to the Director, attn: Compliance Section. [R307-401-8] II.B.1.a.1 If the construction and/or installation has not been completed within 18 months from the date of this AO, the Director shall be notified in writing on the status of the construction and/or installation. At that time, the Director shall require documentation of the continuous construction and/or installation of the operation and may revoke the AO. [R307-401-8] Status: In Compliance. Rema submitted a notification of startup following the installation of the cleaning furnace in a letter dated August 12, 2015. II.B.1.b Visible emissions from the following emission points shall not exceed the following values: A. Baghouse -10% opacity B. All boilers -10% opacity C. Cleaning furnace with afterburner - 10%. [R307-401-8] II.B.1.b.1 Opacity observations of emissions from stationary sources shall be conducted according to 40 CFR 60, Appendix A, Method 9. [R307-401-8] Status: In Compliance. No visible emissions were observed from any point at the time of inspection. Method 9 was utilized to verify opacity limits. See attached VEO form. 4 II.B.1.c All stacks shall meet the definition of vertically unrestricted found in R307-410-2. [R307-401-8, R307-410-2] Status: In Compliance. All stacks were observed to be vertically unrestricted. II.B.1.d Rema Tip Top shall not consume more than 61,952 decatherms of natural gas per rolling 12-month period. [R307-401-8] II.B.1.d.1 Compliance with the limitation shall be determined on a rolling 12-month total. No later than 20 days after the end of each month, a new 12-month total shall be calculated using data from the previous 12 months. Records of consumption shall be kept for all periods when the plant is in operation. Consumption shall be determined from the natural gas suppliers billing records. [R307-401-8] Status: In Compliance. For the rolling 12-month period from October 23 - September 24, a total of 6,070.2 decatherms of natural gas were consumed. II.B.1.e The plant-wide emissions of VOCs and HAPs from adhesive coating operations (not including emissions from combustion sources) shall not exceed: 17.36 tons per rolling 12-month period for VOCs, 8.95 tons per rolling 12-month period for toluene, and 13.04 tons per rolling 12-month period for all HAPs combined. No individual HAP shall be greater than 9.99 tons per rolling 12-month period. [R307-401-8] II.B.1.e.1 Compliance with the emission limitations shall be determined on a rolling 12-month total. No later than 20 days after the end of each month, a new 12-month total shall be calculated using data from the previous 12 months. The VOC and HAP emissions shall be determined by maintaining a record of VOC- and HAP-emitting materials used each month. The record shall include the following data for each material used: A. Name of the VOC- or HAPs-emitting material, such as: paint, adhesive, solvent, thinner, reducers, chemical compounds, toxics, isocyanates, and etc. B. Density of each material used (pounds per gallon) C. Percent by weight of all VOC or HAP in each material used D. Gallons of each VOC- or HAP-emitting material used E. The amount of VOC or HAP emitted monthly by each material used shall be calculated by the following procedure: VOC = (% VOC by Weight)/100 x [Density (lb/gal)] x Gal Consumed x (1 ton/2000 lb) HAP = (% HAP by Weight)/100 x [Density (lb/gal)] x Gal Consumed x (1 ton/2000 lb) F. The amount of VOC or HAP emitted monthly from all materials used 5 G. The amount of VOCs or HAPs reclaimed for the month shall be similarly quantified and subtracted from the quantities calculated above to provide the monthly total VOC or HAP emissions. [R307-401-8] Status: In Compliance. Emissions are calculated as required. For the rolling 12-month period from October 23 – September 24, emissions were reported as follows: 3.724 tons for VOCs 0.550 tons for toluene 3.175 tons for all HAPs combined. See the attached table for more information. II.B.1.f VOC-containing materials and VOC-laden rags shall be stored in sealed containers, except when in use. [R307-401-8] Status: In Compliance. All VOC-containing materials and VOC-laden rags were observed to be in sealed containers when not in use. II.B.2 Baghouse Requirements. II.B.2.a Static pressure differential across the fabric filter shall be between 1 and 6 inches of water column and pressure shall be recorded daily. Records shall include: 1. date and time