Raw Data 5 1 Introduction Alliance Technical Group, LLC (Alliance) has been contracted by Uinta Wax Operating, LLC to provide emissions testing on one (1) engine located at the Zager Compressor Station in Duchesne County, UT. The purpose of the testing was to demonstrate compliance with emission limitations contained in the facility’s air permit, 40 CFR 60, Subpart JJJJ, and R307-401-8. There are emission limitations for oxides of nitrogen (NOx), carbon monoxide (CO), and volatile organic compounds (VOC) as non-methane non-ethane hydrocarbons (NMNEHC). Testing was conducted in accordance with an approved test protocol from the UT Source Testing Manual and United States Environmental Protection Agency (US EPA) test methods. Testing for the engine occurred November 7, 2024. Aaron Medina of Alliance performed the emissions testing. 2 Source Description One natural gas-fired reciprocating internal combustion engine (RICE) was tested at the Zager Compressor Station. The source consists of one (1) engine used to compress natural gas into pipelines. The engine model is one (1) Caterpillar G3516B engine rated at 1380 BHP @ 1400 RPM. The engine is a 4-stroke, lean- burn gas-fired engine with oxidation catalyst. 3 Operating Parameters Three (3) 60- minute test runs were performed. Subpart JJJJ requires testing to be conducted at 90-100% load, or the highest achievable, based on representative performance of the unit. The engine was tested at the highest achievable capacity based on gas availability. An attempt to place an artificial load on the engine would have required reconfigurations outside of normal operating conditions, posing possible operational and safety risks. The following engine, fuel and ambient parameters were collected during the test, per test run. • Engine BHP • Engine exhaust flow • Engine speed • Compressor Suction and Discharge Pressures • Ambient Temperature and Relative Humidity • Barometric Pressures 4 Sampling and Analytical Procedures 4.1 Sample and Velocity Traverses- US EPA Methods 1 and 2 The sampling locations were evaluated in accordance with US EPA Reference Test Method 1. The upstream and downstream distances were measured and equated to equivalent diameters to confirm compliance with US EPA Reference Test Method 1. Full velocity traverses were conducted in accordance with US EPA Reference Test Method 2 to determine the average stack gas velocity pressure, static pressure, and temperature. The velocity and static pressure measurement system consisted of a S-type pitot tube and manometer. The stack gas temperature was measured with a K-type thermocouple and pyrometer. Velocity measurements were taken at the minimum number of traverse points based on Figure 1-2 in US EPA Reference Test Method 1. 6 Instrumental sampling was conducted at three traverse points passing through the centroidal area of the duct; therefore, a stratification check was not needed. The certification page for the sampling probe can be referenced In Appendix E. 4.2 Oxygen Determination- US EPA Method 3A Concentrations of O2 in the exhaust stack were analyzed using an M&C PMA 22 (Ranger Analytical) oxygen analyzer. The instrument measures the paramagnetic susceptibility of the sample gas by means of a magneto-dynamic type measuring cell. The measuring cell of the analyzers consists of a dumbbell of diamagnetic material, which is temperature controlled electronically at 50 degrees Celsius. The higher the oxygen concentration, the greater the dumbbell is deflected from its rest position. The deflection is detected by an optical system connected to an amplifier. Surrounding the dumbbell is a coil of wire. A current is passed through this coil to return the dumbbell to its original position. The current applied is linearly proportional to the percent oxygen concentration in the sample gas. The concentration was displayed on a digital panel meter. 4.3 Gas Dilution Certification- US EPA Method 205 A calibration gas dilution system field check was conducted in accordance with US EPA Reference Method 205. Multiple dilution rates and total gas flow rates were utilized to force the dilution system to perform two dilutions on each mass flow controller. The diluted calibration gases were sent directly to the analyzer, and the analyzer response recorded in an electronic field data sheet. The analyzer response agreed within 2% of the actual diluted gas concentration. A second Protocol 1 calibration gas, with a cylinder concentration within 10% of one of the gas divider settings described above, was introduced directly to the analyzer, and the analyzer response recorded in an electronic field data sheet. The cylinder concentration and the analyzer response agreed within 2%. These steps were repeated three (3) times. 4.4 Moisture Determination- US EPA Method 320 The stack gas moisture content was measured using a MKS 2030 FTIR multi-gas analyzer following US EPA Method 320. The FTIR uses an infrared spectral-reference library that has been validated against the on- line US EPA library or against NIST traceable gas mixtures. A slipstream sample of exhaust gas was analyzed hot/wet during the entire duration of each test run. An averaging time of 60 seconds was observed. 4.5 NOx Determination- US EPA Method 320 NOx emissions were measured using a MKS 2030 FTIR multi-gas analyzer following US EPA Method 320. The FTIR uses an infrared spectral-reference library that has been validated against the on-line US EPA library or against NIST traceable gas mixtures. A slipstream sample of exhaust gas was analyzed hot/wet during the entire duration of each test run. An averaging time of 60 seconds was observed. 