Dear Mr. Bird:
Huntington Power Plant's Title V Permit Conditions 11.B.2.9.3 and 11.B.3.f.3 require the Huntington Plant to
submit Compliance Reports according to the requirements of 40 CFR 563.10031(b). This submittal
covers the period from July 1 , 2024, to September 30, 2024, and is intended to satisfy those
requirements.
I am authorized to make this submission on behalf of the owners and operators of the affected source or
affected units for which the submission is made. I certify under penalty of law that I have personally
examined, and am familiar with, the statements and information submitted in this document and all its
attachments. Based on my inquiry of those individuals with primary responsibility for obtaining the

Section 1.0 - Unit I Report Summary

Identification of each hazardous air pollutant monitored at the affected source
L Non-Mercury HAPS metals using a quarterly filterable particulate matter (PM) stack
test as a surrogate to demonstrate compliance. On April3,20l8 the Utah Department
of Environmental Quality - Division of Air Quality agreed that the Huntington Plant
Unit I met the requirements to qualiff as a low emitting EGU (LEE) unit. The
Huntington Plant submitted a summary table showing three years of quarterly test data.
Each particulate matter (PM) testing result was below one-half of the 0.030Ib/NIMBtu
limit or 0.015 lbA4MBtu as required by the subpart.
II. Acid gases using sulfur dioxide (SOz) as a surrogate to demonstrate compliance by an
SOz continuous emissions monitoring system (CEMS).
III. Mercury (Hg), compliance demonstrated by an annual EPA Method 30B sorbent trap
test to re-confirm LEE status.
A brief description of the process unit
L Huntington Unit I is an Electric Utility Steam Generating Unit, designed as a bottom
tangentially-fired boiler, designed by Babcock and Wilcox.
i. Rated Heat Input Capacity of 4,960 MMBtu/hr.
ii. The unit is equipped with the following add-on controls:
l. Pulse Jet Fabric Filter (baghouse)
2. Wet Flue Gas Desulfurization (wet scrubber)
3. Low-NOx burner technology, with separated over-fire air
iii. Fuels used are sub-bituminous coal using #2 fuel oil for startup fuel when
needed.

i. Unit I is an existing coal-fired unit combusting non-low rank virgin coal
demonstrating compliance with the emission limits found in Table 2 to Subpart
UUUW of Part 63
ilL The emission and operating parameter limitations
i. Filterable PM quarterly stack testing demonstrating compliance with a 0.030
lb/IvIMBtu emission limit. The unit has demonstrated and achieved low
emitting EGU (LEE) status.
ii. SOz CEMS as a surrogate for acid gases reporting hourly averages in units of
lb/\4MBtu demonstrating compliance with a 30 boiler-operating-day average
limit of 0.20 Ib/I,IMBtu.
iii. Hg annual EPA Method 30B sorbent trap test reporting hourly averages in
units of lb/TBtu demonstrating compliance with a 30 boiler-operating-day
average of 1.2 lb/TBtu.

Description of Causes/Corrective Actions.
*Caase:722 Hours due to non-monitor malfunctions.
'Corrective Action: m A blockage in the calibration gas solenoid valve
resulted in an invalid, failed calibrations. The
valve blockage was cleared, and the system was
returned to operation after a passinq calibration.
*Carse:722 Hours due to non-monitor malfunctions.
'Corrective Action: d A loss/intemrption of power or communication to
the DCS and/or monitor resulted in a loss of data.
Power/communications were restored, and the
monitor was returned to service.
*Caase:722 Hours due to non-monitor malfunctions.
'Corrective Action: n A stuck solenoid valve allowed span gas to
contaminate the system during the zero portion of
the dailv calibration resultine in an invalid
calibration failure. The stuck solenoid valve was
actuated, and the monitor passed the daily
calibration and retumed to normal operation.
*Catse:724 Hours due to other known causes.
'Corrective Action: b Maintenance of another monitor required normal
sampling to be intemrpted. The system was
returned to service followins the maintenance.
*Catse:724 Hours due to other known causes.
'Corrective Action: k A daily calibration reference gas bottle was
empty, resulting in an invalid calibration fail. The
bottle was changed, and a second calibration
initiated.
