Box 1168 Vernal, UT 84078 RE:Conditional Approval to Receive Solid Waste in Landfill Cell #3SW388 Dear Mr. Hacking: On July 8, 2024 a representative (inspector)from the Division of Waste Management and Radiation Control (Division) met with Mr. Spencer Merrell from Dalbo, Inc. at the Bluebellfacility located at 6878 Bluebell Road in Roosevelt, Duchesne County, Utah. The purpose of themeeting was to discussthe approval to receive solid waste inthe upper two-thirds of landfill cell #3. The initial approval to receive waste in this cell is documented in DSHW-2022-022129, but the landfill has not yet accepted any waste in this cell.In order to fulfill the conditions of the permit Mr. Merrell showed the inspector where 90 percent of the bedded sand has already been placed in the cell per the approved design. Mr. Merrell then showed the inspector the liquids that were being extracted on the far east end of landfill cell #3 and how complete removal of the liquids will require manymore weeks or months to complete.Additionally, the inspector was given a demonstration of how theremaining trapped liquids in the saline material are actively being extracted through continual compaction and subsequent removal of the liquids from the landfill cell (see attached photos). A follow-up email received by the inspector the same day contained the facility’s request to begin receiving solid waste in the dry, upgradient upper two-thirds of landfill cell #3, while being able to simultaneously continue liquid extraction in the downgradient portion of the cell. The plan was as follows: The facility will continue gradually placing bedding sand into the salted area. Through skimming and compaction the facility will continue to remove the liquids in the remaining 10 percent of the landfill cell. Upon the removal of the liquids remaining in the landfill cell and installment of the bedding of the remaining material, the facility will contact the Division for approval to receive solid waste in the remaining one-third portion of the landfill cell. The Division approves the acceptance of solid waste in the upper two-thirds portion of the landfill cell upon condition that the facility continue liquid removal in the affected portion of the cell, placementof bedding material in remaining 10 percent of the landfill cell after liquids have been removed, and the Division be notified for final inspection of the lower one-third of the landfill cell prior to approval of receiving solid waste in the remainder of the cell.
