Hi Karen,
The only comment I have about the letter is that I am unaware of anyone at the state requiring you to replace your well and installing remote sensing. If you are
working with someone else who has told you that please let me know. I agree that it would make the three year study easier if you had remote sensing, but it is not
required. The goal of the study is to prove you have adequate infrastructure, both source and storage, for the actual water demands in your water system. Right
now the sizing is based on EPA baseline standards which is very inaccurate for second home communities such as South Bear Lake. By entering into the study we
did not change any of the classifications for your water system, you are still a transient non community water system
I talked with Luke who manages the lead and copper rule, he said that you do not need to apply with the new regulations and should have received a letter. Can
you send a photo of the letter you received so I can tell which regulation it is referring to? It may be a violation letter.

I have not heard from Karen Droesbeke this year yet on the water usage in your community to resolve the source
deficiency. Is she doing ok? Last time she and I talked she was having health issues. Also, do you know if she or anyone
else at South Bear Lake collected it this year?

Hello!
I've been working with this system for the last three years so they can gather their data for system specific sizing to
resolve their significant storage deficiency from their 2021 Sanitary Survey. Based on their data they are actually going to
have a higher standard than the previous capacity calculation method and worse yet their peak day source demand will
also cause them to have a deficiency. They are a small system with 38 connections and only five full time residents off
those connections. Shockingly their peak day source demand comes out to 2,763 gal/day and the storage demand is 650
gal.
I would like to set up a meeting with them to go through the calculations and all of that. However, after that what should
we do from here? The deficiency will go live, and they have the data to prove that they should not get a reduction in
source or storage capacity.

Good morning everyone,
Sorry for the delay in following up on this. I've worked through the numbers based on your meter reads and unfortunately
it looks like you don't have supporting information to reduce your system capacity standards. I would like to schedule an in
person meeting with anyone who needs to be involved to go over the data and calculations and make sure I have it
correct before finalizing anything. I'm hoping somewhere there is an error on my end. I am also meeting with my assistant
director next week to discuss what other next steps we can take that will not put you in violation.
Can we meet sometime in January to discuss this? I will hold off any violations from going live in the meantime since this
was set to expire on January 3, 2025. I'm happy to travel up to Bear Lake or I can meet in Logan whichever is easiest for
you. I have availability January 13, 16, or 21-23.
Attached is a draft report and the excel sheet used to calculate your values. For reference your last sanitary survey had
your requirements at 1,002 gpd/ERC for source and 494 gal/ERC for storage. The proposed numbers are at 2,763
gpd/ERC for source and 702 gal/ERC for storage.

Following up on this request. Is there a time in January that we can meet and go over the submitted data? I am getting
ready to take off for the holidays and will be back on January 6th.
We are planning on holding off the deficiency for at least six months. We have some rule revisions in the works that could
also make the deficiency you're assigned minor instead of significant.

Hello everyone!
Thank you for meeting with me yesterday to go over the minimum sizing standards. As a recap of what we discussed:

Given that your meter readings do not resolve the storage deficiency and also would cause a source deficiency we
are not going to use them to set the minimum sizing standard for your water system at this time.
We've given the storage deficiency a 6-month extension to allow the Division of Drinking Water time to update our
IPS rule which will hopefully move your storage deficiency from a significant 50-point deficiency to a minor 15-point
deficiency. If our rule is not yet updated in the next six months we will continue to extend the deadline until a
decision is made.
In the event that with the updated rule we don't move the storage deficiency to a minor deficiency, we will look at
granting you an exception.
In the meantime, I recommend still taking meter read data at least monthly while the pump house is accessible. However,
you no longer need to take the peak daily meter reads and you do not need to submit the meter read data to us anymore.
