Turn east at the Sulphurdale, Ormat Geothermal Power Plant sign. PROCESS DESCRIPTION: The Ormat Energy Converter 25 MW binary cycle geothermal power plant and associated natural hot steam gathering plant consist of two independent closed systems used to extract the heat from geothermal fluid to produce energy. One is a geothermal brine loop system. The second is a turbine driving process loop system which uses pentane. The geothermal brine loop pumps hot geothermal fluid from production wells and then transports the fluid to the gathering system. The cooled geothermal fluid is cycled through a pre-heater to remove any remaining heat energy before returning to the geothermal reservoir through the reinjection system. The second turbine driving process uses pentane as the heat transfer fluid. The heat from the geothermal fluid system is transferred to the pentane, superheating it into a vapor. These vapors are used to rotate two radial inflow expander turbines that then drive their respective generators to produce grid-compatible power. The spent pentane vapors exit the turbines and enter the air-cooled condensers where ambient air is used to condense the pentane back into a liquid state. The pentane is stored in two independent closed * - ) - # ) 2 tanks when it is not cycling through the turbine process. Electronic leak detection monitors have been installed at every seal and pipe seam. A 2,000 KW Emergency Generator and a 300 KW Emergency Generator have been installed for emergency power outages. The 400 KW Emergency Generator has been installed to power the fire pump. APPLICABLE REGULATIONS: Approval Order (AO) DAQE-AN145520002-13, dated October 24, 2013 NSPS (Part 60) IIII : Standards of Performance for Stationary Compression Ignition Internal Combustion Engines, NSPS (Part 60) A: General Provisions, MACT (Part 63) -A : General Provisions, MACT (Part 63) -ZZZZ: National Emissions Standards for Hazardous Air Pollutants for Stationary Reciprocating Internal Combustion Engines SOURCE EVALUATION: Name of Permittee: Permitted Location: Ormat Cove Fort, LLC Sulphurdale Geothermal Power Plant 6884 Sierra Center Parkway 1185 Sulphurdale Road Reno, NV 89511 Beaver, UT 84713 SIC Code: 4991: (Cogeneration Services & Small Power Producers) Section I: GENERAL PROVISIONS I.1 All definitions, terms, abbreviations, and references used in this AO conform to those used in the UAC R307 and 40 CFR. Unless noted otherwise, references cited in these AO conditions refer to those rules. [R307-101] I.2 The limits set forth in this AO shall not be exceeded without prior approval. [R307-401] I.3 Modifications to the equipment or processes approved by this AO that could affect the emissions covered by this AO must be reviewed and approved. [R307-401-1] I.4 All records referenced in this AO or in other applicable rules, which are required to be kept by the owner/operator, shall be made available to the Director or Director's representative upon request, and the records shall include the two-year period prior to the date of the request. Unless otherwise specified in this AO or in other applicable state and federal rules, records shall be kept for a minimum of two (2) years. [R307-401-8] I.5 At all times, including periods of startup, shutdown, and malfunction, owners and operators shall, to the extent practicable, maintain and operate any equipment approved under this AO, including associated air pollution control equipment, in a manner consistent with good air pollution control practice for minimizing emissions. Determination of whether acceptable operating and 3 maintenance procedures are being used will be based on information available to the Director which may include, but is not limited to, monitoring results, opacity observations, review of operating and maintenance procedures, and inspection of the source. All maintenance performed on equipment authorized by this AO shall be recorded. [R307-401-4] I.6 The owner/operator shall comply with UAC R307-107. General Requirements: Breakdowns. [R307-107] I.7 The owner/operator shall comply with UAC R307-150 Series. Emission Inventories. [R307-150] Status: In Compliance. The source self-reported pentane leaks in 2021. The pentane leaks were found to be liquid spills and not due to a failure in the vapor leak