Hi Whit, Zach, and Brie,
I'm reviewing WCWCD's drinking water source protection plans that were received on December 29, 2022. There are some implementation issues with the
Cottam plans that need to be addressed.
It appears that residences and a storage tank within the protection zones are considered inadequately controlled. The water system agreed to control these
potential contamination sources (PCS) by distributing fact sheets on best management practices (see attached section 5 of original DWSP plan). The 2021
Annual Drinking Water Quality Report you provided with the update only meets the public notification requirement by simply letting readers know the DWSP
plan is available for review. To fulfill land management strategies, the system needs to send targeted information to the inadequately controlled PCSs regarding
their specific hazard. Since the drinking water quality report did not include language on best management practices for household hazardous waste, septic,
and storage tanks, this does not fulfill the implementation requirement.
In order for me to approve the Cottam updates, please distribute proper public education. This can be done by either including proper source protection
language in the CCR, including factsheets as a bill stuffer (attached), or by adding a source protection page to your website with best management practice
information and including a link on your bills.
Once this has been completed, please reply to this email and provide the date of implementation and a copy of what was distributed. I can provide 90 days
before a formal disapproval is drafted and IPS points are assigned.

Correction - these issues are regarding 27085 Kayenta Water's Ence Well (WS001) and Lower Ence Well (WS002), not the Cottam plans.

Thank you for the reminder. We have sent out the attached documents. The first is a letter to the property owners reminding them that they are in a source
protection zone and that the county ordinance has restrictions on what they can and cannot do within the source protection zones. We also included several
Fact Sheets to help them know how best to comply with the requirements of the county ordinance. Thanks for your help. Let me know if you need anything
else.
