SUBJECT: Review of the Rio Algom Mining, LLC. (“RAML”) Lisbon Facility 2023 Groundwater
Monitoring Event, Field Inspection and Split Sampling, October 25, 2023.
This is a Utah Division of Waste Management and Radiation Control (“Division”) staff summary on the
inspection and split sampling that occurred on October 25, 2023, for the groundwater monitoring event
(“Monitoring Event”) for RAML at the former Lisbon Valley Uranium Mill Facility (“Facility”). RAML
is required to submit a written annual groundwater monitoring report of this monitoring event by March
1, 2024. The monitoring event was inspected against the following enforcement documents:
• Rio Algom Mining LLC, July 31, 2015, Groundwater Monitoring Plan Lisbon Facility (“Plan”).
• Utah Radioactive Materials License No. UT1900481, Amendment 6 (License).
Summary of Inspection
On October 25, 2023, Division staff Dean Henderson and Chris Leahy observed the RAML staff
preform groundwater monitoring activities including the collection of groundwater samples from
monitoring wells for the Facilty groundwater monitoring network. In addition, the Division staff
collected a split sample from monitor wells RL-6 and H-63. A duplicate sample was collected at well H-
63 and is identified as EF-92. See the photographs of sampling activities in figures 1-5 in Attachment 1
below.
Conclusion
Based on Division staff observations of RAML staff performing the sampling and monitoring on
October 25, 2023, it appears that RAML staff appropriately followed the field monitoring requirements

in the Plan and License. As stated above, RAML is required to submit a written report of this
monitoring event before March 1, 2024. The Division will also review this report and will include split
sample analysis for this monitoring event as part of that review to complete the inspection for this
groundwater monitoring event.