system, making this a non-compliance issue. No vapor emissions occurred from the spills. No other breakdowns have occurred since then. No limits appear to have been exceeded. No emission inventory is required at this source. Section II: SPECIAL PROVISIONS II.A The approved installations shall consist of the following equipment: II.A.1 Enel Cove Fort, LLC Geothermal power plant and associated activities II.A.2 400 kW Generator Engine Fuel Type: Diesel Emission rating: Tier 3 or better NSPS applicable: Subpart IIII MACT applicable: Subpart ZZZZ II.A.3 2,000 kW Generator Engine Fuel Type: Diesel Emission rating: Tier 2 or better NSPS applicable: Subpart IIII MACT applicable: Subpart ZZZZ II.A.4 Emergency 300 kW Engine Fuel Type: Diesel Emission rating: Tier 3 or better Function: Supplies power to fire pumps NSPS applicable: Subpart IIII MACT applicable: Subpart ZZZZ II.A.5 Ormat Energy Converter Binary cycle geothermal power plant with geothermal brine and turbine driving process loops and vapor recovery units II.A.6 Fuel Storage Tanks Number of tanks: Two (2) Capacity: 650 gallons - each Contents: One (1) gasoline and one (1) diesel 4 II.A.7 Pentane Storage Tanks Number of tanks: Two (2) Capacity: 16,000 gallons - each II.A.8 Diesel Generator Engine Fuel Storage Tanks Number of Tanks (3) II.A.9 Water Storage Tanks Fire water tank and water storage tank for septic system listed for informational purposes only Status: In Compliance. According to Cody Prichett, the equipment listed here is onsite and no new equipment has been added. Unable to visit at the time of attempted inspection. Source sent photos of equipment listed here. See attachments section for a copy of the photos. Information about the generators is as follows: II.A.2 is a 400k Generac generator manufactured in 2013. II.A.3 is a 2,000 kW Caterpillar ISO 8528 generator manufactured in 2013. II.A.4 is a 300 kW Clarke emergency generator manufactured in 2012. II.B Requirements and Limitations II.B.1 Source-Wide Requirements. II.B.1.a Enel shall notify the Director in writing when the equipment listed in this AO has been installed and is operational. To ensure proper credit when notifying the Director, send your correspondence to the Director, attn: Compliance Section. [R307-401-8] II.B.1.a.1 If the construction and/or installation has not been completed within 18 months from the date of this AO, the Director shall be notified in writing on the status of the construction and/or installation. At that time, the Director shall require documentation of the continuous construction and/or installation of the operation and may revoke the AO. [R307-401-18] Status: In Compliance. This was filed with the DAQ back in 2014. See the source file for the notification. II.B.1.b The following limits shall not be exceeded: 1. 60 tons of pentane purchased per rolling 12-month period 2. 9,750 gallons of gasoline consumed per rolling 12-month period. [R307-401-8] II.B.1.b.1 No later than 20 days after the end of each month, a new 12-month total shall be calculated using data from the previous 12 months. Records of consumption and purchase shall be kept for all periods when the plant is in operation. Consumption and purchase shall be determined by invoices. The records of consumption and purchase shall be kept on a monthly basis. [R307-401-8] Status: In Compliance. The rolling 12-month totals from August 2023 to July 2024 for pentane purchased and gasoline consumed are as follows: 20.8 gallons of pentane purchased 1,320 gallons of gasoline consumed in 2024. 5 Gasoline consumption is determined by invoices. According to Ormat, gasoline is rarely utilized and purchased onsite. Pentane consumption is tracked in a spreadsheet that is updated monthly. See the attachments section for additional information. II.B.1.c A vapor leak detection system shall be used to continuously monitor the power plant for pentane leaks. [R307-401-8] II.B.1.c.1 The vapor leak detection system shall be maintained based on manufacturer recommendations. All maintenance activities shall be recorded in a log. [R307-401-8] Status: In Compliance. The source utilizes a vapor leak detection system that continuously monitors for pentane leaks. The vapor lock maintenance system is maintained according to manufacturer's specifications. II.B.1.d