COX Governor DEIDRE HENDERSON Lieutenant Governor DAQC-050-25 Site ID 15663 (B1) Jeffery Cowlishaw Staker Parson Companies 2350 South 1900 West Ogden, Utah 84401 Dear Mr. Cowlishaw: Re: Staker Parson Companies – Temporary Relocation/Operation, Notice of Intent – Uintah County Your Notice of Intent dated January 15, 2025, to relocate portable aggregate equipment to the temporary project for Staker Parson Companies’ Maeser East Facility, located 3.3 miles southwest of Maeser, Utah, was received by the Utah Division of Air Quality (DAQ) and has been reviewed. The following equipment has been approved for operation for this temporary project: Keestract/R62 track crusher with 250 kW diesel engine The State of Utah has permitted portable equipment for Staker Parson Companies on the Approval Order (AO) DAQE-AN115180014-15 dated July 6, 2015. The above relocation address is a permitted aggregate facility with established emission and production limits. All equipment operating at this site must be in accordance with the current AO for this site DAQE-AN156630002-20 dated January 10, 2020. The total production of aggregate from all temporary projects when combined with the permanent equipment’s production cannot exceed the 12-month rolling limits as per Condition II.B.1.a.A of this AO. Approval is granted to relocate and operate this equipment at the new location for a period not to exceed 180 operational days. As per Utah Administrative Code (UAC) R307-401-17, the operation of equipment at this temporary site may be for up to 180 working days in any calendar year not to exceed 365 consecutive days, starting from the initial relocation date. + 2 / 6 Ú à Û Ù Û Þ DAQC-050-25 Page 2 The owner/operator shall maintain records of the actual operation hours, days, and production rate, of the above referenced equipment at this relocation site and have the ability to submit the information to the DAQ upon the request of representatives of the director. Please make certain that the plant operator is aware of all the location specific requirements for this site and the conditions of the aforementioned AO. Federal New Source Performance Standards Subpart OOO requires that initial Method 9 observations be performed for all applicable portable crushers, screens, and attached conveyors. Subpart OOO also mandates that all crushers constructed, modified, or reconstructed on or after April 22, 2008, which are not enclosed, must install spray bars on the equipment and keep maintenance records to ensure proper spray bar operations. Utah Division of Water Quality Storm Water Permits and regulations may apply to this temporary project. Please refer to Utah DEQ Water Quality’s current Storm Water Construction requirements for additional information. This approval for relocation in no way releases the owner or operator from any liability for compliance with all other applicable federal, state, and local regulations including the UAC.
