Groundwater Stability Monitoring Report - 2"^ Half 2010
Dear Mr. Lundberg,
Please find attached Rio Algom Mining LLC's groundwater stability
monitoring report for the above referenced license for the 2"^ half of 2010.
One exceedance Is being reported for the 2"^) half of 2010. The
analytical report for Monitor Well RL-1, a Trend Well, showed that the uranium
value was 43.8 mg/L when sampled in the 3"^^! quarter 2010. The value of 43.8
mg/L was obtained by averaging 4 analytical results from two labs. The
target action level is 42.1 mg/L. The 4^^ quarter results for Monitor Well RL-1
averaged 40.7 mg/L uranium; which is below the target level. The monitor
well will continue to be analyzed for uranium on a quarterly basis.

Introduction:
This report meets the requirements of DRC License # UT 1900481, Condition 53, and presents the
monitoring results of the groundwater sampling required by the Long Term Surveillance Monitoring Plan
(LTSM). This report contains the following elements:
• A discussion and interpretation of the groundwater sampling results and concentration trends,
Uranium Compliance limits or Uranium Target Action levels as stated in table 1, license condition 53
B.
• Appendix 1 contains analytical data, time versus concentration plots, depth to water with time, and
hydrographs for each of the monitoring wells.
• Appendix 2 presents the field data sheets induding the field parameter measurements.
• Appendix 3 presents copies of the lat)oratory analytical reports for the 2nd half of 2010.
• Appendix 4 presents the groundwater contour maps.
• Appendix 5 contains the sampling methodologies used to conduct the sampling.

In granting ACLs for the Lisbon Site the USNRC maintained the Background groundwater concentrations at
the same level established in 1990 and they are as follows:

Reviewing the results from the current sampling events for background wells MW-13 and MW-5, the
following concentrations were noted.

All of the above reported concentrations, with the exception of Se are below the t}ackground concentrations.
Review of the trending of the selenium concentration in MW-5 shows a steady concentration of
approximately 0.06 mg/L since February 2002. The selenium concentration in MW-13, 0.012 mg/L, was also
above the established level of 0.01 mg/L. These levels do not exceed the class III water standard for thij
aquifer.
Wells RL-4, RL-5, and RL-6, located on the northem LTSM boundary, are used for monitoring Point of
Exposure (POE) concentrations. The constituent of concem (COC) for the above POE wells, as stated in
Table 2 of license condition 53 B, is U-Nat and the Uranium Compliance Limit is 0.32 mg/L. Table 6 presents
the observed U-Nat concentration for the second half of 2010 versus the Uranium Compliance Limit. All of
the POE wells are well below the 0.32 mg/L health based standard.

Trend wells EF-6, EF- 8, ML-1, RL-1, RL-3, H-63 and LW-1, located throughout the area to be transferred to
the Department of Energy, are used for validation of the transport model prediction and trends. The
constituent of concem for these wells is U-Nat as stated in Table 3 of license condition 53 B. The following
table shows the comparison of the concentration found in these trend wells with the Uranium Target Action
Levels. All uranium concentrations within these wells were t)elow the target action level established within
the license except RL-1.

The result shown for Monitor Well RL-1, 43.8 mg/L U-nat, is an average of four sample analyses. This value
exceeds the Uranium Target Action Level of 42.1 mg/L. This is the second consecutive exceedance for this
well and as such is considered to be Out-of-Compliance. As a result of the OOC status for RL-1 and the
apparent upward trend in uranium concentration, Rio Algom Mining will initiate a groundwater modeling
review of RL-1 to determine if the uranium trend and target values are adequate for the long term monitoring
program.
A representative from the Utah DRC was present to split samples from monitor wells RL-1 and OW-UT9
during the August 2010 sampling event. A permanent bladder pump was installed in monitor well RL-1
during the same sampling event.
Monitor Well RL-1 was sampled for uranium on October 28, 2010. The average for four sample results was
40.7 mg/L uranium, which is below the Target Action Level.

Reviewing the results from the current sampling events for background wells MW-13 and MW-5, the
following concentrations were noted.

All of the above reported concentrations, with the exception of Se are below the background concentrations.
Review of the trending of the selenium concentration in MW-5 shows a steady concentration of
approximately 0.06 mg/L since February 2002. The selenium concentration in MW-13, 0.012 mg/L, was also
above the established level of 0.01 mg/L. These levels do not exceed the class III water standard for this
aquifer.

Wells RL-4, RL-5, and RL-6, located on the northern LTSM boundary, are used for monitoring Point of
Exposure (POE) concentrations. The constituent of concern (COC) for the above POE wells, as stated in
Table 2 of license condition 53 B, is U-Nat and the Uranium Compliance Limit is 0.32 mg/L. Table 6 presents
the observed U-Nat concentration for the second half of 2010 versus the Uranium Compliance Limit. All of
the POE wells are well below the 0.32 mg/L health based standard.
