(7-Eleven) Stantec Consulting Services Inc. (Stantec) proposes the following work plan and budget (WP&B) to perform environmental consulting services for Facility ID 4000775, Release Site OLK (the Site), located at 1344 Fort Union Boulevard, Cottonwood Heights, Utah (Figure 1). On December 10, 2024, Stantec submitted a Utah Petroleum Storage Tank (PST) Trust Fund Eligibility Application and appropriate private insurance documentation for the Site. The purpose of this work plan is to present a technical approach and cost estimate to the Utah Department of Environmental Quality (UDEQ), Division of Environmental Response and Remediation (DERR), to conduct a subsurface investigation including the following scope of work: project management and field work preparation, advancement of four soil borings completed as groundwater monitoring wells, soil and groundwater sampling, reporting, and reimbursement services. The scope of work proposed herein would be designated as WP&B OLK-01 with the objective of further defining on-site soil and groundwater petroleum hydrocarbon impacts. BACKGROUND The former underground storage tank (UST) system was installed in 1984 and closed by removal on June 26, 2024 by Stantec. The former UST system was located in the center of the property (Figure 1) and consisted of one 15,000-gallon gasoline UST, one split compartment UST (with one 8,000-gallon gasoline compartment and one 7,000-gallon diesel compartment), and four product dispensers. In October 2024, Release Site OLK was opened based on analytical laboratory results of UST closure samples which contained dissolved petroleum hydrocarbon concentrations above the screening levels established by the UDEQ DERR PST Branch. Groundwater samples GW-1 and GW-2 (Figure 1) contained benzene, toluene, total petroleum hydrocarbons (TPH) gasoline range organics (GRO), and TPH diesel range organics (DRO) concentrations above the Initial Screening Levels (ISLs). The benzene concentration of the GW-1 sample also exceeded the Tier 1 Screening Level (TSL). January 2, 2025 Alex Jones Page 2 of 4 Reference: Work Plan and Budget for Subsurface Investigation 7-Eleven Store No. 47151 1344 Fort Union Boulevard, Cottonwood Heights, Utah Facility ID 4000775, Release Site OLK SCOPE OF WORK Task 1 – Project Management and Field Work Preparation Task 1 includes the preparation of this work plan, including communication and coordination with DERR. A Site-specific health and safety plan will also be prepared to address hazards associated with the proposed scope of work. Task 2 – Subsurface Investigation Following DERR approval of this work plan and budget, Stantec will oversee the advancement of four on-site direct push soil borings up to approximately 18 feet below ground surface (bgs) with collection of continuous core samples into acetate sleeves at five-foot intervals. Stantec will collect up to three soil samples per boring for laboratory analysis. At least one soil sample will be collected from the depth exhibiting the highest level of petroleum hydrocarbon impacts (based on field screening) and/or the capillary fringe. Stantec will also use field screening results to collect nonimpacted soil samples above and below the impacted zone. Soil samples will be field screened for volatile organic compounds using a Minirae 3000 photoionization detector (PID). The objective of soil sampling is to further define the vertical and lateral extent of petroleum hydrocarbon impacted soil, if encountered. Following soil sampling, each of the four soil borings will be completed as groundwater monitoring wells (MWOLK-1 through MWOLK-4). Groundwater is expected to be encountered at approximately 8 feet bgs based on groundwater encountered during tank removal activities in June 2024. The wells will be completed at a total depth of approximately 15 feet bgs. The wells will be constructed using 5 feet of 2-inch outside diameter, schedule 40 PVC casing and 10 feet of 0.010-inch slotted screen. The wells will be completed with the appropriate filter sand to one foot above the top of screen, bentonite seal to one foot below grade, and 8- inch diameter flush mount well vault installed within a 2-foot square concrete pad. The proposed well locations are shown on Figure 1. Cost bids for well installation were requested from Utah licensed drilling contractors Cascade Environmental, Pacific West Environmental, LLC (Pacific West), Direct Push Services LLC, and ET Technologies, Inc. Pacific West provided the lowest responsible bid; therefore, Stantec will award the work to Pacific West. Copies of the subcontractor cost estimates are provided in Attachment A. Soil samples will be labeled with the sample identification, collection date, and time, and placed into an ice chilled cooler for delivery to the project laboratory under chain-of-custody (COC) documentation. Soil samples will be analyzed for TPH-GRO, methyl tertiary-butyl ether, benzene, toluene, ethylbenzene, total xylenes, and naphthalene (MBTEXN) by Environmental Protection Agency (EPA) Method 8260 and TPH-DRO by EPA Method 8015. Analyses will be performed by Utah certified Pace Analytical National (Pace) of Mount Juliet, Tennessee. In order to prepare a waste profile application for the drill cuttings, one sample will be submitted to Chemtech-Ford Laboratories of Sandy, Utah for analysis of total lead by EPA Method 6010D in additional to analysis for petroleum hydrocarbon compounds. Static depth to water measurements will be collected using a battery-powered water level meter and recorded to the nearest one hundredth of a foot. Stantec will then develop the wells by removing up to six well volumes of groundwater via weighted, disposable bailers. Should a well be bailed dry during development, Stantec will allow the well to recover and attempt to bail the well dry a second time. Following development and after allowing the water level in the wells to recover, each well will be sampled via bailer. Purged groundwater will be thin spread on the surface near each well location. Groundwater samples will be collected in five 40-milliliter (mL) amber glass volatile organic analysis (VOA) containers containing hydrochloric acid (HCl) preservative. VOAs will be filled in a manner to minimize sample volatilization and remove all headspace. Stantec will also submit a trip blank and blind field duplicate sample with the groundwater samples collected MWOLK-1 through MWOLK-4. Samples will be labeled with the sample identification, collection date, and time, and placed into an ice chilled cooler for delivery to the project laboratory under COC documentation. Groundwater samples will be analyzed for MBTEXN and TPH-GRO by EPA Method 8260 and TPH-DRO by EPA Method 8015. All analyses will be performed by Pace. Following completion of all field activities and receipt of analytical laboratory reports, Stantec will prepare one subsurface investigation report documenting the results of the WP&B OLK-01 scope of work. The report will include a summary of field activities, site plan, boring logs, soil and groundwater sampling results tabulated in data summary tables, groundwater isoconcentration maps, conclusions and recommendations, and laboratory reports with associated COC documentation. Task 3 – Reimbursement Services Stantec’s services will include preparation of reimbursement claims on behalf of 7-Eleven. This task includes assembling invoices paid by 7-Eleven, subcontractor invoices, details of charges, Stantec invoices, proof of payment documentation, the DERR Standardized Invoice Form, and the DERR Request for Payment Voucher Summary Worksheet. ESTIMATED COSTS The estimated costs for the scope of work described in this work plan are presented in Table 1. Non- reimbursable costs, such as subcontractor markup, have been omitted from the cost breakdown. The costs presented in Table 1 represent Stantec’s estimate of likely charges to be incurred during the implementation of the scope of work described above. Actual charges to the tasks and activities included in the scope may vary from those presented in the estimate as activities and tasks require either more or less effort than estimated. Stantec will contact the DERR project manager if there is significant diversion from the estimated cost breakdown, or if additional authorization above the total estimated cost of this work plan is required.
