Closure sampling showed one groundwater sample with above Tier-1 levels of TPH-DRO (15.7 mg/L). On June 12, 2024, four new monitoring wells were installed as close to the original sample sites as possible. Soil and groundwater sampling were conducted. Soil sampling results were under Initial -1 exceedances. Over-excavation of the remaining soil contamination is possible but is not considered to be economically feasible considering the remaining contaminant levels and the land use will remain industrial for the foreseeable future. At this point the DERR is recommending the site for no further action. Each UST had a capacity of 12,000 gallons and stored diesel. The tanks last operated on December 21, 2016, and were closed on October 3, 2017. During closure, the tanks were removed of fuel and sludge, and cleaned. Three soil samples and two groundwater samples were collected from the excavation during UST removal activities on October 3, 2017 (Figure 3). One groundwater sample (identified as TH-3 in the Closure Notice) that was collected from the southeast corner of the UST excavation had a total petroleum hydrocarbons diesel range organics (TPH-DRO) analytical result (15.7 milligrams per liter [mg/L) over the ISL and Tier-1 level. The other analytes (benzene, toluene, ethylbenzene, xylenes, naphthalene [BTEXN], and TPH gasoline range organics were under ISLs. The rest of the samples tested below ISLs as well. On June 12, 2024 four new groundwater monitoring wells (MW-1 through MW-4) were installed within 10 ft of the locations proposed in the Work Plan, with the exception of MW-3 which was moved about 30 feet northeast to avoid subsurface utilities and fill material from the previous excavation (Figure 3). These four wells were installed to delineate the northern, eastern, and western extent of groundwater impacts detected in TH-3 in 2017. One groundwater sample (MW-2 GW) collected from the northeast corner of the Site had a TPH-DRO concentration of 1.34 mg/L which slightly exceeded the ISL of 1 mg/L, but was less than the Tier 1 Screening Level of 10 mg/L. BTEXN and MTBE concentrations did not exceed ISLs or Tier 1 Screening Level in this sample. No ISL or Tier 1 Screening Level exceedances were identified in any of the other samples. MW-2 is not located within 30 feet of buildings, property boundaries, and utility lines. It is also located over 500 ft away from water wells and significant surface water bodies. It should be noted in the site map provided by GeoSyntec there is an unknown utility near MW-1. In the map and imagery, it looks to be over the Tier-1 30¶requirement but at first glance it looks close. From the time of the closure till now, the limited volume of the plume appears to be stable or decreasing in nature. This is an industrial site and will stay that way for the foreseeable future. According to the Tier-1 standard environmental health has been evaluated and this release no longer poses threat. While there was still TPH-DRO contamination above ISLs and remediation activities could be employed to remediate what is left, it is neither economically nor technologically feasible to take such action considering the small amount left will continue to degrade as we have already seen it do since the time of the previous sampling. At this time this site is being recommended for closure.
