Testing was performed from February 13 and 14, 2024, to determine compliance with Permit Condition II.B.2.a. Page 4 of 92 PacifiCorp 2024 Compliance Test Report, Hunter Power Plant 1.0 Introduction 1.1 Summary of Test Program PacifiCorp contracted Montrose Air Quality Services, LLC (Montrose) to perform a compliance test program at Hunter Power Plant located near Castle Dale, Utah. The tests are conducted to determine compliance with the applicable UDEQ permit. The specific objectives were to: • Perform annual Particulate Matter (PM) emissions testing on the exhaust stacks of Unit 1, Unit 2 and Unit 3 • Perform diagnostic Condensable Particulate Matter (CPM) emissions testing on the exhaust stacks of Unit 1, Unit 2 and Unit 3 • Conduct the test program with a focus on safety. Montrose performed the tests to measure the emission parameters listed in Table 1-1. This report presents the test results and supporting data, descriptions of the testing procedures, descriptions of the facility and sampling locations, and a summary of the quality assurance procedures used by Montrose. The average emission test results are summarized and compared to their respective permit limits in Table 1-2. Detailed results for individual test runs and all supporting data can be found in the appendices. The testing was conducted by the Montrose personnel listed in Table 1-3. The tests were conducted according to the test plan (protocol) that was submitted to and approved by UDEQ. Hunter Unit #1 is a dry- bottom, tangentially-fired boiler rated at 480 gross megawatts (GMW) and equipped with a fabric-filter baghouse for particulate matter (PM) control and a flue gas desulfurization (FGD) scrubber for sulfur dioxide (SO2) control. Hunter Unit #2 is a dry-bottom, tangentially-fired boiler rated at 480 GMW and equipped with low-NOx burners and overfire air for nitrogen oxides (NOx) control, a fabric filter baghouse for PM control and an FGD scrubber for SO2 control. Hunter Unit #3 is a dry-bottom, wall-fired boiler rated at 495 GMW and equipped with low-NOx burners and overfire air for NOx control, a fabric filter baghouse for PM control and an FGD scrubber for SO2 control. In accordance with Conditions II.B.2 and II.B.3 of Utah Department of Environmental Quality (UDEQ) Operating Permit 1500101003, the Unit #1, Unit #2 and Unit #3 exhaust stacks are equipped with Continuous Emission Monitoring Systems (CEMS) to quantify carbon dioxide (CO2), SO2 and NOx emissions. Units 1, 2 and 3 are equipped with CEMS to quantify carbon monoxide (CO) emissions for comparison to UDEQ permit limits. 2.2 Flue Gas Sampling Location Information regarding the sampling location is presented in Table 2-1. GP043AS-036892-RT-1538 Page 8 of 92 PacifiCorp 2024 Compliance Test Report, Hunter Power Plant 2.3 Operating Conditions and Process Data Emission tests were performed while the source/units and air pollution control devices were operating at the conditions required by the permit. The unit(s) were tested when operating normally. Plant personnel were responsible for establishing the test conditions and collecting all applicable unit-operating data. The process data that was provided is presented in Appendix B. Data collected includes the following parameters: • Unit Load (MW) • Relevant CEMS Parameters 3.0 Sampling and Analytical Procedures 3.1 Test Methods The test methods for this test program have been presented in Table 1-1. Additional information regarding specific applications or modifications to standard procedures is presented below. 3.1.1 EPA Method 3A, Determination of Oxygen and Carbon Dioxide in Emissions from Stationary Sources (Instrumental Analyzer Procedure) EPA Method 3A is an instrumental test method used to measure the concentration of O2 and CO2 in stack gas. The effluent gas is continuously or intermittently sampled and conveyed to analyzers that measure the concentrations of O2 and CO2. The performance requirements of the method must be met to validate data. Pertinent information regarding the performance of the method is presented below: • Method Options: o Single-point sampling is performed if O2 and CO2 measurements are for molecular weight calculations only • Method Exceptions: o Samples are collected in a Tedlar bag and analyzed on-site. The typical sampling system is detailed in Figure 3-1. GP043AS-036892-RT-1538 Page 9 of 92 PacifiCorp 2024 Compliance Test Report, Hunter Power Plant FIGURE 3-1 EPA Method 3 Sampling Train TEDLAR BAG PROBE FILTER (GLASS WOOL) FLEXIBLE TUBING SQUEEZE BULB GP043AS-036892-RT-1538 Page 10 of 92 PacifiCorp 2024 Compliance Test Report, Hunter Power Plant 3.1.2 EPA Methods 5 and 202 Determination of Particulate Matter from Stationary Sources and Dry Impinger Method for Determining Condensable Particulate Emissions from Stationary Sources EPA Methods 5 and 202 are manual, isokinetic methods used to measure FPM and CPM emissions. The methods are performed in conjunction with EPA Methods 1 through 4. The stack gas is sampled through a nozzle, probe, heated filter, unheated CPM filter, condenser, and impinger train. FPM is collected from the probe and heater filter. CPM is collected from the unheated CPM filter and the impinger train. The samples are analyzed gravimetrically. The sum of FPM and CPM represents TPM. The FPM, CPM, and TPM results are reported in emission concentration and emission rate units. Pertinent information regarding the performance of the method is presented below: o Condensed water is measured gravimetrically o The post-test nitrogen purge is performed by passing