2023 ANNUAL REPORT FOR BENZENE WASTE OPERATIONS NESHAP
Dear Mr. Bird:
In accordance with the requirements in 40 CFR 61.357(dX5) and (8), the Chevron Salt Lake Refinery
submits the following Benzene Waste Operations NESHAP (BWON) documents:

The Refinery has chosen the Benzene Waste NESHAP compliance option under 40 CFR 61.342(e),
which requires treatment to a benzene quantity of 6.0 megagrams per year (Mg/yr).The Total Annual
Benzene (lAB)/Treatment-to-Benzene Quantity QBQ) Reporl (Attachment l) is the update of the benzene
quantity in the identified waste streams generated at the Refinery. The TBQ in 2023 was 1.87 megagram,
which is below the 6.0 megagram limit.
Annual Insoection-Renair Reoort I40 CFR 61.357(dX8)l
The Annual Inspection-Repair Report (Attachment 2) lists all inspections required by 40 CFR 61.342
through 61.354 during which detectable emissions are measured and corrective actions for identified
problem that could result in benzene emissions (e.g., broken seal or gap).

ANNUAL INSPECTION . REPAIR REPORT
BENZENE WASTE NESHAP - January 1,2023, to December 31, 2023
Below are the inspections required by 40 CFR 61.342 through 61.354. These are the cases for
which either I ) detectable emissions were measured or 2) a problem that could result in benzene
emissions was identified (e.g., broken seal or gap). Corrective actions are also summarized.
Floating Roof Tanks
All floating roof tanks that were used as tanks in 40 CFR 6l .351 (2) met requirements as required
by 40 CFR 60.113b (b).
Closed Vent Systems and Control Devices
All carbon canisters that were used as control devices were monitored at intervals no greater than
20 percent of the design carbon replacement interval
