Beginning in February 2023, IRL began operating the Landfill Gas Collection System (LGCS) under an Approval Order (AO) which included wellheads, generators, blowers, and a candlestick flare. Routine monitoring tasks required by 40 CFR $ 62 Subpart OOO, 40 CFR $ 63 Subpart AAAA were completed as required. This report encompasses April 1 , 2024, through June 30, 2024. This report contains the items specified in 40 CFR $ 63.1981(h) and is solely intended for use by the Utah Department of Air Quality (DAQ) for purposes of compliance assessment and by IRL as a facility compliance document. lt should be recognized that this report presents compliance information specific to the timeframe herein. The compliance status of the facility is certified in Appendix A. 1.2 BACKGROUND Based on Tier 2 Landfill Gas Testing, the non-methane organic compound (NMOC) emissions exceeded the 50 Mg/yr NMOC threshold for this facility in August 2019. A LGCS design was submitted to the Utah Department of Environmental Quality (DEO) in August 2020 and LGCS construction began in August 2021. fhe AO for the candlestick flare and associated generators was provided to IRL by Utah DAQ in November 2022, tollowed by the Title V Operating Permit being issued on December 201h,2023. LGCS startup occurred on January 31,2023 and continued through February 2023. IRL has continued to tune and update the wellfield along with bringing additional wellheads online in the first and second quarters of 2024. Over the course of the reporting period the facility has incrementally increased the height of the top deck, multiple times in select locations. Each lift on the top deck required wellheads to be raised prior to Municipal Solid Waste (MSW) placement, subsequently leaving the wellheads inaccessible. Once MSW was placed around the lifted wellheads, access could be regained. Multiple wellhead locations suffered from missing data due to access safety issues described above. As of March 2024,Ihe top deck is up to grade with no additional lifts planned. 1.3 STARTUP, SHUTDOWN, AND MALFUNCTION EVENTS 40 cFR SS 63.1e81(hxl) - 63.1e81(hX4) IRL began recording collection system and control device startup, shutdown, and malfunction events as required by 40 CFR $ 63 Subpart AAAA beginning in March ot 2023, one month after initial startup. Shutdown of the flare has occurred periodically due to maintenance activities on the flare, generators and/or collection field, as well as malfunctions (Table 1). No uncontrolled releases of hazardous air pollutants have occurred during this reporting period with landfill gas remaining inside the landfill and collection system when the flare was not operating. This is accomplished through closure of the block valve at the flare after the header during every flare shutdown as confirmed by telemetry. Many unexpected shutdowns occurred outside of standard operating hours, including weekends, and the system was restarted the following work morning. The operational time of the flare was 99.1% in this reporting period. 1.4 LGCS WELLFIELD MONITORING 40 cFR SS 63.1e81(hxlXi) - 63.1e81(hxlXiii) LGCS wellfleld monitoring was performed monthly, in accordance with the AO and 40 CFR S 63 Subpart AAAA requirements. The LGCS wellheads are monitored for gas flow and quality at least once per month to comply with permit conditions and are balanced as needed to optimize gas extraction from the landfill. Wellheads are monitored for temperature and static pressure for compliance requirements, and oxygen and nitrogen for operating and tuning parameters (the nitrogen/orygen compliance requirement has been removed from the newly effective Emissions Guidelines 40 CFR $ 60 Subpart Cf, 40 CFR S 62 Subpart OOO since June 21 ,2021 and 40 CFR $ 63 Subpart AAAA since November 12,2020). Wellhead repairs and earthwork to improve access to select wells were conducted in early spring when access could be established. lt is likely waste placement activities have collapsed multiple wells at depths between 24 to 38-feet below ground surface (bgs). The following wells are collapsed at various depths as seen through pipe videos: . G1-WB-04, G1-A1-02, G1-A1-04, G'1-A1-07, G1-81-04, G1-81-05, G1-B1-07, G1-C1-02, G1-C1-05 Wellhead data were collected from 48 wells as shown in Appendix B and Figure 1. Besides collapsed wells and a temporarily inaccessible well in April, no wells were out of compliance in this semi-annual period as documented in the following: . April: No data was collected from G1-A1-03 and G1-C1-07 due to access issues. There were no wells with exceedances for temperature or pressure. There were no wells with exceedances for temperature or pressure. 1.5 LANDFILL SURFACE EMISSIONS MONITORING 40 cFR S 63.1981(hxs) One quarterly (May 2024) landfill surface emission monitoring events were performed during this reporting period. Surface emissions were measured across the Landfill surface using a Surface Emission Monitor (SEM) 5000 meeting the specifications of EPA Method 21. The measurements were made in accordance with federal requirements. 1.5.1 May 2024Monitoring Event The second quarter monitoring event was conducted on May 23,2024. The walking pattern was conducted following an east to west traverse, as illustrated in Figure 2. A surface inspection was performed concurrent with the surface emission monitoring to identify cracks, erosion fissures, or other anomalies in the Landfill cap that may create escape pathways for methane. Field forms for this quarterly monitoring event are provided in Appendix C. No exceedances were observed during this monitoring event. ln addition to the Surface Emission Monitoring event, all penetrations within the lined area of the active landfill collection system footprint were monitored for methane. No exceedances were observed during this monitoring event. Field forms for this quarterly monitoring event are provided in Appendix C. 1.6 VISUAL EMISSION MONITORING Quarterly observations were conducted on June 25,2024. EPA Method 9 observations were conducted on stationary sources in accordance with 11.8.1.b.1 & 11.B.3.a.1, of the permit. Observation data is provided in Appendix D. No exceedances were observed during these monitoring events. 1.7 FUGITIVE DUST EMISSIONS ln accordance with the conditions of Permit Provision ll.B.l.a, the facility has implemented and continues to implement the most recently approved fugitive dust control plan as required by R307- 309-6 and administers one or more of the contingencies, or Best Management Practices (BMP) provided for the plan. IRL predominantly utilized water and designated traffic patterns at the facility to reduce dust. Fugitive dust emission reporting forms are provided in Appendix E. 1.8 SUMMARY IRL operated in compliance with conditions mandated by the current Title V Operating Permit during the period covered in this report, except for the reporting deviation shown in Appendix A. Replacement of broken wells is expected to take place in the next three months. There were no recorded uncontrolled releases of excess landfill gas to the atmosphere from the LGCS during the monitoring period. These conclusions are based on the data collected by Hansen, Allen & Luce and/or provided by IRL that are included in this report. Repairs and access improvements to the LGCS continue to be conducted. Based on conversation with DAQ compliance personnel, we are adjusting the reporting period for this facility moving forward. The 1Q24 reporting period for this facility was documented and submitted as part of the 2023 Annual Title V Report for the facility. This present report meets the reporting requirement to document the work performed during the 2Q24 time period. Based on these two submittals, IRL has completed the monitoring, recordkeeping, and reporting requirements for January through June of 2024. We anticipate submitting another semiannual monitoring report for the period of 3Q24 and 4Q24 in January 2025, along with the Annual Title V Report for all of 2024. With these anticipated submittals, we are redefining the semi-annual reporting period to be January through June and July through December moving forward. Permit condition for which deviation occurred: 1.L.1, l.S.2.c Describe the deviation that occurred: behalf of ROC-Intermountain Regional MSW Landfill (lRL), Hansen Allen and Luce (HAL) submitted an annual Title V on March 27 , 2024 which was found by the Regulator to be incomplete. HAL submitted a revised annual report on May , 2024 which triggered the violation of 1.L.1. A deviation report has not been submitted, triggering a violation of 1.S.2.c. Was the deviation due to an "upset condition" as defined by Section ll of the permit?