of recording, 2. the pressure drop at the time of recording, and 3. the manufacturer's allowable range of the pressure drop [R307-401-8] Status: Not Applicable. The baghouse has not been installed. II.B.2.b The accuracy of the pressure drop shall be plus or minus 2 inches of water column. [R307-401-8] Status: Not Applicable. The baghouse has not been installed. II.B.2.c The manometer or magnehelic pressure gauge shall be calibrated according to the manufacturer's instructions at least once every 12 months. [R307-401-8] Status: Not Applicable. The baghouse has not been installed. II.B.2.d The fabric filter rating in the baghouse shall be minimum efficiency reporting value (MERV) 15 or better. [R307-401-8] II.B.2.d.1 Compliance with the MERV 15 filter rating requirement shall be demonstrated by purchase records of MERV 15 rating, or better, filters and by observation of the installation of the MERV 15, or better, filters. [R307-401-8] Status: Not Applicable. The baghouse has not been installed. II.B.2.e A manometer or magnehelic pressure gauge shall be installed to measure the differential pressure across the fabric filter. The gauge shall be located such that an inspector/operator can safely read the output any time. [R307-401-8] Status: Not Applicable. The baghouse has not been installed. 6 II.B.2.f PM10 emissions to the atmosphere from the indicated emission point shall not exceed the following rates and concentrations: Source Rate (lbs/hr) Concentration (grains/dscf) (@ 68 degrees F 29.92 in Hg) Baghouse 0.27 0.0036 [R307-401] II.B.2.f.1 Testing: Initial compliance testing is required on all new equipment. The initial test date shall be performed as soon as possible and in no case later than 180 days after the startup of a new emission source, an existing source without an AO, or the granting of an AO to an existing emission source that has not had an initial compliance test performed. If an existing source is modified, a compliance test is required on the modified emission point that has an emission rate limit. Furthermore, emission testing is required at least every five years. [R307-165, R307-165-2] II.B.2.f.2 Notification: The Director shall be notified at least 30 days prior to conducting any required emission testing. A source test protocol shall be submitted to DAQ when the testing notification is submitted to the Director. The source test protocol shall be approved by the Director prior to performing the test(s). The source test protocol shall outline the proposed test methodologies, stack to be tested, and procedures to be used. A pretest conference shall be held, if directed by the Director. Sample Location: The emission point shall be designed to conform to the requirements of 40 CFR 60, Appendix A, Method 1, or other EPA-approved testing method, as acceptable to the Director. An Occupational Safety and Health Administration (OSHA) or Mine Safety and Health Administration (MSHA) approved access shall be provided to the test location. Calculations: To determine mass emission rates (lb/hr, etc.) the pollutant concentration as determined by the appropriate methods above shall be multiplied by the volumetric flow rate and any necessary conversion factors determined by the Director, to give the results in the specified units of the emission limitation. New Source Operation: For a new source/emission point, the production rate during all compliance testing shall be no less than 90% of the production rate listed in this AO. If the maximum AO allowable production rate has not been achieved at the time of the test, the following procedure shall be followed: 1) Testing shall be at no less than 90% of the production rate achieved to date. 2) If the test is passed, the new maximum allowable production rate shall be 110% of the tested achieved rate, but not more than the maximum allowable production rate. This new allowable maximum production rate shall remain in effect until successfully tested at a higher rate. 3) The owner/operator shall request a higher production rate when necessary. Testing at no less than 90% of the higher rate shall be conducted. A new maximum production rate (110% of the new rate) will then be allowed if the test is successful. This process may be repeated until the maximum AO production rate is achieved. Volumetric Flow Rate: 40 CFR 60, Appendix A, Method 2 or EPA-approved testing method, as acceptable to the Director. PM10: For stacks in which no liquid drops are present, the following methods shall be used: 40 CFR 51, Appendix M, Methods 201, 201a and 202, or other EPA-approved testing methods as acceptable to the Director. All particulate captured shall be considered PM10. The back half condensibles shall be used for compliance demonstration as well as for inventory purposes. 