Dear Mr. Downey:
The Division of Waste Management and Radiation Control (Division) has completed its review of the Lead Impacted Soil Corrective Action Implementation Report, PTI Property(Report) submitted
on July25, 2024, by Wasatch Environmental, Inc. (Wasatch) on behalf of PTI Properties, LLC (PTI)for the Site located at 2970 South Richards Street in South Salt Lake City, Utah (Site).
Historic investigations at the Site identified lead impacts to soil in the area of the former acid etching/plating tanks area. Soils in this vicinity exceeded the U.S. Environmental
Protection Agency (EPA) Regional Screening Level (RSL) for industrial use. Subsequently, corrective action was required to remove the impacted soils. The Report indicates that a 10 feet
by 10 feet by five feet deep area was excavated resulting in the removal and disposal of 15.96 tons of impacted soil. The Report indicates that soil confirmation samples were collected
on the four walls and in the base of the excavation area to verify that the extent of lead impacted soils were completely removed. Additionally, soil was collected below the base of
the excavation area to verify the extent of a possible historic acid release in soil. All lead confirmation soil samples were below the residential U.S. EPA RSL and the pH samples were
relatively neutral. The excavation area was backfilled using pea gravel and capped with a new cement slab. The activities outlined in the report indicate that the lead impacts in soil
have been fully addressed.
The Report indicates that the remaining chlorinated solvent impacted area in the southwestern portion of the Site will be addressed in a future Corrective Action Plan which will precede
any field activities.
