(Tetra Tech) has prepared this Report of Findings (Report) to present the results from characterization sampling of the legacy coke fines (or coke breeze) in accordance with the Sampling and Analysis Plan (SAP; Tetra Tech, 2024) approved by the Utah Department of Environmental Quality (UDEQ), Division of Waste Management and Radiation Control (DWMRC) in a letter dated August 22, 2024. The coke fines are located at the MDU facility located at 2550 South Industrial Parkway in Provo, Utah (Site) in the Coke Breeze Storage Area depicted on Figure 1. A material supplier delivers solid coke “pellets” (metallurgical foundry coke) to the MDU plant for use in its ductile iron pipe manufacturing process. Coke fines are products that are less than 4 inches in size and occur due to settling and breaking during transportation and handling. The coke fines have historically been collected by MDU and returned to the supplier. However, due to the Covid 19 Pandemic and associated logistic disruptions, MDU was unable to return the coke fines to the supplier for approximately two years and staged these fines on Site for return to the supplier. The DWMRC provided a one-time exemption for the disposal of recyclable coke fines accumulated in piles.1 The portion of the piled material to be recycled did not require sampling under this exemption and was returned to the coke supplier during April 2023. The remaining coke fines were not recyclable due to potential mixing with native soil. Sampling was required for the remaining coke fines that were not recyclable to determine whether the remaining coke fines exhibit the Toxicity Characteristic of Hazardous Waste under the Utah Administrative Code (UAC) R315-261-20. This Report presents the sample locations and collection methods used to obtain representative samples2 of the remaining coke fines, laboratory analyses, field records, and sample results. The results from this assessment will support MDU’s management of the remaining coke fines upon approval and agreement by the DWMRC with the findings of this Report. 1 March 27, 2023 letter from DWMRC to MDU. 2 "Representative sample" means a sample of a universe or whole, for example, waste pile, lagoon, groundwater, which can be expected to exhibit the average properties of the universe or whole. Legacy Coke Fines Report of Findings McWane Ductile Provo, Utah 2 October 22, 2024 2.0 COKE FINES SAMPLE COLLECTION This section presents sample locations, collection procedures, and laboratory analyses for the legacy coke fines samples. SAMPLE LOCATIONS The samples were collected from the locations specified in the SAP. Eight samples were collected from the former piles areas and 12 samples were collected from the original flat areas. ArcGIS software and a hand-held GPS provided coordinates for each sample, enabling easy field location and updating. Field adjustments to sample locations were made with the approval of MDU and the DWMRC representatives on Site for the following samples: • CP-2: Moved to former piles area; original location was outside of former pile area based on visual observation of the area. • CP-5: Moved to former piles area; original location was outside of former pile area based on visual observation of the area. • CP-7: Moved to former piles area; original location was outside of former pile area based on visual observation of the area. • CP-8: Moved to former piles area; original location was outside of former pile area based on visual observation of the area. • CF-9: Moved to former piles area; original location was outside of former pile area based on visual observation of the area. • CF-11: Moved to area with thicker coke fines. • CF-12: Moved to area with thicker coke fines. One grab sample was collected from each selected grid location. Table 1 summarizes the grids and selected sample locations. Figure 2 shows the sample grid and selected sample locations. SAMPLE COLLECTION Sample collection followed the sampling procedures described in the SAP. Samples were collected after clearing the upper six to twelve inches below the surface of the coke fines using a hand trowel. Sampling personnel pressed the unpreserved glass sample jars directly into the coke fines to fill the jars with minimum soil disturbance, followed by immediate capping of the jars to minimize volatile organic compound (VOC) losses. The sample jars were immediately placed on ice in a laboratory-provided cooler, and the date and times of sample collection were recorded. The samples were packaged and transported following the procedures specified by EPA SW-846.The samples were hand-delivered to the laboratory, Chemtech Ford, the same day they were collected to achieve hold times for the sample. A Chain-of-Custody record with assigned sample numbers and collection times accompanied all samples to the laboratory. FIELD RECORDS All activities performed at the