COX Governor DEIDRE HENDERSON Lieutenant Governor DAQC-012-25 Site ID 10303 (B1) Kamren Garfield Sunroc Corporation 730 North 1500 West Orem, UT 84057 Dear Mr. Garfield: Re: Sunroc Corporation – Temporary Relocation/Operation, Notice of Intent – Millard County Your Notice of Intent dated January 2, 2025, to relocate portable aggregate equipment to the temporary project for Ash Grove Cement’s Quarry, permitted by the Approval Order (AO) DAQE-AN103030035-24, dated November 27, 2024, located off Highway 132, Leamington, UT, was received by the Utah Division of Air Quality (DAQ) and has been reviewed. The following equipment has been approved for operation for this temporary project: KPI-JCI jaw crusher Cedarapids crusher-screen plant Caterpillar 708 hp generator The State of Utah has permitted the above portable aggregate equipment for operation in the State of Utah on Sunroc Corporation’s AO DAQE-AN125750006A-21, dated January 12, 2021. Approval is granted to relocate and operate this equipment at the new location for a period not to exceed 180 operational days. Approval is subject to the conditions of the dust control plan submitted for this location and the above portable AO. Hours of operation for this equipment shall be held to 16 hours each day. The maximum production rate shall be held to the requested 600 tons per hour. As per Utah Administrative Code (UAC) R307-401-17, the operation of equipment at this temporary site may be for up to 180 working days in any calendar year not to exceed 365 consecutive days, starting from the initial relocation date. The operational days per site cannot be extended beyond the stipulated 365 consecutive day period. The owner/operator shall maintain records of the actual operation hours, days, and production rate, of the above referenced equipment at this relocation site and have the ability to submit the information to the DAQ upon the request of representatives of the Director. Please make certain that the plant operator is aware of all the location specific requirements for this site and the conditions of the aforementioned AO. Federal New Source Performance Standards Subpart OOO requires that initial Method 9 observations be performed for all applicable portable crushers, screens, and attached conveyors. Subpart OOO also mandates that all crushers constructed, modified, or reconstructed on or after April 22, 2008, which are not enclosed, must install spray bars on the equipment and keep maintenance records to ensure proper spray bar operations. Utah Division of Water Quality Storm Water Permits and regulations may apply to this temporary project. Please refer to Utah DEQ Water Quality’s current Storm Water Construction requirements for additional information. This approval for relocation in no way releases the owner or operator from any liability for compliance with all other applicable federal, state, and local regulations including the UAC. The processing equipment was moved out of there for over a year since the last project. When Sunroc crushes for ash grove it's usually a pretty short duration (a couple of months).
