Rockwell Solutions, Inc. has completed a subsurface investigation at the above-referenced facility
in accordance with State of Utah Division of Environmental Response and Remediation (DERR)
guidelines.
INTRODUCTION
A release was reported from the premium gasoline underground storage tank (UST) at the site on
August 5, 2024, after a tank tightness test confirmed a Veeder Root release alarm. It was estimated
that approximately 250 gallons of gasoline were released. The tank was immediately emptied and
taken out of service. The release was assigned code OLF. A subsurface investigation was
requested by DERR to define the extent of contamination.
SITE DESCRIPTION
The site is an active gas station in Panguitch, Utah, with three underground storage tanks (USTs)
and four dispensers. As can be seen on Figure 1, an addition to the convenience store building was
constructed over the corner of the UST basin.
Underground utilities were located by contacting Blue Stakes of Utah. Electric and communication
lines to the building are overhead. The water line runs from the northwest corner of the property to
the building. The natural gas and sewer laterals run north south along the east side of the property.
METHODOLOGIES AND SITE ISSUES
Drilling and Well Installation
Direct Push Services was employed as the drilling contractor under the supervision of a Rockwell
Solutions representative. On September 18, 2024, the investigation was attempted using direct push
methodology, however the subsurface soils were too hard for penetration by the direct push rig.
Attempts were made in different locations.

On October 21-23, 2024, drilling was successful using an odex rig. However, depth to groundwater
was much deeper than anticipated. Using the available time and materials, three borings were
advanced to forty feet deep, the maximum possible at that time. The sampling equipment on the rig
broke while drilling the first boring and no further soil samples could be collected.
Monitoring wells were installed in each of the three borings to forty feet with twenty feet of 0.010-
inch screen. The wells contain a silica sand filter around the screen and a bentonite seal above the
screen. A flush grade well protector was installed at the surface. The top-of-casing elevation at
each well was measured to the nearest 0.01 foot using a transit level. Monitoring well construction
diagrams are attached.
On November 18-19, three additional monitoring wells were installed using odex methodology to
forty-two feet deep with twenty feet of screen. Split spoon samples were collected approximately
every ten feet. A portion of the soil core was put in a zip-lock baggie to allow hydrocarbons to
volatilize. The air in the zip lock baggie was then screened with a photoionization detector (PID).
Samples were selected and submitted for laboratory analysis of MTBE, benzene, toluene,
ethylbenzene, xylenes, naphthalene (MBTEXN) and total petroleum hydrocarbons-gasoline range
organics (TPH-GRO) using EPA Method 8260 and TPH-diesel range organics (TPH-DRO) using
EPA Method 8015.
Groundwater was present at approximately thirty-five feet below grade (bg) on October 22, 2024,
and thirty-seven feet bg on November 18, 2024. The new monitoring wells were developed and
groundwater samples were collected. Groundwater samples were submitted for laboratory analysis
of MBTEXN and TPH-GRO using EPA Method 8260 and TPH-DRO using EPA Method 8015.
Sub-slab Vapor Point Installation and Sampling
On September 18, 2024, sub-slab vapor sampling points were installed by drilling a hole through
the concrete floor in the southwest corner of the c-store building near the USTs and in the east side
of the c-store building. See Figure 1. A sealed, barbed vapor point was installed in the hole. A
small section of pipe was placed around the vapor pin and above the hole and filled with water. No
water escaped through the hole or around the point, indicating no leakage.
Sub-slab vapor samples were collected through the vapor point using a one-liter SUMMA canister.
The samples were analyzed for MBTEXN, total petroleum hydrocarbons (TPH), and other volatile
organic compounds (VOCs) using EPA Method TO-15 by ALS Laboratories.
RESULTS
Soil Type
Soil type was evaluated during the subsurface investigation by field analysis of soil cuttings and
samples from the split spoon. The native soil at the site consists of sandy gravel or gravelly sand
from the ground surface to at least forty-two feet bg. Boring logs are attached.
Soil Analytical Results
Table 1 lists the analytical results of the soil samples collected during the subsurface investigation.
Hydrocarbon concentrations were not detected or were below Initial Screening Levels (ISLs) in all

samples. The laboratory analytical reports and chain-of-custody records for soil samples collected
during the subsurface investigation are attached. PID readings are shown on the boring logs.
Groundwater Analytical Results
Table 2 lists the analytical results of the groundwater samples collected during the subsurface
investigation. Hydrocarbon concentrations exceeding Tier 1 levels were detected in monitoring
wells MW-2 and MW-5 and concentrations exceeding ISLs were also detected in wells MW-1 and
MW-3. Figure 2 shows approximate groundwater contamination areas. The laboratory analytical
reports and chain-of-custody records for groundwater samples collected during the subsurface
investigation are attached.
Groundwater Flow Direction
Groundwater elevation measurements at the six monitoring wells indicate groundwater flow is to
the east-northeast. Figure 3 is a groundwater contour map.
Sub-slab Vapor Results
Sub-slab vapor MBTEXN and TPH analytical results are shown on Table 3. Minor concentrations
were detected in the Rally 8 West sample near the USTs. The laboratory analytical report for the
vapor samples is attached.
TIER 1 CRITERIA
Land Use
The site is located in a mixed commercial and residential area. The estimated ISL contaminant
plume apparently extends slighlty onto the residence located immediately east of the property.
Utilities
Locations of buried utility lines in the investigation area were discussed previously. The exact
depths to the utility lines are not known, but are estimated to be approximately two to three feet.
Receptors
A well search of the Water Rights database indicates there are no water wells located within 500
feet of the site.
CONCLUSIONS AND RECOMMENDATIONS
Based on the subsurface investigation, the coarse-grained soil allowed the release to migrate
vertically downward below the release area without significant horizontal migration. Contaminated
soil likely exists below the USTs only. The maximum concentrations cannot be determined at this
time. Contaminated soil can be accessed when the tanks are removed in 2025.
Groundwater contamination extends east-northeast from the UST basin to the east property line and
may extend slightly onto the adjacent property.
Due to the depth of contaminated groundwater below the building and to the soil contamination
being apparently limited to the tank basin area, vapor concentrations below the building are low.

The extent of contamination has been defined. Corrective actions can be undertaken to address
current contamination and additional corrective action will be undertaken when the USTs are
removed.