Site were documented using the appropriate field forms and waterproof, indelible ink. The following project information was included in the field notes: • Weather, personnel on Site, and equipment. • Location and description of the work with start and end times for key activities. • Time for completion of the work. LABORATORY ANALYSIS All coke fine samples were analyzed for the following parameters using Toxicity Characteristic Leaching Procedure (TCLP) leachate method 1311 and the analyses methods below: • RCRA 8 Metals by method 6010 D and 7470A for mercury • VOCs by EPA Method 8260D Six of the 20 samples (three each from the pile and flat areas with equal sample distribution across each area) were also analyzed for semi-volatile organic compounds (SVOCs) by EPA Method 8270E. The samples were submitted to Chemtech Ford Laboratories, a Utah-certified environmental laboratory located at 9632 South 500 West in Sandy, Utah for analysis. The samples were analyzed using standard laboratory turnaround times. The full laboratory reports are provided in Appendix C. 2.4.1 Sample Results Sample detections are provided on Table 2, along with a comparison to the Maximum Concentration of Contaminants for the Toxicity Characteristic as Determined by TCLP specified in Table 1 of the Code of Federal Regulations (CFR) § 261.24 for toxicity characterization and material handling. A summary of the results is presented below by chemical type: • RCRA 8 Metals o All samples showed low detections for the metals barium and chromium. o Cadmium was detected in four samples (CF-2, CF-8, CF-10, CF-5). o Lead was detected in one sample (CF-5). • VOCs – There were not detections of leachable VOCs in any samples. • SVOCs - There were not detections of leachable SVOCs in any samples. All detections were below their respective TCLP regulatory standards. QUALITY ASSURANCE Quality assurance (QA) included collection of the following samples for data validation purposes: • One duplicate sample • One Matrix Spike/Matrix Spike Duplicate (MS/MSD) sample • One field blank sample. The MS/MSD and duplicate samples were collected from CF-12, a flat area sample location that included SVOC analysis. The field blank consisted of three 40 milliliter vials of distilled water that were opened and placed in the sampling area while collecting the coke fines samples to identify the potential presence or absence of background VOC constituents. No detections were identified in the field blank samples. QA/QC results are summarized in the Laboratory Report provided in Appendix C. The following table shows detections for CF-12 and the duplicate sample (DUP-1) and the relative percent difference (RPD) for the two detected metals: Legacy Coke Fines Report of Findings McWane Ductile Provo, Utah 4 October 22, 2024 Analyte Sample Detection (mg/L) CF-12 DUP - 1 RPD (%) Barium 0.06 0.05 18 Chromium 0.002 J 0.003 J 40 Notes: J = The result is an estimate because the value is below the Laboratory Reporting Limit, which was 0.005 for chromium. mg/L = milligram per liter The quality control (QC) criteria specified in the SAP and Tetra Tech’s evaluation of the QC data are summarized on the table below: Parameter QC Criterion Evaluation Accuracy Accuracy will be considered acceptable when the percent recovery for MS/MSD and laboratory control samples is within 75-125% The percent recovery for MS/MSD and laboratory control samples is within 75-125% for 83% of the results, based on the Laboratory Report. The percent recovery for the laboratory control sample is within 75-125% for 88% of the results. Precision Precision will be considered acceptable when the RPD for duplicate and MS/MSD samples is less than 25% The parent sample for the duplicate sample (CF-12) only showed results for barium and chromium; therefore, the RPD could not be determined for all analytes. The RPD for barium was within the acceptable range; but the RPD for chromium was 40%. The high RPD for chromium is likely due to the low detections (below laboratory reporting limit of 0.005); therefore, the duplicate sample result is considered acceptable. The RPD for the MS/MSD samples was less than 25% for 96% of the analytes. Completeness Completeness will be considered acceptable when 100% of the data are determined to be valid. All data are complete. Legacy Coke Fines Report of Findings McWane Ductile Provo, Utah 5 October 22, 2024 3.0 CONCLUSION Tetra Tech has evaluated the TCLP results and compared them to the Maximum Concentration of Contaminants for the Toxicity Characteristic as Determined by TCLP specified in Table 1 of the CFR § 261.24 for toxicity characterization and material handling. All detections were below the TCLP standards. Based on these results, the coke fines are characterized as non-hazardous and may be returned to the manufacturer for recycling or disposed of at an appropriately permitted landfill.
