This letter supersedes the Safe Yield Evaluation previously issued on January 21, 2025Dear Robert Thomas:The Division of Drinking Water (the Division) received a copy of the Drilling,
Construction & Aquifer Testing, for the Eden Crossing Well 5, withEmphasis on Potential Interference with Surrounding Sources on August 5, 2024,summarizing the aquifer test of the Eden
Crossing (UTAH29132) Well #5 (UTAH29132 WS005) and its impacts on the Warm Spring Artesian Well (WS002). The Division then received a request from Shane Dunleavy onNovember 19, 2024,
requesting clarification on the safe yield of Wolf Creek Water and Sewer ID’s (the System) East Well (WS006) and other drinking water sources. A safe yield memorandum was sent from the
Division dated June 1, 2022, for the East Well. A mitigation agreement for the well was entered into on October 19, 2022, which impacts the maximum flow rate the System can pump the
East Well (WS006). This letter serves to clarify the safe yield of the Warm Spring Artesian Well (WS002) and the East Well (WS006). The revision to this letter from the previously issued
letter addresses the date the Warm Spring Artesian Well (WS002) was constructed and corrects an error in the Warm Spring Artesian Well (WS002) safe yield calculation.Based on updated
metering data and mitigation agreements the Division concludes that the safe yield of the Warm Spring Artesian Well (WS002) is 128 gallons per minute (gpm) and the East Well (WS006)
is 150 gpm. Once the East Well is granted an operating permit the System’s source capacity will total 278 gpm. The total of the System’s source capacity is the basis for determining
the maximum number of connections that the System can serve.Warm Spring Artesian Well (WS002)This water source is currently the only active drinking water source for the System. The
Division received documentation stating the water source was constructed in May 1982. The Division updated the safe yield of the Warm Spring Artesian Well (WS002) from 400 gpm to 193
gpm as summarized in a letter sent to the Division from Miranda Menzies received on June 30, 2020. Not included in the letter is the documentation of the mitigation agreement with the
Wolf Creek Irrigation Company (WCIC) where 0.8 cubic feet per second (cfs) (358.4 gpm) should be put into their system from the Warm Spring Artesian Well (WS002) and the Warm Spring
springs (not a drinking water source) during the irrigation season. The letter did outline the System owns 182.16 of the 791 shares of WCIC. As of the date of this letter, the System
owns 237 of the 791 shares of WCIC. The Warm Spring Springs is credited with a flow of 70 gpm, also corroborated by the Eden Crossing Report. Taking into account the flow of 400 gpm
of the Warm Spring Artesian Well (WS002), 70 gpm of the Warm Spring springs, and the System’s shares in the irrigation company, resulted in the adjusted 193 gpm safe yield in 2020. During
the construction and testing of the Eden Crossing Well #5 (UTAH29132 WS005) a flow meter was installed on the discharge piping of the Warm Spring Artesian Well (WS002) to watch the flows
during the aquifer testing. As a result of the aquifer testing, the report dated August 2024 concluded that the base artisanal flow of the Warm Spring Artesian Well (WS002) is closer
to 310 gpm than the 400-gpm used prior. Using the same logic as before to calculate the safe yield of the Warm Springs Artesian Well (WS002):Safe Yield = 128 gpmEast Well (WS006)The
East Well (WS006) is currently listed as a proposed water source on the System’s inventory. Plan Approval for drilling the East Well (WS006) was issued on January 26, 2022. Plan Approval
for Equipping was issued on February 16, 2023, and was renewed on February 26, 2024. The Division’s current understanding of this project is the System is waiting for power before being
able to perform start up operations and request an Operating Permit. A constant rate test was received on May 26, 2022, with a request to set the safe yield for the East Well (WS006).
The safe yield letter dated June 1, 2022, concluded the well would be credited with 284 gpm. Further, a mitigation agreement dated October 19, 2022, between the System and Eden Water
Works states that the system may pump up to a maximum of 150 gpm. Therefore, the safe yield for the East Well will be revised to 150 gpm. This will be reflected in the System’s available
source capacity once the operating permit for the East Well is granted.
