Wasatch Environmental, Inc., (Wasatch) has completed additional limited subsurface investigation (LSI)
activities at the FedEx property (Site), located at 720 North Franklin Parkway in North Salt Lake, Utah.
The investigation activities included the completion of six borings at the Site that facilitated the collection
and analysis of soil and groundwater samples.
BACKGROUND
On January 10, 2023, approximately 30 gallons of diesel fuel was released from a FedEx Ground
receptor containment area due to an unknown cause. The discharged diesel fuel impacted the on-Site
retention pond and the soil banks of the pond.
On January 10, 2023, FedEx Ground retained Emergency Response and Training Solutions (ERTS) to
manage and oversee environmental operations. FedEx Ground dispatched Clean Harbors to conduct
emergency response actions. ERTS later dispatched GrayMar Environmental Services to complete the
remedial actions.
On January 10, 2023, ERTS notified the Utah Department of Environmental Quality of the release. Mr.
Dan Riddle received the call and was issued reference number 16079.
From January 2023 through March 2023, Clean Harbors and GrayMar Environmental Services personnel
removed approximately 28,356 gallons of impacted water from the pond area and approximately 61.17
tons of impacted solid materials (including soil, absorbent materials, and personal protective equipment).
These wastes were disposed of at the Wasatch Regional Landfill or Clean Harbors facility located in
Grantsville, Utah.
ERTS submitted a Corrective Action Final Report dated May 19, 2023, to the Utah Division of
Environmental Response and Remediation (DERR).
Upon review of the ERTS May 2023 report, the Utah DERR requested that additional sampling be
completed to verify that the corrective actions have been completed properly at the Site. GrayMar
Environmental Services contracted with Wasatch to complete the sampling requested by DERR.
Wasatch contacted Ms. Hillary Mason, the assigned project manager with the DERR Leaking
Underground Storage Tank (LUST) group, to discuss the scope of the requested sampling. Ms. Mason
stated that additional sampling would be needed adjacent to the GrayMar Environmental Services
excavation area to verify remedial activities that were completed sufficiently reduced contaminants
resulting from this release.

On June 30, 2023, Wasatch completed five borings at the Site that facilitated the collection and analysis
of soil and groundwater samples at the Site. Based on data from that sampling event, Wasatch
concluded the following:
• Soil sample GP-5 (15’) exhibited total petroleum hydrocarbons as diesel-range organics (TPH-
DRO) concentration that exceeds the applicable Utah Initial Screening Level (ISL) and the Utah
Risk-Based Corrective Action (RBCA) Tier I Screening Level. No other petroleum hydrocarbons
were detected in the soil samples, except for naphthalene which was detected below the
applicable Utah ISL.
• Groundwater samples GP-3, GP-4, and GP-5 exhibited TPH-DRO concentrations that slightly
exceeded the applicable Utah ISL, but were below the Utah RBCA Tier I Screening Levels. No
other petroleum hydrocarbons were detected in the groundwater samples.
• Based on the method of the release (surface release) and our soil boring observations lacking the
visible signs of a recent diesel release, it was Wasatch’s opinion that the soil excavation activities
completed at the Site did remediate the soil impacts resulting from the 30-gallon diesel release in
the retention pond area. However, the elevated TPH-DRO in soil concentration detected at 15
feet below ground surface (bgs) in boring GP-5 indicated a potential that historical (highly
degraded) TPH-DRO impacts are present in this area and are likely resulting in the observed
TPH-DRO concentrations in groundwater detected in groundwater samples GP-3, GP-4, and GP-
5.
• Based on the totality of the environmental data collected from the Site at that time, it was
Wasatch’s opinion that the nature, degree, and extent of the petroleum hydrocarbon impacts in
the area of GP-5 at the Site had not been sufficiently characterized. Therefore, additional
investigation was recommended at that time.
OBJECTIVE
The objective of this work was to further evaluate the petroleum hydrocarbon impacts at the release site.
