The Report documents the abandonment of Monitoring Well MW-7 and requests No Further Action (NFA) and Closure of Release MTX. On January 23, 2024, the Division of Waste Management approved the termination of groundwater monitoring and the abandonment of Monitoring Well MW-7 at the Georgia Pacific (GP) Former Gypsum Manufacturing Facility (the Site) located at 200 South State Street in Sigurd, Utah (DSHW-2024-002321). On October 7, 2024, Tetra Tech with the support of Cascade Drilling L.P. abandoned Monitoring Well MW-7 by filling the well casing with 25 pounds of bentonite pellets and five gallons of water. The flush-mount cover was removed, and the ground surface was leveled to match the existing grade. The Report states that the Site is identified by the Division of Environmental Response and Remediation (DERR) as Facility 2000058 and had two petroleum hydrocarbon releases at the Site identified as Release IDs HPR and MTX. Release HPR was opened in 1992 during the removal of petroleum storage tanks from the property and was closed by DERR with a designation of NFA on November 1, 1996. According to the Report, Release MTX was opened by DERR on May17, 2011, when a hydraulic fluid leak occurred due to the failure of a hydraulic-lift oil containment sump. Oversight of this release began under the Division but because they believed that the release could have come from an underground storage tank (UST), DERR was notified. In 2014, the DERR UST Section determined that they do not have authority to regulate releases from hydraulic lifts and recommended no further action for Release MTX under their program and transferred all oversight to the Division. With that transfer, Release MTX is considered closed with DERR (DERR-2014-014086). The Division continued oversight of the remediation process for the hydraulic oil release. On May 16, 2018, the Division issued a letter indicating that active remediation was no longer warranted and that future risks can be mitigated through appropriate land use restrictions (DSHW-2018-004302). This letter also required that GP submit a site management plan (SMP) and environmental covenant (EC) for the site. Although this letter did not explicitly say so, this letter granted the site a determination of corrective action complete with controls (CACWC). A determination of CACWC is a risk-based closure with restricted land use. Those restrictions are documented in the SMP and EC. The restrictions included in the SMP and EC for this site include restricting the site to commercial/industrial land use, restricting groundwater use at the site, conducting one final sample round at MW-7, and abandon all other wells at the site. GP has now fulfilled the sampling and abandonment requirements and should submit an updated SMP and EC to the Division for approval that removes reference to the requirements for sampling and abandoning site monitoring wells, and leaves in place the restrictions on land use and groundwater use.
