SITE NAME: Christy Mill
SITE LOCATION: Leeds, Utah
DATE OF SITE VISIT: 9 May 2024
PURPOSE OF SITE VISIT: DERR (David Bird) coordination with SITLA and Barr Engineering to discuss a
plan for repairs at the Christy Mill repository. The purpose of the repairs are to bring the repository
back into compliance with the Environmental Covenant on the property.
FIELD OBSERVATIONS: The DERR met the Utah School and Institutional Trust Lands Administration (SI
TLA) representative (Greg McArthur) and Barr Engineering representative (Guy Partch) at ~11 am on 9
May to discuss details and strategies to accomplish the needed repairs for the Christy Mill repository.
The repairs are needed to bring the repository into alignment with the Environmental Covenant placed
on the property.
The group discussed how far the cap should be extended along the east side of the repository to meet
the original design specifications, and whether it can go outside of the existing fence. SITLA owns the
land to the east, therefore it is feasible to extend the cap in this direction, and move the drainage
accordingly. The fabric marker barrier in this location and in the southern portion of the cap has been
damaged, and SITLA agreed that it should be replaced where it is missing. It was also discussed that on
the southern border of the repository cap, concrete surrounding fence posts along this boundary was, in
some cases 6 to 8 inches above the current soil surface of the repository, which in some locations, is also
where the fabric marker is visible. The design calls for 15 inches of cap above the fabric marker, so it
was discussed how thick the cap should be restored to at the southern fence, since it appears there was
tapering in the cap at the southern fence when it was constructed, and SITLA is not interested in
extending/tapering the cap (to the south) onto the adjacent landowner’s property here.
The group also discussed what assumptions will be made for the needed thickening of the cover, since
measuring of the cover thickness was done in limited locations. The area of the cover will be divided
into a grid and a measurement for each grid area will be assumed to represent that particular area.
Additional discussion centered around the option to enhance the design of the cover to provide
additional armoring against erosion. This may extend the time the cover can withstand wind and water
erosion without needing repairs. SITLA indicated they are interested in constructing water bars and
looking at rock armoring in selected locations for this purpose.
SITLA expects to have a repository repair plan to the DERR for our review in approximately 1-2 weeks.
The DERR left the site at ~12:15 pm.