Visible emissions from the following emission points shall not exceed the following values: A. All diesel fuel combustion exhaust stacks - 20% opacity B. No visible emissions from the Ormat Energy Converter or associated equipment and fuel storage tanks. [R307-401-8] II.B.1.d.1 Opacity observations of emissions from stationary sources shall be conducted in accordance with 40 CFR 60, Appendix A, Method 9. The visual emission determination of the presence of visible emissions from the Ormat Energy Converter or associated equipment and fuel storage tanks shall be conducted in accordance with 40 CFR 60, Appendix A, Method 22. [R307-401-8] Status: Not Observed. Unable to view source operations at the time of attempted inspection. II.B.2 2,000 kW and 400 kW Generator Engine Requirements. II.B.2.a The 2,000 kW and 400 kW generator engines are each limited to 300 hours of operation per rolling 12-month period. [R307-401-8] II.B.2.a.1 Compliance with the limitation shall be determined with rolling 12-month totals. No later than 20 days after the end of each month, a new 12-month total shall be calculated using data from the previous 12 months. Operating hours shall be kept on a daily basis by recording results from the hour meter on the engine in a log book. [R307-401-8] Status: In Compliance. The rolling 12-month totals the 2,000 kW and 400 kW generators operated from August 2023 to July 2024 is as follows: 42 hours for the 2,000 kW generator 44.4 hours for the 400 kW generators Hours are tracked daily, and a rolling total is recorded monthly. The usage is also tracked. See the attachments section for additional information. II.B.2.b The sulfur content of any fuel oil or diesel burned shall not exceed 15 ppm by weight for diesel fuels consumed. [R307-401-8] 6 II.B.2.b.1 The sulfur content shall be determined by ASTM Method D-4294-89, D2880-71, or approved equivalent. Certification of diesel fuel shall be either by the owner/operator's own testing or by test reports from the diesel fuel marketer. [R307-401-8] Status: In Compliance. According to the bill of sale from Hunt & Sons fuel, the diesel fuel utilized is classified as ULSD. See the attachments section for a copy of the bill of sale. II.B.3 Fugitive Dust Emission Requirements. II.B.3.a Visible fugitive dust emissions from haul-road traffic and mobile equipment in operational areas shall not exceed 20% opacity at any point. [R307-401-8] II.B.3.a.1 Visible fugitive dust emission determinations shall use procedures similar to Method 9. The normal requirement for observations to be made at 15-second intervals over a six-minute period, however, shall not apply. Visible emissions shall be measured at the densest point of the plume but at a point not less than 1/2 vehicle length behind the vehicle and not less than 1/2 the height of the vehicle. [R307-401-8] Status: Not Observed. Unable to view operations at the time of attempted inspection. II.B.3.b Enel shall comply with all applicable requirements for Fugitive Emission and Fugitive Dust sources. [R307-205] Status: Not Observed. Unable to view operations at the time of inspection. II.B.4 Emergency 300 kW Generator Engine Requirements. II.B.4.a The emergency generator engine shall be used for electricity-producing operation only during the periods when electric power from the public utilities is interrupted. Operating time for regular maintenance and testing of the generator engine shall not exceed 100 hours per rolling 12-month period. [R307-401-8, 40 CFR 63 Subpart ZZZZ] II.B.4.a.1 Records documenting emergency generator engine usage shall be kept in a daily log; and they shall show the date the generator engine was used, the duration in hours of the generator engine usage, and the reason for the generator engine usage. [R307-401-8] II.B.4.a.2 To determine compliance with the hour limitation for the emergency generator engine's maintenance and testing operations, a rolling 12-month total shall be calculated by the twentieth day of each month using data from the previous 12 months. [R307-401-8] Status: In Compliance. The rolling 12-month total the 300 kW generator operated from August 2023 to July 2024 is as follows: 3 hours of operation The source operates the emergency generator 15 minutes every month for maintenance and