Hansen, Allen & Luce, Inc. (HAL) 859 West So. Jordan Pkwy – Suite 200 South Jordan, Utah 84095 SUBJECT: Harvey Well Deepening – Conformance Letter PROJECT NO.: 378.03.100 HARVEY WELL CONSTRUCTION HISTORY The Harvey Well was drilled in 1961 to a total depth of 510 feet. The well was cable tool drilled, and a 16-inch mild steel casing was installed and perforated from a depth of 330 feet to 510 feet (See attached Driller’s Report from 1961). In 1999, the well was fitted with a sanitary seal by drilling three 6-inch holes on the outside of the well casing to a depth of 100 feet and pressure grouted to surface. The well was also lined with 14-inch mild-steel wire-wrap screens from 360 feet to 500 feet and mild-steel blank casing extended to the surface (See attached Driller’s Report from 1999). The Harvey well has experienced a significant decline in production over several years of use and it was determined that the well would need significant renovations to restore the original production. The City of Cedar Hills and Hansen, Allen & Luce Engineers determined that it was best to renovate the well and deepen it to approximately 800 feet. On October 13, 2022, Water Well Services began drilling and driving 10-inch mild steel casing to a total depth of 810 feet. The 10-inch casing was perforated (see attached Well Design Memo) and cutoff at 495 feet below ground level. The 14-inch screen and casing that was originally installed in 1999 was removed from the well and 12-inch stainless-steel wire-wrap screens were installed from 380 feet to 480. Stainless steel blank was installed from 480 feet to 500 and tightly fitted around the 10” blank casing. Stainless steel blank was installed on top of the screens from 340 feet to 380 feet with mild steel blank casing extended to the surface (see attached Driller’s Report and Figure for the as-built construction details). A 6-9 gradation artificial filter pack was installed between the existing 16-inch and the newly installed 12-inch liner. The well was redeveloped using a dual-swab tool and test pumped with a line-shaft turbine pump. A constant rate test was performed at 1,500 gpm with a sustained drawdown of approximately 6 feet (see attached Memo detailing the test pumping). CONFORMANCE This Memo certifies that in all aspects, the Harvey Well was drilled and constructed in accordance with the Utah Division of Water Rights (R655-4) and Utah Division of Drinking Water (R309-515) Rules. 12/19/2024 CITY OF CEDAR HILLS Page 2 of 2 CONFORMANCE MEMO 378.03.100 Attachments: 1. 1961 Driller’s Report 2. 1999 Driller's Report 3. Ste 200 South Jordan, Utah 84095 SUBJECT: Test Pump Development – Harvey Well PROJECT NO.: 378.03.100 CONSTANT RATE TEST A constant rate pump test was performed on the Harvey Well on August 23, 2024, at a flow rate of 1,500 gpm. The test began at 11:15 AM and ran until 9:15 PM which resulted in 6.3 feet of drawdown. Drawdown increased steadily for about the first 40 to 50 minutes of the test until it stabilized at a drawdown of 6.3 feet. There was no increase in drawdown for the remainder of the 10-hour test. Transmissivity was computed using AQTESOLV software developed by HydroSOLV and evaluated using the Cooper-Jacob solution for confined aquifers. Long-term pumping water levels were predicted based on the best fit curve using this solution (See Attached AQTSOLV Solution). Results of the AQTESOLV analysis are shown in Table 1. Figures 1 & 2 detail the stabilizing trend of the pumping water relative to the static water level and drawdown. Also depicted is the stabilizing trend of the specific capacity of the well. CEDAR HILLS HARVEY WELL Page 3 of 3 TEST PUMP RESULTS 378.03.100 WATER QUALITY Water samples were collected on August 23, 2023, and all parameters are within drinking water standards for a public water supply well. The full results of the water quality reports from Chemtech Ford are attached to this Memo. CONCLUSIONS The chosen rate for the constant-rate test (1,500 gpm) was due to the limitations on the diameter of the well which prevented a larger pump from being installed. It is likely that the actual safe yield of the aquifer supplying this well is much larger than the tested rate of 1,500 gpm. The test was terminated after 10 hours of pumping because there was no observable change in the pumping level of the well for a duration of 9 hours. This test meets the requirements of a constant- rate test as defined by R309-515-6(10)A(iv). The tested rate is easily below the safe yield of the aquifer based on the limited drawdown observed (only 6.3 feet) and the calculated high specific capacity (238 gpm/ft). The Harvey Well is very stable and efficient at 1,500 gpm and the predicted long-term pumping level at 1,500 gpm is between 8 and 9 feet of total drawdown. 100 101 102 103 104 1050. 5. 10. 15. 20.
