As I mentioned, the developer would like to put the well on-line so they can start to use the water for their development. The items we discussed were: DWSP – the Drinking Water Source Protection Plan is nearing completion. We sent out the letters to the PCS’s last week and Joh will send to Deidre the Send-Receipts and final draft of the DWSP Chemistry – We have a new data point that was taken earlier this year. We will send that to you for your files. Safe Yield – We are hoping to use the water at a rate less than 120gpm to avoid issues with Water Rights and agreements on the mountain. We will look for our information showing justifying the amount of 2/3 of 180 gpm or more with drawdown for 24 hours for your files. Certificate of Rules Conformance – You mentioned that we have this certificate for BP#1 – BP#5. We need to submit to you this certificate on Bloomington Well and will follow up with the developers engineer on this. Generator – We have until March of 2025 on our Temp Operating Permit, however, we hope to have this completed with our test scheduled for Dec 5th and 6th. We understand that if any filtration is needed on the top of the mountain, then chlorination will be required. We currently intend to investigate running the top of the mountain (Hidden Lake and Bloomington) separate from the lower portion (Cobabe) with separated storage. Only a closed valve between the sections will be available if the lower system needs additional water. Otherwise we understand that chlorine residual will need to be maintained in the lower portion. We will be monitoring the turbidity of both wells independently to our system to insure that we remain below 5NTU. We understand that any filtration will require chlorination. The pilot unit has a backwashable multi-media unit followed by a series of 5 micron and 1 micron cartridge filters. At the Cobabe Well/Pizzel Springs #3 we will be looking to see how quickly the pressure starts to increase requiring a filter change out. We are looking to address both turbidity and LT2 requirements. We are using equipment from Filtration Technologies, which includes Harmsco cartridge filters. We met last May with DDW about these drinking water sources. One is a well and the other is a spring. From the meeting we determined that the best course of action would be to implement some surface water treatment. To that end, PMWSID has been collecting water quality data from each source to better understand and characterize the water chemistry so that we can determine what constituents need to be addressed, in addition to the bacteriological concerns, the water quality goals, and the best method to treat the water to achieve the water quality goals. PMWSID is looking to wrap up the data collection from the water sources in the next month or so, and then we will be able to analyze the constituents, determine the goals with the District and, finally, the best path forward for addressing the water quality concerns with treatment. Hi Christina, You are correct that cartridge filters can't provide all the log removal credits required for surface water (2-log Cryptosporidium, 3-log Giardia, and 4-log virus for a Bin 1 system). However, a core principle of surface water treatment is filtration + disinfection to achieve the total log removals. The LRVs do not need to be achieved with only one technology, and can't be achieved with only one. Therefore, what credits the cartridge filter does not achieve would be made up for with chlorine disinfection. I can share resources for calculating CT for viruses and Giardia if you need. While this does not apply directly with Powder Mountain, typically two cartridges will be placed in series to achieve the full Giardia credit so that it does not control the contact time volume required (Colorado and California also allow this approach). We've used Colorado approvals and California most often. I’m familiar with cartridge and bag filters being a prefilter prior to a more robust treatment system like pressure filters, membranes or conventional filters in drinking water treatment. This link from the Washington Dept. of Health shows the log removal credits they give for these types of filters (2.0 for Giardia and Crypto), which I don’t believe would provide enough log removal credits to be the sole treatment mechanism. Aren’t the following log removals required for surface water/springs/GWUDI: Crypto 2, Giardia 3 and Virus 4? I just wanted to make sure we are all on the same page. I have a few smaller WTPs in the works using spring water as the source water and I would love for a cartridge filter to provide the log removal credits, but I think we’ll need that plus a pressure filter (with sand, GAC or something else depending on the water chemistry of the source water), membranes or a conventional filter. It seemed like some folks in the meeting were under the impression that a cartridge filter would suffice and it won’t. As I mentioned I am doing some planning for another community who is interested in using spring water. The flows are around 300 gpm, similar to Powder Mountain. I have a limited bit of water quality data. From this we determined there were 3 treatment options: membranes; vertical pressure filters; and a gravity flow/conventional sand filters. The planning level cost estimates from the one vendor that we have received thus far are: membranes: $1M and the other two options are about 2/3 of the membrane cost. I am all for more cost-effective means of treating water—if there is a way to treat 300 gpm, or even 100 gpm, at Powder Mountain for $50k, please let me know. Thank you for your time today.