4.6 CO Determination- US EPA Method 320 CO emissions were measured using a MKS 2030 FTIR multi-gas analyzer following US EPA Method 320. The FTIR uses an infrared spectral-reference library that has been validated against the on-line US EPA library or against NIST traceable gas mixtures. A slipstream sample of exhaust gas was analyzed hot/wet during the entire duration of each test run. An averaging time of 60 seconds was observed. 7 4.7 NMNEHC Determination- US EPA Method 320 NMNEHC emissions were measured using a MKS 2030 FTIR multi-gas analyzer following US EPA Method 320. The FTIR uses an infrared spectral-reference library that has been validated against the on-line US EPA library or against NIST traceable gas mixtures. A slipstream sample of exhaust gas was analyzed hot/wet during the entire duration of each test run. An averaging time of 60 seconds was observed. 4.8 HCHO Determination- US EPA Method 320 HCHO emissions were measured using a MKS 2030 FTIR multi-gas analyzer following US EPA Method 320. The FTIR uses an infrared spectral-reference library that has been validated against the on-line US EPA library or against NIST traceable gas mixtures. A slipstream sample of exhaust gas was analyzed hot/wet during the entire duration of each test run. An averaging time of 60 seconds was observed. 4.9 CO2 Determination- US EPA Method 320 CO2 emissions were measured using a MKS 2030 FTIR multi-gas analyzer following US EPA Method 320. The FTIR uses an infrared spectral-reference library that has been validated against the on-line US EPA library or against NIST traceable gas mixtures. A slipstream sample of exhaust gas was analyzed hot/wet during the entire duration of each test run. An averaging time of 60 seconds was observed. 5 QA/QC Procedures and Data Reduction Specific quality assurance and quality control (QA/QC) procedures were followed during this test program to ensure the production of useful and valid data. 1. Analyzer calibration and linearity checks were performed at least once each test day. Analyzer response for CO, O2, and CO2 was set using the zero and high-level span gases. Subsequent response to the mid- level QC gases was within 2.0% of the span. 2. Drift checks were conducted by introducing zero and high-level span gases into the analyzer at the beginning and end of each test run. Drift was within 3% of the span value for each test run. 3. Daily leak checks, sample line bias checks and response time checks were conducted. 4. Bias checks are performed before and after each test run using the low and mid-level span gases. All data and calculations were made using computer spreadsheets. Calculated data was validated by an independent check. A predetermined input data set with known expected output values was entered into each spreadsheet to confirm proper function. In addition, all calculations were spot checked for accuracy and completeness on-site by the field scientist. 6 Conclusion Alliance has conducted emission testing on one (1) engine located at the Zager Compressor Station for the purpose of demonstrating compliance with emission limitations contained in the facility’s permit, Subpart JJJJ, and R307-401-8. Testing was conducted for NOx, CO, and VOC as NMNEHC. The determined emission rates for the testing event are below the emission limitations in the facility’s permit, 40 CFR 60, Subpart JJJJ, and R307-401-8 as applicable. Appendix A. Raw Data 5 1 Introduction Alliance Technical Group, LLC (Alliance) has been contracted by Uinta Wax Operating, LLC to provide emissions testing on one (1) engine located at the Zager Compressor Station in Duchesne County, UT. The purpose of the testing was to demonstrate compliance with emission limitations contained in the facility’s air permit, 40 CFR 60, Subpart JJJJ, and R307-401-8. There are emission limitations for oxides of nitrogen (NOx), carbon monoxide (CO), and volatile organic compounds (VOC) as non-methane non-ethane hydrocarbons (NMNEHC). Testing was conducted in accordance with an approved test protocol from the UT Source Testing Manual and United States Environmental Protection Agency (US EPA) test methods. Testing for the engine occurred November 6, 2024. Aaron Medina of Alliance performed the emissions testing. 2 Source Description One (1) natural gas-fired reciprocating internal combustion engine (RICE) was tested at the Zager Compressor Station. The source consists of one (1) engine used to compress natural gas into pipelines. The engine model is one (1) Caterpillar G3516B engine rated at 1380 BHP @ 1400 RPM. The engine is a 4- stroke, lean-burn gas-fired engine with oxidation catalyst. 3 Operating Parameters Three (3) 60- minute test runs were performed. Subpart JJJJ requires testing to be conducted at 90-100% load, or the highest achievable, based on representative performance of the unit. The engine was tested at the highest achievable capacity based on gas availability. An attempt to place an artificial load on the engine would have required reconfigurations outside of normal operating conditions, posing possible operational and safety risks. The following engine, fuel and ambient parameters were collected during the test, per test run. • Engine BHP • Engine exhaust flow • Engine speed • Compressor Suction and Discharge Pressures • Ambient Temperature and Relative Humidity • Barometric Pressures 4 Sampling and Analytical Procedures 4.1 Sample and Velocity Traverses- US EPA Methods 1 and 2 The sampling locations were evaluated in accordance with US EPA Reference Test Method 1. The upstream and downstream distances were measured and equated to equivalent diameters to confirm compliance with US EPA Reference Test Method 1. Full velocity traverses were conducted in accordance with US EPA Reference Test Method 2 to determine the average stack gas velocity pressure, static pressure, and temperature. The velocity and static pressure measurement system consisted of a S-type pitot tube and manometer. The stack gas temperature was measured with a K-type thermocouple and pyrometer. Velocity measurements were taken at the minimum number of traverse points based on Figure 1-2 in US EPA Reference Test Method 1. 