Dear Mr. Esplin:
Rockwell Solutions, Inc. submits this corrective action plan (CAP) for the above-referenced site.
INTRODUCTION
During a Petroleum Storage Tank site assessment at the above-referenced site on April 28, 2017,
hydrocarbon concentrations exceeding Tier 1 levels were found in soil samples near the tank basin and
the west dispenser. A release was reported on May 22, 2017. Subsurface investigations in January
2018 and August 2018 defined the extent of soil contamination. Groundwater was not encountered.
Soil analytical results are shown on Table 1 and a site map is provided as Figure 1.
SCOPE OF SERVICES
Notification
Neighboring properties will be notified of the work and given the opportunity to comment. A
copy of the public notice is attached and will be distributed when it is approved by DERR.
UST Removal and Excavation at Tank Basin
The current owner of the site, Wells Brinkerhoff, plans to remove the four USTs. Apparent impacted
soil will be overexcavated and confirmation samples will be collected along with typical UST closure
samples. Based on subsurface investigations, impacted soil will be minimal.
Excavation at Dispenser
Contaminated soil from the west dispenser extends to a depth of approximately 35-40 feet. The
dispensers will be removed and soil will be excavated in an area approximately twenty by twenty-five
feet. The proposed excavation area is shown on Figure 1.
The excavation will extend to approximately twenty feet deep. The excavation can not be advanced
deeper due to proximity of buildings and the highway and the possible instability of the soil. A layer

of bentonite chips, approximately one-foot thick, will be placed across the bottom of the excavation to
cap the residual soil contamination below.
Soil confirmation samples will be collected on the walls and floor of the excavations at both
excavations. The samples will be analyzed for MTBE, benzene, toluene, ethylbenzene, and total
xylenes (MBTEXN), and total petroleum hydrocarbons-gasoline range organics (TPH-GRO) using
EPA Method 8260 and TPH-diesel range organics (TPH-DRO) using EPA Method 8015.
Groundwater is not expected.
Disposal
The excavated soil will be taken to an extensive property in Orderville owned by Karl Spencer where it
will be landfarmed. The landfarm will be prepared by constructing a two-foot high dirt berm and then
spreading the impacted soil out on in a thickness of approximately twelve to eighteen inches inside of
the berm. Mr. Spencer will turn the soil occasionally with his equipment.
To confirm hydrocarbon removal of the treated soil in the landfarm to less than the Initial Screening
Levels, confirmation samples will be collected and analyzed for MBTEXN and total petroleum
hydrocarbons-gasoline range organics (TPH-GRO) using EPA Method 8260 and TPH-diesel range
organics (TPH-DRO) using EPA method 8015.
A Notice of Intent to Treat Contaminated Soil has been submitted to the Division of Air Quality for the
proposed landfarm.
Backfill
Structural fill shall be placed back into the excavation.
Reports
A final excavation report will be prepared documenting excavation activities and analytical results.

Leaking Storage Tank Petroleum Cleanup Project
Sparky’s Gas n Go, 94 W State Street, Orderville, Utah
The Division of Environmental Response and Remediation (DERR) is planning to oversee the
remediation of petroleum-contaminated soil and groundwater associated with the above site. The
environmental consultant for this project is Rockwell Solutions, Inc.
Sparky’s Gas n Go is an inactive gas station located at 94 W State Street in Orderville, Utah. Soil
contamination was discovered in April 2017.
The selected corrective action is excavation to remove contaminated soil.
Tasks will include the following:
1) Excavate impacted soil in conjunction with underground storage tank removal activities
2) Excavate impacted soil below and around the west dispenser
3) Haul the soil to a local property to be spread out and aerated (i.e. landfarmed)
4) Place a bentonite seal at the bottom of the excavation
5) Collect soil confirmation soil samples
6) Backfill the excavations
Proposed Schedule
Excavation and backfill activities will take approximately one week to complete and will take place at
the end of February.
A copy of the Corrective Action Plan prepared for this site is available at the DERR in Salt Lake
City (address below; office hours 8:00 a.m. to 5:00 p.m., Monday through Friday). For additional
