The Division issued Plan Approval for drilling Utah Flour Mill Well on January 9, 2024. The following is a summary of the Division’s review of this project:The Division received constant rate drawdown test data for the well on November 5, 2024.Written review comments were provided to your consultant on November 8, 2024.The Division received revised plans and specifications on November 20, 2024.Additional comments, including a request for peak day demand and storage capacity information, were provided to your consultant on November 22, 2024. The Division received peak day demand calculations on November 25, 2024. The Division met with your consultant on December 10, 2024, to discuss the possibility of an exception to storage sizing requirements.The Division received an exception request to R309-510-8 Storage Sizing on December 23, 2024. Our understanding of the project includes equipping the Utah Flour Mill Well, including installation of well discharge piping, a pump to waste line, and a new hydropneumatic tank to be used for drinking water storage and to maintain pressure within the mill. The Utah Flour Mill Well will be equipped with two submersible pumps: a 1.5 horsepower (hp), 12 gallon-per-minute (gpm) pump to provide drinking water to the mill, and a 25 hp, 300 gpm pump to fill the suppression tank. Between the well head and the mill building, a valved branch off the well transmission line will run to the system’s fire suppression tank. The transmission line will terminate with an air gap at the fire suppression tank, which is not part of the drinking water system and has not been reviewed or approved for drinking water use. Within the mill building, the well transmission line will optionally pump to a new, Flexcon Model (G)H2P 120 hydropneumatic tank with an effective volume of 119 gallons. The hydropneumatic tank will serve as the system’s drinking water storage tank, as well as provide pressure to the building’s plumbing and prevent the variable frequency drive on the well from cycling on and off unnecessarily. The Utah Flour Mill Well is identified as WS001 in the Division’s database. The Utah Flour Mill Hydro Tank is identified as HD001 in the Division’s database. We have received the following information for Utah Flour Mill Well and Utah Flour Mill Hydro Tank: Certification of well seal. Well driller’s report (well log). Aquifer drawdown test results (step drawdown test and constant-rate test). New Source Chemical Analysis of the well water. Plans and specifications for equipping the well. Pump information Well head discharge piping, including Utah Flour Mill Hydro Tank. Pitless adapter information. We have completed our review of the plans and specifications, stamped, and signed by Michael Hartvigsen, P. E., and dated November 20, 2024, and find they basically comply with the applicable portions of Utah’s Administrative Rules for Public Drinking Water Systems in R309. On this basis, the plans for equipping Utah Flour Mill Well and installing Utah Flour Mill Hydro Tank are hereby approved. This approval pertains to construction only. An Operating Permit must be obtained from the Director before Utah Flour Mill Well and Hydro Tank may be put into service. A checklist outlining the well approval process, including the items required for issuing an operating permit for this well is enclosed for your information. Enclosed please also find an Operating permit Checklist for other components of this project.Approvals or permits from the local authority or county may be necessary before beginning construction of this project. As the project proceeds, notice of any changes in the approved design, as well as any change affecting the quantity or quality of the delivered water, must be submitted to the Division. We may also conduct interim and final inspections of this project. Please notify us when actual construction begins so that these inspections can be scheduled. This approval must be renewed if construction has not begun or if substantial equipment has not been ordered within one year of the date of this letter. Exception Request The basis for your request for an exception to R309-510-8Storage Sizing is that due to space constraints at the mill, installing an above ground or buried drinking water storage tank is not feasible. You propose the following measures to provide equivalent protection for public health to meet the intent of the rule: The demand from the milling process makes up the majority of the water system’s source and storage capacity requirements. A 119-gallon hydropneumatic tank will be installed to meet the storage requirements of the building’s bathrooms, showers, and break room. If the well is ever offline for repair or maintenance, the mill will not be able to operate, and employees will be sent home until the well is repaired. On this basis, an exception to R309-510-8 Storage Sizing, is hereby granted for Utah Flour Mill (UTAH03123). This Temporary Exception expires on January 31, 2028. You will be required to re-submit an exception request along with confirmation that all conditions outlined in this temporary exception have been fulfilled and obtain an exception renewal prior to January 31, 2028. Exceptions granted by the Division include an expiration date to ensure that the basis and conditions for granting the exception are verified periodically and that the drinking water quality remains protected. After receiving your request, the Division will determine whether this exception can be re-issued. Failure to request the re-evaluation of this exception and obtain an exception renewal by January 31, 2028, will result in the activation of the deficiency related to not having sufficient drinking water storage capacity. This Temporary Exception may be rescinded any time if new evidence indicates that the conditions of this exception are no longer being met or a public health risk exists due to this exception.
