Dear Mr. James and Mr. Guymon:
The Division of Waste Management and Radiation Control has completed its review of the Compost Plan of Operation, submitted March 2019, for Wild Harvest Farms Composting Facility, located at 7750 Lower Bowl Road in Peoa, UT.. Wild Harvest Farms Composting will provide compost services to
commercial, residential, and government entities. The composting facility will accept green and brown
waste to compost for on farm use and local residential, government, and agricultural markets. The information in the Plan of Operation is acceptable as documentation that the composting facility will meet the requirements of R315-302-2, R315-312-2, and R315-312-3 of the Utah Administrative Code.
Please note that, in addition to operating according to the processes and procedures detailed in the Plan
of Operation, this approval is contingent on Wild Harvest Farms Composting complying with the following conditions and requirements: 1. The facility shall be operated in accordance with the Plan of Operation submitted and received
by the Division on March 28, 2019. In addition, the facility shall be operated in compliance with
all applicable requirements of R315-302 and R315-312. 2. This approval does not provide relief from complying with applicable Summit County Health Department requirements. If a formal approval is required from additional entities, a copy of that approval must be sent to the Division.
3. The facility must develop and follow a contingency plan in case of fire or explosion in accordance with R315-302-2. In addition, the facility shall operate in a manner to prevent and control fugitive dust, wind-blown litter, disease vectors, and other nuisances such as odors and birds.

4. The facility must ensure that no prohibited wastes containing hazardous wastes, PCB wastes,
asbestos, or treated wood are accepted for composting in accordance with R315-302-2 and as described in the Plan of Operation. Waste inspected at this facility shall be inspected to ensure that unacceptable waste is not accepted at the facility. All non-compostable solid waste must be properly recycled or disposed at a permitted solid waste facility.
5. A daily operating record must be maintained for each day of operation in accordance with R315-302-2, and shall include a description for weight or volume of each incoming load, and a description of material accepted and processed.
6. An annual report must be submitted in accordance with R315-302-2, which includes a
certification required by R315-312-2(2) that the facility has operated according to the Plan of Operation. This annual report and certification must be submitted to the Director by March 1st for the preceding calendar year.
7. The composting facility will be periodically inspected by representatives of the Division and
Summit County Health Department to determine compliance with the Plan of Operation and applicable provisions of R315-312. 8. As a result of the passage of H.B. 115 (2017 General Session), the composting operation will be
subject to a quarterly fee. Attached to this letter are the instructions and the fee report form.
The Plan is satisfactory and is hereby approved. Please submit the Compost Facility Annual Report by March 1st of each calendar year.

Instructions for Completing Solid Waste Quarterly Fee Report Form
The Division of Waste Management and Radiation Control is not currently able to accept e-mailed
form submissions. The attached form must be submitted to the Division in accordance with the Utah
Solid and Hazardous Waste Management Act 19-6-119(7) . Quarterly reports must be received by the
Division on or before the 15th day following the end of the Quarter. See below.
