RE:Radioactive Material license (RML) UT 2300249: Revised Environmental Monitoring Plan (EMP)
Dear Mr. Anderson:
The Division of Waste Management and Radiation Control (Division) requests EnergySolutions submit a formal license amendment requestto License UT23000249 (RML), Appendix M: Environmental
Monitoring Plan for review.This request shall include all of EnergySolutions’ proposed language updates,with justification and technical analysis,to the currently approved Environmental
Monitoring Plan (EMP) dated February 19, 2020, per condition 26 of the RML.The Division has received multiple iterations of EMP change requests submitted both formally and informally
from EnergySolutions.However, some of the proposed changes received alter site sampling, monitoring, and reporting procedures of the EMP and are considered substantive. Therefore, a
public comment period shall be required after review from the Division.
Please provide to the Division in the amendment request a Redline Strikeout version of proposed changes for haul road sampling as described in EnergySolutions’ February 5, 2020 letter
CD20-0019 as well as all other proposed administrative and clerical changes to the EMP that EnergySolutions deems acceptable to include in the submittal.Applications and other licensing
actions currently under review from the Division should not be included in this submittal (e.g. Federal Cell Facility) as they will be reviewed independent of this submittal. Please
provide the submittal for Division review within 30 days of this letter.
