Number of Sampllno Silos
Helper City is required to take 2 monthly bac.teriological samples. As per the RTCR
Helper City's number of required sampling sites must equal tulo (2) times the number of
required monihly samples. Helper City will then have at least four (4) sites designated.
Selectino Samole Sltes
When possible, a businoss has been selected as a designated sampte site because of
ease of accees. The plumbirE should be inspecled to insure no cross-@nnec{ions exist.
The sample tap must be free of any aeratol, slrainer, hose or b€atnent device. Other
criteria used in selecting sample sites:
1. Available dudng the entirs )rear2. Sites located throughout the distsibution s!,Bt€m
3. Oubide sampling taps should be a\oided4. Not the last service on a dead-end line
5. Preferably a single cold water non-swivel, non-aerated tap
6. Sampling sit6s must be possible from a tap with at least five (5) upstream and
five (5) downstream taps (to meet the repeat sampling requiremenb)
Locatlon of Samollnq Sites
Helper City has hrce (3) pressure zones. Pressure zone numb€r one (1) is Main Street
south from Janet St. to Birch St. One sample every olhar month will come fom this
pressure zone. Pressure zone number two (2) is ftom the Raikoad hacks east and Janet St.
North and indudes townsite. This pressure zone is the largest and will have tulo samples
traken from it one mmth and then ona sample every other month. Pressure zone number
(3) is the Castle Gate Subdivision. The folloring is a list of the sample site localions,

Samollno Schedule
Sample sites number 1 and 2 will be tested in January, sample sites 3 and 4 will be
tested in February. 1 and 2 in March and 3 and 4 in April and so on continuing through the
year and will start again in January.

Helper City has a combined source and a single chlorinator. ln the event of a total
coliform positive sample, a sample could be taken at the chlorinator or the Port of Entry to
determine if the problem is in the springs or the distribution system.

Guidance for Creating a Bacteriological Sample Site Plan Under
the Re宙 sed Total Coliform Rule〔RTCR3
The Revised Toal Coliform Rule (RTCR) entered into force in Utah on Aprll t,2016. One of the requirements
for alt public water systems is to revise the sample site plan; required under the Total Coliform Rule (TCR).
The purpose of the written sample site plan is to ensure the collection of samples from points in the
distribution system that best represent the quality of water served to customers, to identify repeat sampling
locations, and to establish the samplingschedule.
Once developed, the plan must undergo rcgular updates. It is to bc availablc for rcvicw by
representatives from the Division. Upon reques! the water system must submit their plan to the Division.
What to include in the plan:
1. The plan should include basic information about the water system. lncluding but not limited to:
r The water system name

o Estimated population served*
r Number of required samples per compliance period
r Dates ofgeneration and updates to the plan
r Dates ofoperation (seasonal systems)
. The name and contact informadon for t}te person responsible for mainulning the sampling plan.
*The estimated population should match the number published in WaterLink (www.waterlinkulah.gov). If
you question your systant's WaterLink information, contact Utah DDlf (E0l) 536-4200.
Z. The plan must include a map of the distribution system. Exceptions are small systems such as restaurants,
schoolt ofhce buildings, and some small industries.
3. The map should show locations of all distribution lines, sources, Eeatnent, storage tanks and sampling
sites. Identify each sampling site by street address and a numeric code. Give a brief description of the site.
For example, outside tap house at 201 Main StreeL Site f1. The sampling site Numeric Code should begin
with the number 1 and then in numeric order. Use the Numeric Code, along wi& facility ID DS001, when
submitting samples to the laboratory.
4. Locate sample sites so that they represent all areas of the distributon system. You may wish to include
comments on your plan showing the reason(s) for selecting each site. Such as population density, industrial
areas, pressure zones, areas vulnerable to potential contamination, dead-end lines, and purchased source
entry points, Do NOT use the raw water tap at the sources as sampling sites for routine or repeat collform
samples. These are "triggered source" sampling locations under the Groundwater Rule (GWR)-

in the ;Monitoring and Water Quality: Distribution System Monitoring Reguirements" section R309-210-S.
a) water Systems required to collect one (1) microbiological sample per montl:
If possible, identify at least five (5) sampling sites, each sampled at least once every three (3)
montlls. ln the event ofa total coliform-positive sample, this system would return to
collecting one (1) routine sample during the month following t]le positive sample.
b) Water Systems required to collect two (2) to forty [40) microbiological samples per month:
The nurnber ofsampling sites must equal two (2) times $e number ofr€quired monthly
samples. Each sampling site must have a sample taken at least once every other mont}. In
the event of a total coliform-positive sample, these systems would return to collecting the
usual number of routine samples the following montl
For example, a water system scheduled to collect four (4) samples per month, should
identify eight (8) sample locations, Each mortl tlle system is sampling athalfoftle sample
locations.
c) Water Systems required to sample more than forty [,10) microbiological samples per mont]:
The number ofsampling sites should equal two (2) times the number of r€quir€d monthly
samples. The samplingsites must represent the distributlon system. Ifnot, the number of
sampling sites should increase to ensure sampling in all areas ofthe distribudon syst€m.
Regardless ofthe number of sites, each site must be sampled at least once every three (3)
months. Systems witl larSe dlsHbution systems and\or muluple pressure zones may have
differcnt sampllng locations and rotations based on how to best test thelr system.
For examplg a system scheduled to collect fifty (50) samples per month, should idertify 150
sample locations. Each month the system is sampling a tlrird of tlle sample locations.
Testing all sample locations occurs at dre end of a three (3) months sample cycle. The
proc€ss would t}len start over,

For slBtems with only one (lJ or two (2) service connections (sultable sampling taps), collect all three (3)
repeat samples in one (1) day from the lirnlted number of sampltng taps The sample slte plan should
show which tap(s) are in use for multiple samples-
When there is eyidence ofa pathway for distribution system contamination systems may propose
alternative repeat locadons to DDW. A E6tem may choose to specify alternadve Rxed locadons or crlterla
for selecting repeat sampling sites on a situauonal basis as Standard Operating Procedure (SOP) in its
sample site plan. The system must design its SOP to focus tJre r€peat sampl€s at locations that best verlfy
and detemine the extent of potential contarnination ofthe dlstrlbution system arca based on the speci8c
situadon.
7. Include in your samplc site plan a schcdulc for collcction of thc somplcs. Thc collcction of samplca should
happen at regular dme inter'lrals throughout the montl. Systems using only groundwater and serving less
than 4,900 people lfive (5) samples required per montl or fewerl may collect all required samples on a stngle
day lftaken at dlfrerent sltes.