METHODOLOGY
Soil Sampling
On October 30, 2023, Wasatch Staff Geologist Jake Scott, P.G., directed Direct Push Services, the
drilling subcontractor, while they advanced six borings (GP-6 through GP-11) using a GeoProbe 7822 DT
drill rig.
Prior to commencing with the drilling activities, Wasatch completed a Utah Blue Stake underground
clearance ticket for the proposed drilling area.
All borings were advanced to a final depth of 20 feet bgs, except for boring GP-6 which was completed to
a depth of 30 feet bgs. The soil borings were advanced in 5-foot increments using the direct-push drill rig
using both direct-push drilling techniques. Soil cores were collected from 5-foot long by 1.5-inch diameter
discrete interval push samplers equipped with disposable polybutyrate liners. The soil cores were field
logged by an experienced geologist, which included a description of color, moisture content, consistency,
odor, staining, and soil type based on the Unified Soil Classification System. Soil cores were field
screened for the presence of volatile organic compounds (VOCs) using a MultiRae 3000, parts per million
(ppm) range PID.
Two soil samples were collected from each boring. The upper soil sample was collected at the depth
interval exhibiting the highest degree of impacts based on field observations (i.e., soil staining, petroleum

odors, and photoionization detector [PID] readings). The lower soil sample was biased to the depth
interval where indications of contamination appear to cease, to define the vertical extent of impacts to
soil. If no indication of impacts were observed, the upper soil sample was collected from just above the
saturated and vadose zone interface and the lower soil sample was collected from the bottom of the
boring, except for boring GP-6 completed adjacent to the previous GP-5 boring where the upper soil
sample was collected at the previously sampled depth (15’) and the lower sample collected at the bottom
of the boring or below the apparent contamination. All soil samples were dispensed into 4-ounce glass
jars using gloved hands and immediately placed into an iced cooler. The sample containers were labeled
with the sample location, sample identification, date, and time of sample collection. All soil samples were
delivered under chain-of-custody protocol to Chemtech-Ford Laboratories (CF), a Utah-Certified analytical
laboratory, for analysis of benzene, toluene, ethylbenzene, total xylenes, and naphthalene (BTEXN) by
United States Environmental Protection Agency (U.S. EPA) Method 8260D, TPH-DRO fractionation using
U.S. EPA Method 8270E (only for the GP-6 boring 15-foot sample), and TPH-DRO using U.S. EPA
Method 8015D. See Figure 1 for boring locations.
Groundwater Sampling
Groundwater sampling was conducted in conjunction with the boring activities. One groundwater sample
was collected from each boring. After completion of the borings, a groundwater sample was collected
using a temporary stainless-steel well-point, a peristaltic pump, and disposable, low-density polyethylene
tubing. Groundwater was initially purged to reduce the turbidity of the samples and then was dispensed
into laboratory-supplied, 40-milliliter capacity, glass vials with Teflon® septa caps. Sample vials collected
for BTEXN analysis contained several drops of hydrochloric acid as a preservative. The sample vials
collected for total TPH-DRO were unpreserved. The vials were filled slowly until a meniscus formed at
the top of each vial, then each vial was sealed with a septa cap. This procedure eliminates headspace
within the vials and minimizes the loss of volatiles. The sample containers were labeled with the sample
location, sample identification, date, and time of sample collection. All groundwater samples were
immediately placed on ice in a sample cooler and delivered under chain-of-custody protocol to CF, for
analysis of BTEXN using U.S. EPA Method 8260D, TPH-DRO fractionation using U.S. EPA Method
8270E (only for the GP-6 sample), and TPH-DRO using U.S. EPA Method 8015D.
Following the sample collection activities, all borings were backfilled with bentonite pellets, hydrated with
potable water to seal the borings, and patched to match the existing ground surface. See Appendix A for
a photolog of the field activities.
RESULTS
Soil Sampling
Soils at the Site generally consist of sandy gravel fill (GP), silty clay/clay (CL), and some sandy silt (ML).
