Dear Carrie Zenger:The Division of Drinking Water (the Division) received your request for the Operating Permit for the Bloomington Well (WS009) from your consultant, Greg Seegmiller,
P.E. of J-U-B Engineers on December 20, 2024. The Division issued a Conditional Plan Approval for drilling this well on June 12, 2017, and a Conditional Plan Approval for equipping this
well on November 1, 2018.Division staff, Cheryl Parker, P.E. and Dani Zebelean, P.E., conducted an onsite construction inspection of this facility on July 28, 2021. Division staff, Dani
Zebelean, P.E. conducted a final inspection of the well on August 19, 2024.
Our understanding of the project is that the Bloomington Well (identified as WS009 in the Division’s database) was drilled to approximately 2,500 feet below the surface with 6-inch diameter
slotted casings placed at depths between 1,756 and 2,500 feet. Brandon Nielsen, P.E., certified on August 30, 2017, the grout seal was constructed in conformance with R309-515-6(6).
The submersible pump is capable of pumping 200 gallons per minute (gpm) and the pump and motor are equipped with a variable frequency drive (VFD). The well discharge piping also includes
an online turbidimeter to verify the well turbidity stays below 5 NTU during operation.
We have received the following information for the Bloomington Well (WS009):
Design engineer’s statement of conformance with approval conditions by Brad Gilson, P.E. dated December 9, 2024.
Documentation of valid water right.
Evidence of O&M manual delivery.
As-built or record drawings.
Documentation that requirements for coverage under the Weber County source protection ordinance were met was received by source protection staff on February 23, 2024.
Satisfactory bacteriological results as evidence of proper disinfection and flushing were received from Brandon Nielsen, P.E. on February 7, 2024.
Water quality data — A satisfactory re-sampled turbidity result of 3.3 NTU as required in the Conditional Plan Approval for Equipping dated November 1, 2018, was received on February
7, 2024.
We have determined that all conditions of operating permit issuance have been met. On this basis, an Operating Permit forthe Bloomington Well (WS009)is hereby issued as constituted by
this letter. You may now place the Bloomington Well (WS009)in service in your water system.
Please maintain a copy of this letter with your permanent records for future reference.
The equipped well pump capacity of the Bloomington Well is 200gallons per minute (gpm). The safe yield of Bloomington Well is yet to be determined. As stated in the conditional plan
approval for equipping, the constant-rate test performed on the Bloomington Well at 200 gpm did not indicate stabilized drawdown within a 24-hour period to determine safe yield. As 309-5156(10)(c)
states: if the aquifer drawdown test data show that the drawdown has stabilized, the Director will consider 2/3 of the pumping rate used in the constant-rate test as the safe yield of
the well. The safe yield is used to determine the number of permanent residential connections or ERCs that a well source can support. Additionally, as stated in the conditional plan
approval, Powder Mountain WSID may choose to submit a minimum of three years of well pumping rate and aquifer drawdown data.
Increased Source Monitoring Requirements
Issuance of this Operating Permit changes the water system’s monitoring and reporting
requirements. The monitoring requirements for this well are given below. An updated monitoring schedule can be viewed any time at waterlink.utah.gov under the Water Monitoring section.
