Dear Chris Wilson:
On March 13, 2024, the Division of Drinking Water (the Division) received your request for an exception to Rule R309-550-7(1), Separation of Water Mains and Transmission Lines from Sewers
and Other Pollution Sources for Main Street to 425 West 650 North Sewer Improvement Project. This rule states specifically that the horizontal distance between pressure water mains and
sanitary sewer lines shall be at least ten feet and that where a main and a sewer line must cross, the water main shall be at least 18 inches above the sewer line.
Background Information
Springville City is constructing a new sewer line extending from Main Street (US-89) to 425 West on 650 North in Springville City to improve sewer service at the Main Street connection.
The alignment for the new sewer line crosses existing water lines and other utilities at several locations. In addition, the sewer line is shallow at the west end of the alignment to
allow for the connection to the existing sewer.
Exception Request
The basis for your request for an exception to R309-550-7(1) is that due to the shallow depth of the existing sewer mainline the existing water lines will be forced to cross under. This
new proposed sewer mainline alignment was selected because 650 North provides the most convenient corridor to install this new sewer line and gravity flow a large portion of the existing
flow that is currently being serviced by a sewer lift station that has caused problems in the past with overflowing and flooding.
To meet the intent of the rule, you propose to install the water line crossing beneath the proposed sewer mainline according to the following specifications:
The water line crossings will consist of a 20-foot-long steel casing pipe installed around the water line, with the casing being centered at the sewer crossing. A minimum vertical separation
of 18 inches will be provided between the sewer and water line. The new sewer mainline will consist of a 12-inch diameter SDR 35 PVC pipe, and gravity flow. The water line within the
conflict area will be a new C-900 SDR 18 PVC pipe within a steel casing.
Geotechnical investigations and utility exploratory excavations have been conducted along the alignment with no groundwater being encountered or expected to be encountered on the project.
The six water line crossings to be installed are identified at the following project stations:

On this basis, an exception to R309-550-7(1), Separation of Water Mains and Transmission Lines from Sewers and Other Pollution Sources, is hereby granted for Main Street to 425 West
650 North Sewer Improvement Project.This exception may be rescinded at any time if new evidence indicates that the conditions of this exception are no longer being met or a public health
risk exists due to this exception.
