Dear Robbie Mitchell:
On March 7, 2024, the Division of Drinking Water (the Division) received your request from Jonathan Stathis, P.E., for an exception to Rule R309-550-7(1), Separation of Water Mains and
Transmission Lines from Sewers and Other Pollution Sources for a new water line located along Mountain View Drive. This rule states specifically that the horizontal distance between
pressure water mains and sanitary sewer lines shall be at least ten feet and that where a main and a sewer line must cross, the water main shall be at least 18 inches above the sewer
line.
Background Information
A new 8-inch diameter ductile iron water line is being installed along Western View Drive in Cedar City. At approximately 70 feet southwest of 90 N Western View Drive, due to the required
alignment, the new water line will come closer to an existing sewer manhole than the required horizontal separation of 6 feet that is allowed in the Division’s rule. The existing PVC
sewer main has a depth of 6 feet and has glue joints and the manhole has mortar grout joints and was installed in 1977. The proposed new 8-inch diameter ductile iron water line will
have a depth of 3 feet, so it is well above the sewer line depth. Groundwater depth is estimated to be greater than 15 feet below the ground surface.
Exception Request
The basis for your request for an exception to R309-550-7(1) is that due to the bend in the pipe, sleeving the water line at this location is not practical due to an 11.25-degree fitting
and thrust block that is required to make the bend. Instead, you propose to fully flange the fitting at this location and as an extra degree of protection, the water line will be wrapped
with Trenton wax tape, using Temcoat 3000 primer, Wax-Tape #1, and Guard Wrap outer wrap installed at the fitting and for 10 feet upstream and 12 feet downstream, where proper separation
will be re-established. These site conditions and measures taken will provide equivalent protection for public health to meet the intent of the rule.
On this basis, an exception to R309-550-7(1), Separation of Water Mains and Transmission Lines from Sewers and Other Pollution Sources, is hereby granted for this crossing location at
70 feet southwest of 90 N Western View Drive in Cedar City.
This exception may be rescinded at any time if new evidence indicates that the conditions of this exception are no longer being met or a public health risk exists due to this exception.
Please maintain a copy of this letter with your permanent records for future reference.
