HomeMy WebLinkAboutDAQ-2025-000636Flowers Baking Co. of Utah, LLC 6208 Dannon Way West Jordan, Utah 84081 801.282.3100 flowersfoods.com January 29, 2025 Mr. Chad Gilgen Manager, Minor Source Compliance Utah Division of Air Quality 195 North 1950 West Salt Lake City, UT 84114-4820 Sent via electronic mail Subject: Flowers Baking Co. of Utah Quarterly Report Dear Mr. Gilgen, Per our discussion on December 5, 2024, Flowers Baking Co. of Utah agreed to provide quarterly reports to the DAQ, including the current rolling 12-month VOC numbers (condition II.B.3.a of DAQE-AN149310002-24) and the status of construction for the two catalytic oxidizers (condition II.A.3 of DAQE-AN149310002-24), until construction is complete and stack testing has been successfully conducted to ensure the oxidizers are meeting a VOC reduction rate of at least 95%. Emissions Update: For the period starting October 1, 2024 through December 31, 2024, the estimated current 12-month rolling VOC data is provided below. Table 1. 2023/2024 12 Month Rolling Total for VOC (tpy) October November December 2023/2024 Rolling Total 80.4793 80.9237 82.8254 Flowers will provide updates to the emissions information as refinements are made to made to the emissions calculations. Construction Update: •Purchase orders have been issued for the equipment and down payments have been made for the two catalytic oxidizers and associated equipment. •The equipment manufacturers are expected to be onsite in February to collect some additional measurements to assist with final design. •Installation of the equipment is anticipated between August – October 2025. Hello Margaret, Per our discussion on December 5, 2024, the DAQ agreed to cancel the November 13, 2024, Notice of Intent and issue a No Further Action Letter for the September 17, 2024, Notice of Violation with the understanding that Flowers Baking would provide quarterly reports to the DAQ, including the current rolling 12-month VOC numbers (condition II.B.3.a of DAQE-AN149310002-24 - copy attached for reference) and the status of construction for the two catalytic oxidizers (condition II.A.3 of DAQE-AN149310002-24), until construction is complete and stack testing has been successfully conducted to ensure the oxidizers are meeting a VOC reduction rate of at least 95%. Prior to issuing the No Further Action Letter, the DAQ requests the status of the first report. Will one be submitted for October - December 2024 or were you intending for the first report to be for January - March 2025?