testing. See the attachments section for the log that details the time run. II.B.4.b The sulfur content of any fuel oil or diesel burned in the emergency generator engine shall not exceed 15 ppm by weight. [R307-401-8] 7 II.B.4.b.1 The sulfur content shall be determined by ASTM Method D-4294-89, or approved equivalent. Certification of fuels shall be either by Enel's own testing, or test reports from the fuel marketer. [R307-401-8] Status: In Compliance. II.B.4.c A non-resettable hour meter shall be installed and operational on the engine. [R307-401-8, 40 CFR 63 Subpart ZZZZ] Status: In Compliance. According to Ormat, the generators are equipped with a non-resettable meter. II.B.4.d For each use of the emergency generator engine for emergency purposes, Enel shall demonstrate that the generator engine operation complies with the definition for emergency use in 40 CFR 63 subpart ZZZZ. [R307-401-8, 40 CFR 63 Subpart ZZZZ] II.B.4.d.1 If the generator engine is not considered emergency generator engine, the AO shall be modified by Enel to remove the "emergency" qualifier. This modification will include updated BACT and modeling analyses. [R307-401-8] Status: Not Applicable. The generator is for emergency use only. Section III: APPLICABLE FEDERAL REQUIREMENTS In addition to the requirements of this AO, all applicable provisions of the following federal programs have been found to apply to this installation. This AO in no way releases the owner or operator from any liability for compliance with all other applicable federal, state, and local regulations including UAC R307. NSPS (Part 60) IIII : Standards of Performance for Stationary Compression Ignition Internal Combustion Engines Status: In Compliance. All three generators listed here apply to this subpart. The 400 kW and 300 kW generators are rated at EPA Tier 3 emission standard and the 2,000 kW generator is rated at EPA Tier 2 emission standard. All generators are equipped with non-resettable meters and are maintained according to manufacturer's guidelines. Maintenance records are maintained. NSPS (Part 60) A: General Provisions Status: In Compliance. Compliance with Subpart A is determined by compliance with applicable federal subparts. In Compliance with Subpart IIII. MACT (Part 63) -A : General Provisions Status: In Compliance. Compliance with Subpart A is determined by compliance with applicable federal subparts. In Compliance with Subpart ZZZZ. 8 MACT (Part 63) -ZZZZ: National Emissions Standards for Hazardous Air Pollutants for Stationary Reciprocating Internal Combustion Engines Status: In Compliance. All three generators listed here apply to this subpart. The 400 kW and 300 kW generators are rated at EPA Tier 3 emission standard and the 2,000 kW generator is rated at EPA Tier 2 emission standard. All generators are equipped with non-resettable meters and are maintained according to manufacturer's guidelines. Maintenance records are maintained. No generator exceeded 100 hours of operation within the rolling 12-month period, with the highest total of runtime being 44.4 hours. AREA SOURCE RULES EVALUATION: The following Area Source Rules were evaluated during this inspection: Emission Standards: Sulfur Content of Fuels [R307-203] Status: In Compliance. According to the fuel invoice from Hunt & Sons, the fuel utilized onsite is considered ULSD. See the attachments section for additional information. I have received the work order from Enel, I am sifting through them for this information. They ended up sending me all of the work orders for 2023 so this is a process. Attached is the list of Work orders from Enel for 2023, and the list from Ormat 2024. I talked to the operator at Cove Fort and was informed that they were keeping track of the gas through invoices instead of a rolling 12 month cycle. We have since ordered totalizers for the gas tank, and added it to be read the first of every month, and kept track of in our daily sheet. Attached are the invoices that Ormat has for the beginning of 2024. We don’t have the invoices or meter reads from Enel in 2023. Ormat was in the transition to SAP when we acquired Cove Fort. So we don’t have a lot of records for the first part of the year for them. Please let me know what else we are missing and Ill get it to you ASAP. Thank you Jordan .
