HF Sinclair Woods Cross Refining LLC, HFSWCR, is submitting the 2'd Quarter 2024 Fugitive Volatile
Organic Compound Monitoring Report for the HF Sinclair Woods Cross Refining LLC - Woods Cross
Refinery. This report complies with the provisions in the Utah Air Conservation Regulation R307-326-
9(7) and 40 CFR Part 60 Subpart VV, VVa, and GGGa.
The monthly component monitoring summaries are presented in the attached tables for each operating
unit. There are currently l0 components on the Delay of Repair list at Woods Cross Refinery. There are
currently l3 chronically leaking valves that are awaiting a unit turnaround for repair. During each
instance of startup and shutdown, the shutdown and startup procedures were in accordance with those
specified in the startup, shutdown, and malfunction plans, and with standard operating procedures.