Boring logs are presented in Appendix B. Depth to groundwater ranged from approximately 10 to 15.5
feet. No soil staining, elevated PID readings, or petroleum odors that would be indicative of a release
were observed in any of the borings.
Table 1 presents the soil analytical data. For comparison purposes, Table 1 shows the applicable Utah
ISLs and Utah RBCA Tier I Screening Levels for petroleum hydrocarbon constituents. The Utah ISLs are
intended for use at underground storage tank (UST) sites to achieve unrestricted land use criteria, and
the Utah RBCA Tier I Screening Levels may be applied at release sites where potential receptors
(utilities, property boundaries, surface water, buildings, etc.) are located beyond the DERR-specified
minimum distances from the impacts and the property is not used for residential uses or house sensitive
receptors (childcare facility, convalescent housing, etc.). Additionally, the TPH-DRO fractionation data
were compared to site-specific cleanup levels (SSCLs) calculated using the Utah DERR RBCA Tier 2
Risk Assessment Calculator (version 1.2), see Appendix C. The analytical laboratory report, including
chain-of-custody documentation, is presented in Appendix D.

TPH-DRO and BTEXN were not detected in any of the soil samples.
Soil sample GP-6 (15’) exhibited the following TPH-DRO fractionated concentrations: C11-C12 aliphatic
hydrocarbons (0.30 milligrams per kilogram [mg/kg]), C13-C16 aliphatic hydrocarbons (0.28 mg/kg), C17-
C21 aliphatic hydrocarbons (1.41 mg/kg), and C22-C35 aliphatic hydrocarbons (5.84 mg/kg). None of
these detections exceed any of the SSCLs.
Groundwater Sampling
Table 2 presents the groundwater analytical data. For comparison purposes, Table 2 shows the
applicable Utah ISLs and RBCA Tier I Screening Levels for petroleum hydrocarbon constituents.
Additionally, the TPH-DRO fractionation data were compared to SSCLs calculated using the Utah DERR
RBCA Tier 2 Risk Assessment Calculator (version 1.2), see Appendix C. The analytical laboratory report,
including chain-of-custody documentation, is presented in Appendix D.
No sheens or petroleum odors were observed in the purge water from any of the groundwater sample
locations.
TPH-DRO and BTEXN were not detected in any of the groundwater samples.
Groundwater sample GP-6 exhibited the following TPH-DRO fractionated concentrations: C11-C12
aliphatic hydrocarbons (0.371 milligrams per liter [mg/L]), C13-C16 aliphatic hydrocarbons (0.203 mg/L),
C17-C21 aliphatic hydrocarbons (1.030 mg/L), and C22-C35 aliphatic hydrocarbons (2.970 mg/L). None
of these detections exceed any of the SSCLs.
CONCLUSIONS AND RECOMMENDATIONS
Wasatch successfully completed six borings that facilitated the collection and analysis of soil and
groundwater samples from the Site.
No field indications of a release (i.e., soil staining, petroleum odors, or elevated PID readings) were
observed within any of the soil borings. Groundwater was encountered at depths ranging from 10 to 15.5
feet bgs in the locations sampled.
TPH-DRO and BTEXN were not detected in any of the soil or groundwater samples. Additionally, none of
the detected fractionation data exceeded the calculated SSCLs.
Given that the GP-6 (15’) soil sample, a replicate sample of the GP-5 (15’) soil sample, did not detect any
petroleum hydrocarbon constituents (other than the fractionated data at trace concentrations) and that no
petroleum hydrocarbon constituents (other than the fractionated data at trace concentrations) we
detected in groundwater, it is Wasatch’s opinion that the soil impacts in this area are likely extremely
limited in areal extent and are considered to be de minimis in nature.
Based on the totality of the environmental data collected from the Site, it is Wasatch’s opinion that the
nature, degree, and extent of the petroleum hydrocarbon impacts in the release area have been
sufficiently defined and appear to be de minimis in nature. Given this, Wasatch requests that the Utah
DERR grant regulatory closure of this release at this time.
