PROCESS DESCRIPTION: Polyethylene film bag manufacturing plant. The plant employs extrusion, conversion, and printing operations to produce products from polyethylene resin. During the process, organic compound containing materials are used. Polyethylene is received in rail cars in bead form and sent to silos (no vents). The beads are blended with additives, and conveyed to extruders that melt the plastic and force it through a die at temperatures between 300 and 450°F. Some bags are then sent to the corona film lines. The corona film uses ultraviolet heat to treat the bags. VOC's are vented through a stack. The bags are sent through a knife seal where the ends are heated and cut (fugitive VOC). There is also a bead recycling system that grinds and extrudes the beads. The grinder vents to an indoor baghouse. Polyethylene bags are packaged and shipped to various destinations. APPLICABLE REGULATIONS: Approval Order (AO) DAQE-AN100570009-22, dated July 30, 2022 ) $ ' $ ' 2 SOURCE EVALUATION: Name of Permittee: Permitted Location: Reynolds Consumer Products Polyethylene Bag Manufacturing Facility 1110 East 200 South 1010 East 2nd South Lewiston, UT 84320 Lewiston, UT 84320 SIC Code: 2673: (Plastics, Foil, & Coated Paper Bags) Section I: GENERAL PROVISIONS I.1 All definitions, terms, abbreviations, and references used in this AO conform to those used in the UAC R307 and 40 CFR. Unless noted otherwise, references cited in these AO conditions refer to those rules. [R307-101] I.2 The limits set forth in this AO shall not be exceeded without prior approval. [R307-401] I.3 Modifications to the equipment or processes approved by this AO that could affect the emissions covered by this AO must be reviewed and approved. [R307-401-1] I.4 All records referenced in this AO or in other applicable rules, which are required to be kept by the owner/operator, shall be made available to the Director or Director's representative upon request, and the records shall include the two-year period prior to the date of the request. Unless otherwise specified in this AO or in other applicable state and federal rules, records shall be kept for a minimum of two (2) years. [R307-401-8] I.5 At all times, including periods of startup, shutdown, and malfunction, owners and operators shall, to the extent practicable, maintain and operate any equipment approved under this AO, including associated air pollution control equipment, in a manner consistent with good air pollution control practice for minimizing emissions. Determination of whether acceptable operating and maintenance procedures are being used will be based on information available to the Director which may include, but is not limited to, monitoring results, opacity observations, review of operating and maintenance procedures, and inspection of the source. All maintenance performed on equipment authorized by this AO shall be recorded. [R307-401-4] I.6 The owner/operator shall comply with UAC R307-107. General Requirements: Breakdowns. [R307-107] I.7 The owner/operator shall comply with UAC R307-150 Series. Emission Inventories. [R307-150] Status: In Compliance. No limits set forth in this AO appear to have been exceeded. The source stated that there have been no modifications to the equipment or processes. The equipment appeared to be properly operated and maintained according to manufacturer recommendations. Records are kept as required and were made available after the inspection. No breakdowns have been reported since the previous inspection. This facility is not required to submit an emissions inventory at this time. 3 Section II: SPECIAL PROVISIONS II.A The approved installations shall consist of the following equipment: II.A.1 Reynolds Consumer Products Polyethylene Bag Manufacturing Facility II.A.2 Polyethylene Bag Production Lines II.A.3 Corona Film Treating Stations II.A.4 Multiple Heating Units Fuel: Natural Gas Status: In Compliance. No unapproved equipment was observed at the time of inspection. The facility also contains a solvent tank for cleaning. II.B Requirements and Limitations II.B.1 Facility-Wide Requirements and Limitation II.B.1.a The owner/operator shall properly train all employees who operate equipment (operator) that produces and/or controls emissions to the air as to their responsibilities in operating that equipment according to all relevant conditions of this AO. The owner/operator shall train each operator for all equipment that the operator operates. Within 60 days of every time this AO being modified or reissued, the owner/operator shall properly train employees who operate equipment that produces and/or controls emissions to the air that is affected by the AO changes as to their responsibilities in operating equipment according to all relevant conditions of this AO. The owner/operator shall keep records of operator training that will be made available to the Director or Director's representative upon request. The owner/operator shall make this AO