Dear Mr. Manning:
On December 9, 2024, the Division of Environmental Response and Remediation (DERR)
received an Initial Subsurface Investigation report for the above-referenced site. The DERR has
reviewed the information provided and recommends further investigation to determine the
full extent of contamination. During petroleum storage tank (PST) investigation activities in
October 2024, soil and groundwater samples obtained indicated concentrations above State-
established applicable standards, including at the property's perimeter.
The Division Director requires that additional samples be collected to determine the full
extent and degree of petroleum-contaminated soil and groundwater, including off-site, where
necessary. At least two rounds of quarterly groundwater monitoring of all the project wells should
follow the installation of the new wells. All environmental samples must be collected by a Utah-
certified groundwater and soil sampler following the sampling protocol outlined in Utah Admin.
Code R311-205. The first report associated with these requirements (full definition of impacts) must
be submitted to our office within 120 days of receiving this letter. Subsequent quarterly
groundwater monitoring reports must be submitted within 30 days of each sampling event.
Environmental samples must be analyzed for gasoline using the methods indicated in the DERR
Table of Analytical Methods for Sampling.