6 Instrumental sampling was conducted at three traverse points passing through the centroidal area of the duct; therefore, a stratification check was not needed. The certification page for the sampling probe can be referenced In Appendix E. 4.2 Oxygen Determination- US EPA Method 3A Concentrations of O2 in the exhaust stack were analyzed using an M&C PMA 22 (Ranger Analytical) oxygen analyzer. The instrument measures the paramagnetic susceptibility of the sample gas by means of a magneto-dynamic type measuring cell. The measuring cell of the analyzers consists of a dumbbell of diamagnetic material, which is temperature controlled electronically at 50 degrees Celsius. The higher the oxygen concentration, the greater the dumbbell is deflected from its rest position. The deflection is detected by an optical system connected to an amplifier. Surrounding the dumbbell is a coil of wire. A current is passed through this coil to return the dumbbell to its original position. The current applied is linearly proportional to the percent oxygen concentration in the sample gas. The concentration was displayed on a digital panel meter. 4.3 Gas Dilution Certification- US EPA Method 205 A calibration gas dilution system field check was conducted in accordance with US EPA Reference Method 205. Multiple dilution rates and total gas flow rates were utilized to force the dilution system to perform two dilutions on each mass flow controller. The diluted calibration gases were sent directly to the analyzer, and the analyzer response recorded in an electronic field data sheet. The analyzer response agreed within 2% of the actual diluted gas concentration. A second Protocol 1 calibration gas, with a cylinder concentration within 10% of one of the gas divider settings described above, was introduced directly to the analyzer, and the analyzer response recorded in an electronic field data sheet. The cylinder concentration and the analyzer response agreed within 2%. These steps were repeated three (3) times. 4.4 Moisture Determination- US EPA Method 320 The stack gas moisture content was measured using a MKS 2030 FTIR multi-gas analyzer following US EPA Method 320. The FTIR uses an infrared spectral-reference library that has been validated against the on- line US EPA library or against NIST traceable gas mixtures. A slipstream sample of exhaust gas was analyzed hot/wet during the entire duration of each test run. An averaging time of 60 seconds was observed. 4.5 NOx Determination- US EPA Method 320 NOx emissions were measured using a MKS 2030 FTIR multi-gas analyzer following US EPA Method 320. The FTIR uses an infrared spectral-reference library that has been validated against the on-line US EPA library or against NIST traceable gas mixtures. A slipstream sample of exhaust gas was analyzed hot/wet during the entire duration of each test run. An averaging time of 60 seconds was observed. 4.6 CO Determination- US EPA Method 320 CO emissions were measured using a MKS 2030 FTIR multi-gas analyzer following US EPA Method 320. A slipstream sample of exhaust gas was analyzed hot/wet during the entire duration of each test run. An averaging time of 60 seconds was observed. 4.9 CO2 Determination- US EPA Method 320 CO2 emissions were measured using a MKS 2030 FTIR multi-gas analyzer following US EPA Method 320. The FTIR uses an infrared spectral-reference library that has been validated against the on-line US EPA library or against NIST traceable gas mixtures. A slipstream sample of exhaust gas was analyzed hot/wet during the entire duration of each test run. An averaging time of 60 seconds was observed. 5 QA/QC Procedures and Data Reduction Specific quality assurance and quality control (QA/QC) procedures were followed during this test program to ensure the production of useful and valid data. 1. Analyzer calibration and linearity checks were performed at least once each test day. Analyzer response for CO, O2, and CO2 was set using the zero and high-level span gases. Subsequent response to the mid- level QC gases was within 2.0% of the span. 2. Drift checks were conducted by introducing zero and high-level span gases into the analyzer at the beginning and end of each test run. Drift was within 3% of the span value for each test run. 3. Daily leak checks, sample line bias checks and response time checks were conducted. 4. Bias checks are performed before and after each test run using the low and mid-level span gases. All data and calculations were made using computer spreadsheets. Calculated data was validated by an independent check. A predetermined input data set with known expected output values was entered into each spreadsheet to confirm proper function. In addition, all calculations were spot checked for accuracy and completeness on-site by the field scientist. 6 Conclusion Alliance has conducted emission testing on one (1) engine located at the Zager Compressor Station for the purpose of demonstrating compliance with emission limitations contained in the facility’s permit, Subpart JJJJ, and R307-401-8. Testing was conducted for NOx, CO, and VOC as NMNEHC. The determined emission rates for the testing event are below the emission limitations in the facility’s permit, 40 CFR 60, Subpart JJJJ, and R307-401-8 as applicable. Appendix A.
