tn accordance with 40 CFR 51 Subpart FF 51.357(c), please find attached the year 2023 Benzene NESHAP
report and TAB for HF Sinclair Woods Cross Refining LLC. This report includes all identified streams that
may be discharged to the wastewater system and contain benzene. Benzene concentrations were
measured from samples taken over the 2023 year. Sampling was conducted according to the Sampling
and Analysis Plan for Benzene Waste Operation NESHAP as required by paragraph 95 of the Holly
Refining & Marketing Company Consent Decree.