7 For stacks in which liquid drops are present, methods to eliminate the liquid drops should be explored. If no reasonable method to eliminate the drops exists, then the following methods shall be used: 40 CFR 60, Appendix A, Method 5, 5a, 5d, or 5e as appropriate, or other EPA-approved testing methods as acceptable to the Director. The back half condensibles shall also be tested using the method specified by the Director. The portion of the front half of the catch considered PM10 shall be based on information in Appendix B of the fifth edition of the EPA document, AP-42, or other data acceptable to the Director. [R307-165] Status: Not Applicable. The baghouse has not been installed. II.B.2.g The baghouse shall be limited to 4160 hours of operation per rolling 12-month period. [R307-401-8] II.B.2.g.1 Compliance with baghouse-hour limitation shall be determined on a rolling 12-month total. No later than 20 days after the end of each month, a new 12-month total shall be calculated using data from the previous 12 months. Operating hours shall be determined from records of the start and stop times of the baghouse for each day of use. [R307-401-8] Status: Not Applicable. The baghouse has not been installed. II.B.3 Grinding Requirement. II.B.3.a Emissions from the grinding process shall be captured within the dust shroud/collector and routed to a vacuum with a HEPA filter. Emissions from the HEPA filter shall be vented to within the grinding room. [R307-401-8] Status: In Compliance. The micro-air unit is portable, uses a HEPA filter, and vents back into the building. II.B.4 Sandblasting Requirements. II.B.4.a Emissions from the sandblasting activities shall all be routed through the baghouse prior to being vented to the atmosphere. [R307-401-8] Status: Not Applicable. Sandblasting activities are currently contracted out to Wasatch Abrasive and the baghouse has not yet been installed. II.B.4.b Rema Tip Top shall comply with the PM10 Nonattainment and Maintenance Areas: Abrasive Blasting rule. [R307-306] Status: Not Applicable. Sandblasting activities are currently contracted out to Wasatch Abrasive and the baghouse has not yet been installed. II.B.4.c Sandblasting shall occur within a confined structure. [R307-401-8] Status: Not Applicable. Sandblasting activities are currently contracted out to Wasatch Abrasive and the baghouse has not yet been installed. Section III: APPLICABLE FEDERAL REQUIREMENTS In addition to the requirements of this AO, all applicable provisions of the following federal programs have been found to apply to this installation. This AO in no way releases the owner or operator from any liability for compliance with all other applicable federal, state, and local regulations including UAC R307. 8 AREA SOURCE RULES EVALUATION: The following Area Source Rules were evaluated during this inspection: Ozone Nonattainment and Maintenance Areas: General Requirements [R307-325] Status: In Compliance. No VOC containing materials were observed spilled, discarded, stored in open containers, or handled in any other way that would result in greater evaporation. Adhesives and Sealants [R307-342] Status: In Compliance. Rema applies the adhesives and sealants using sheets of rubber in the "sheet applied rubber installation" method from Table 1 of R307-342(4). All of the adhesives in use comply with the VOC limits in this table. One product on-site (SC2000 Black Cement) exceeds the maximum VOC limit established by this area source rule. The source clarified that this product is not used in Utah and came in from another state. Compliance assistance was provided and the source plans to dispose of this product. See the attached SDS and email correspondence for more information. The facility appears to be well-maintained and operated. HPV STATUS: Not Applicable. RECOMMENDATION FOR NEXT INSPECTION: Steel-toed boots and safety glasses are required PPE for the next inspection. Confirm that SC2000 Black Cement is not being used at this facility and was removed from the site. NSR RECOMMENDATIONS: None at this time.