nitrogen through the train under pressure o To simplify shipping arrangements to remote locations, stainless steel probe liners and nozzles are used. After each run, the nozzle and probe liner are brushed and washed a total of six times with reagent-grade acetone to assure complete recovery of all particulate matter. The brush is given a final rinse with acetone and the nozzle and probe liner are given a final rinse with acetone and all rinsate is collected into the appropriate sample container The typical sampling system is detailed in Figure 3-2. GP043AS-036892-RT-1538 Page 12 of 92 PacifiCorp 2024 Compliance Test Report, Hunter Power Plant 4.0 Test Discussion and Results 4.1 Field Test Deviations and Exceptions Unit 3 was not operating during this mobilization and will be tested at a later date. No further field deviations or exceptions from the test plan or test methods were identified by the Project Manager. 4.2 Presentation of Results The average results are compared to the permit limits in Table 1-2. Emissions are reported in units consistent with those in the applicable regulations. Additional information is included in the appendices as presented in the Table of Contents. 5.0 Internal QA/QC Activities 5.1 QA/QC Audits The meter box and sampling trains used during sampling performed within the requirements of their respective methods. All post-test leak checks, minimum metered volumes, minimum sample durations, and percent isokinetics met the applicable QA/QC criteria, except where noted in Section 5.2. EPA Method 5 analytical QA/QC results are included in the laboratory report. The method QA/QC criteria were met, except if noted in Section 5.2. An EPA Method 5 reagent blank was analyzed. The maximum allowable amount that can be subtracted is 0.001% of the weight of the acetone used. The blank did not exceed the maximum residue allowed, except where noted in Section 5.2. EPA Method 202 analytical QA/QC results are included in the laboratory report. The method QA/QC criteria were met, except where noted in Section 5.2. An EPA Method 202 Field Train Recovery Blank (FTRB) was performed for each source category. The maximum allowable amount that can be subtracted is 0.002 g (2.0 mg). 5.2 QA/QC Discussion All QA/QC criteria were met during this test program. 5.3 Quality Statement Montrose is qualified to conduct this test program and has established a quality management system that led to accreditation with ASTM Standard D7036-04 (Standard Practice for Competence of Air Emission Testing Bodies). Montrose participates in annual functional assessments for conformance with D7036-04 which are conducted by the American Association for Laboratory Accreditation (A2LA). All testing performed by Montrose is supervised on site by at least one Qualified Individual (QI) as defined in D7036-04 Section 8.3.2. Data quality objectives for estimating measurement uncertainty within the GP043AS-036892-RT-1538 Page 13 of 92 PacifiCorp 2024 Compliance Test Report, Hunter Power Plant documented limits in the test methods are met by using approved test protocols for each project as defined in D7036-04 Sections 7.2.1 and 12.10. Additional quality assurance information is included in the report appendices. The content of this report is modeled after the EPA Emission Measurement Center Guideline Document (GD-043). The extraction water was added to the back‐half impinger contents and extracted with hexane three times in a separatory funnel. The inorganic fraction was transferred to a tared Teflon baggie, baked at 105C until 10 mL remained, taken to dryness under a fume hood, dessicated for at least 24 hours, then weighed to a constant weight (±0.5 mg). The organic fraction was combined with the acetone and hexane field rinses, measured to the nearest milliliter, transferred to a tared aluminum weighing dish, taken to dryness under a fume hood, dessicated for at least 24 hours, then weighed to a constant weight (±0.5 mg). No blank correction was performed unless otherwise indicated. All measurements were taken using a Torbal Model AGCN200 Analytical Balance under laboratory conditions. The instrument is auto‐calibrated and challanged with three NIST‐traceable reference weights daily. All measurements are recorded to 0.0001g (0.1mg). No deviations from the analytical procedures from EPA Method 5 were noted. All samples were received in good condition. After analysis, all samples are archived for a period of one year. The extraction water was added to the back‐half impinger contents and extracted with hexane three times in a separatory funnel. The inorganic fraction was transferred to a tared Teflon baggie, baked at 105C until 10 mL remained, taken to dryness under a fume hood, dessicated for at least 24 hours, then weighed to a constant weight (±0.5 mg). The organic fraction was combined with the acetone and hexane field rinses, measured to the nearest milliliter, transferred to a tared aluminum weighing dish, taken to dryness under a fume hood, dessicated for at least 24 hours, then weighed to a constant weight (±0.5 mg). No blank correction was performed unless otherwise indicated. All measurements were taken using a Torbal Model AGCN200 Analytical Balance under laboratory conditions. The instrument is auto‐calibrated and challanged with three NIST‐traceable reference weights daily. All measurements are recorded to 0.0001g (0.1mg). No deviations from the analytical procedures from EPA Method 5 were noted. All samples were received in good condition. After analysis, all samples are archived for a period of one year.
