System #07072, File #18554, SRF #3S1869AThe Division of Drinking Water (the Division) received the plans and specifications for the subject project from your consultant, Sunrise Engineering
on December 20, 2024. The Division issued review comments on December 31, 2024, and your consultant supplied information addressing the comments the same day. The project consists of
constructing a pump station and water line, so you have your own direct connection to the Victory Pipeline in addition to water being supplied from the Victory Pipeline through the Roosevelt
Water System. The pump station is designed with three pumps supplying a total of 150 gpm at 200 psi, with room to expand to five pumps in the future. The pump station is located near
the intersection of 4730 W and Crooked Sky Road and is identified in the Divisions database as PF001. The 8-inch PVC connecting water line extends from the pump station approximately
6.25 miles to the north where it connects to your existing water line near the intersection of 4000 N and 4000 W.
The Division has completed its review of the plans and specifications, stamped and signed byJeffrey A. McCarty Jr., P.E., dated December 20, 2024, and find they basically comply with
the applicable portions of Utah’s Administrative Rules for Public Drinking Water Systems in R309. On this basis, the plans for the Victory Pipeline Connection project are hereby approved.
This approval pertains to construction only. An Operating Permit must be obtained from the Director before the water line and pump station may be put in service. A checklist outlining
the items required for operating permit issuance is enclosed for your information.Approvals or permits from the local authority or the county may be necessary before beginning construction
of this project. As the project proceeds, notice of any changes in the approved design, as well as any change affecting the quantity or quality of the delivered water, must be submitted
to the Division. We may also conduct interim and final inspections of this project. Please notify us when actual construction begins so that these inspections can be scheduled.
This approval must be renewed if construction has not begun or if substantial equipment has not been ordered within one year of the date of this letter.The project, as described herein,
is generally eligible for assistance under the Drinking Water Construction Assistance Program. All change orders will need to be reviewed and approved for compliance with the Drinking
Water Rules and the conditions of this construction approval.The project may now be advertised for bids. But, as a condition of the project funding, you must not award the contract or
proceed with construction until the Division of Drinking Water has authorized you to do so. This is necessary to comply with applicable requirements and to protect you, as the funding
recipient, by ensuring that the contract meets requirements for funded projects. Federal regulations require that a concerted effort must be made to encourage participation of small
and disadvantaged business enterprises (DBE) by providing requisite information, including plans and specifications on the project. In order to provide opportunities to DBE subcontractors,
utilization goals for Minority-owned Business Enterprises (MBE) and Women-owned Business Enterprises (WBE) have been determined to be 4% and 2%, respectively. As outlined in the contract
documents, the prime contractor must submit a list of prepared MBE/WBE subcontractors to be used on this project and documentation of solicitation efforts with the bid. The prime contractor's
efforts to provide opportunity to DBE's must be reviewed and approved by this office before the contract can be awarded.
