Dear Ms. Brennan:

On April 4, 2022, Senergy Petroleum was loading an above ground tank at the above referenced site
when the tank burst and approximately 1,500 gallons of red-dyed diesel fuel were released. The fuel
flowed west of the tank and spread out across the dirt driveway and along the front edge of the
residential property, saturating the top few inches of soil. See Figure 1.

The impacted soil was immediately removed by scraping the soil with a front-end loader and hauling it
to Shepherd property northeast of the site where it was spread out across the dirt road to aerate.
Approximately 80-90 cubic yards of soil were removed.

Landfarm samples were collected in June 2023, but sample concentrations remained above Tier 1
levels. Mr. Shepherd dragged a ripper through the landfarmed soil on the dirt road three times in 2024
to turn and aerate the soil.

On September 23, 2024, Rockwell Solutions collected five soil samples from the landfarm. Photos of
the landfarmed soil on the dirt road are shown below. Samples were collected from four to eight
inches below ground surface. Sample locations are shown on Figure 1. Samples were analyzed for
benzene, toluene, ethylbenzene, total xylenes, naphthalene (BTEXN) using EPA Method 8260B and
total petroleum hydrocarbons-diesel range organics (TPH-DRO) using EPA Method 8015b.

Laboratory analytical results are shown in Table 1. All TPH-DRO concentrations are below Tier 1
levels. Rockwell Solutions recommends that the release be closed and the site issued a No Further
Action letter.
