Box 144880 Salt Lake City, UT 84114-4880 Re: Groundwater Quality Discharge Permit Number UGW450005 (GWQDP): Well P3-95 SWC Storm Water Management Temporary Variance — Extension Request Dear Mr. Anderson: The third revised Corrective Action Plan (CAP) submitted August 10, 2016 (CD16- 0168), proposed a temporary variance to the storm water management prioritization listed in GWQDP Appendix J, Part 4.21. EnergySolutions proposed to change the management priority of surface water in the north-south ditch near monitoring well P3-95 SWC from Priority 3 to Priority 1 for an 18-month duration beginning on the date of Division of Waste Management and Radiation Control (DWMRC) approval. DWMRC approved the temporary variance on December 14, 2016, and since that time, EnergySolutions has managed storm water in the ditch as Priority 1. The temporary variance is scheduled to expire on June 14, 2018, and this submittal requests an extension of the variance until December 31, 2019. As discussed in the third revised CAP, infiltration of surface water from the north-south ditch may transport residual contamination to well P3-95 SWC, and designating management of this water as Priority 1 will reduce or eliminate this infiltration. Without the assistance of groundwater extraction which was completed in March 2017, well P3-95 SWC uranium concentrations have remained less than groundwater protection levels (GWPLs) for 12 consecutive months (May 2017 through April 2018). This information suggests that prompt removal of surface water near well P3-95 SWC will eliminate non-compliant groundwater uranium concentrations.