available to all employees who operate the equipment listed in this AO. [R307-401-8] Status: In Compliance. The AO is made available to all employees. Every new employee is trained on the equipment and records of the training are kept in a log book. II.B.1.b The owner/operator shall not allow visible emissions from any emission point to exceed 0% opacity. [R307-401-8] Status: In Compliance. No visible emissions were observed during the inspection. See the attached VEO form for more information. II.B.1.b.1 Opacity observations of emissions from stationary sources shall be conducted in accordance with 40 CFR 60, Appendix A, Method 9. Visible emissions from mobile sources and intermittent sources shall use procedures similar to Method 9, but the requirements for observations to be made at 15-second intervals over a six-minute period shall not apply. Any time-interval with no visible emissions shall not be included. [R307-401-8] II.B.2 Volatile Organic Compound (VOC) Limitation 4 II.B.2.a The owner/operator shall not emit more than the following from printing and associated operations: A. 50.0 tons per rolling 12-month period of VOCs. [R307-401-8] II.B.2.a.1 To determine compliance with a rolling 12-month total, the owner/operator shall calculate a new 12-month total by the 20th day of each month using data from the previous 12 months. Compliance shall be calculated using production information multiplied by an emission factor. These emission factors shall be recorded with this Approval Order and submitted to the Director for approval. [R307-401-8] Status: In Compliance. VOC emissions are calculated as required. For the rolling 12-month period from October 2023 – September 2024, emissions are as follows: VOCs: 12.01 tons See the attached summary tables from September 2024, July 2024, and October 2023 below. Section III: APPLICABLE FEDERAL REQUIREMENTS In addition to the requirements of this AO, all applicable provisions of the following federal programs have been found to apply to this installation. This AO in no way releases the owner or operator from any liability for compliance with all other applicable federal, state, and local regulations including UAC R307. AREA SOURCE RULES EVALUATION: The following Area Source Rules were evaluated during this inspection: Degreasing [R307-335] Status: In Compliance. The parts washer has a lid that is easily operated by one hand. The lid was closed at the time of inspection. Excess solvent and waste drains into a covered container. The waste tank and containers had no visible leaks and appeared to be in good operating condition. The spray is a fluid stream, with no excessive splashing. The product is pre-clean plus, containing no VOCs. See the attached SDS. Paper, Film, and Foil Coatings [R307-344] Status: In Compliance. R307-344-4 - Table 1 limits the VOC content of coatings used for paper, film, and foil coatings to 0.08 lbs. of VOC per pound of coating. All of the inks used have a VOC content meeting this limitation. See the attached email correspondence and product summary tables. The source cleaning operations use Simple Green (1 gallon of cleaner to 4 gallons of water). The VOC composite partial pressure for this product is 0.02388394 mm Hg at 20 degrees Celsius. See the attached email correspondence from the manufacturer. EMISSION INVENTORY: The emissions listed below are an estimate of the total potential emissions (PTE) from Reynolds Consumer Products – Polyethylene Bag Manufacturing Facility on the Approval Order (AO) DAQE-AN100570009-22, dated July 30, 2022. PTE are supplied for supplemental purposes only. 5 Criteria Pollutant PTE tons/yr Carbon Monoxide 0.00 Nitrogen Oxides 0.00 Particulate Matter - PM10 0.00 Particulate Matter - PM2.5 0.00 Sulfur Dioxide 0.00 Volatile Organic Compounds 50.00 Hazardous Air Pollutant PTE lbs/yr PREVIOUS ENFORCEMENT ACTIONS: No enforcement action within the past five years. COMPLIANCE STATUS & RECOMMENDATIONS: In regards to Approval Order (AO) DAQE-AN100570009-22, dated July 30, 2022, the overall status is: In Compliance. The facility appears to be well maintained and operated. Records were current and made available. HPV STATUS: Not Applicable. RECOMMENDATION FOR NEXT INSPECTION: Inspect as usual. Steel-toed boots and safety glasses are required PPE for this inspection. NSR RECOMMENDATIONS: Add the solvent tank parts cleaner to the equipment list. AVPS – viscosity reducer – VOC .06 FSWHO – white ink – VOC .02 FSPK – black ink – VOC .04 AVDF – defoamer – VOC .00 For cleaners, I have attached the SDS for simple green (1688193), it doesn’t show composite partial pressure but it does show VOC content (section 9) I called the manufacturer and they stated that they don’t do composite pressure but use the CARB Method 310 for VOCs. I have attached the sds for our parts cleaner, pre-clean plus (1336529) I have also attached our monthly (monthly) VOC tracking and yearly (annual) tracking Please let me know what else you may need.
