Terracon Consultants, Inc. (Terracon) is pleased to submit this Work Plan and Price to continue
vapor investigations at the Brent Redd Property (Facility ID 5000003, Release ID GZQ), located
at 148 East Center Street, Monticello, Utah. The work plan was prepared in response to the Work
Assignment GZQ-58-TER received by Terracon. This work will be conducted under Terracon's
contract (Contract Number 216383) with the Division of Environmental Response and
Remediation (DERR).
OBJECTIVE
A program of groundwater monitoring and other remedial actions have occurred at the site since
1996. In an effort to better evaluate impacts, the DERR has requested to continue a study for
indoor air vapor threats at the Brent Redd site and the Monticello Inn, a third-party structure
overlying the dissolved-phase plume migrating from the Brent Redd release site. One vapor study
was completed under Work Assignment GZQ-55.
A total of three quarterly vapor sampling events will be conducted at the site. Each sampling event
will be conducted concurrently with the quarterly groundwater monitoring events conducted under
GZQ-57, and the cost for the Work Plan does not include a separate mobilization for these events.
Each stage of the work plan is identified as a specific task or sub-task. Work performed under
each task or sub-task shall not commence without prior approval from the DERR.

SCOPE OF WORK
2.1 Task A – Scoping Meeting
Prior to the indoor air sampling activities, Terracon will conduct a meeting with DERR to discuss
vapor monitoring locations, expectations, access, and site logistics. This meeting took place on
March 12, 2024.
2.2 Task B1 – Indoor Air Sampling
Prior to each vapor sampling event, chemicals used in the buildings and other possible sources
of volatile organic compounds (VOCs) at the site that could introduce the VOCs into air within or
around the building will be noted. If chemical items are identified that could present false positive
results in air sampling, requests will be made to remove or otherwise control the identified items
prior to the indoor air sample collection event.
A total of 5 Summa™ canisters will be placed within the Monticello Inn property buildings. Three
canisters will be placed in the ground-level section and two will be placed in the crawl space
beneath the structure, in approximately the same locations as the first vapor sampling event. An
additional Summa™ cannister will be placed outside the office area to be used as a background
point.
Based on the current use of the property, the indoor air samples will be collected under conditions
that are considered typical for residential use. During each sampling event, Terracon will
document site conditions to ensure that windows are closed and the building’s heating, ventilating,
and air-conditioning (HVAC) system is operational similar to typical conditions when the area is
occupied. Terracon will minimize disruption to the motel’s operation during the indoor air sampling
activities without compromising representative sampling results.
Each air sample will be collected over a 24-hour period using a regulatory flow-control device
affixed to an individually certified, 6-liter capacity, Summa™ stainless steel canister supplied by
H&P Mobile Geochemistry, Inc. in Carlsbad, California. The canisters will be placed in the
selected rooms/areas such that the sample inlets will be located between 3 and 5 feet above the
floor in the approximate location of the breathing zone.
Once Summa™ canisters are ready for shipment, they will be sent to H&P Mobile Geochemistry
under standard chain-of-custody protocol for a standard turnaround of 10 business days. The
requested analysis will be EPA TO-15 for VOCs, methyl tertiary-butyl ether, benzene, toluene,
ethylbenzene, total xylenes, and naphthalene (MBTEXN).

2.3 Task B2 – Vapor Monitoring Point Sampling
A total of 2 flush mount vapor monitoring points (VMPs) were previously installed at the site; one
was installed in the basement utility room of the Monticello Inn, and one was installed in the office
area of the Brent Redd service station. The VMPs were completed with a Vapor PinTM assembly
consisting of a permanent flush-mount brass barb fitting with a silicone sleeve to seal the hole.
Each VMP sample will be collected over a 5-minute period using an individually certified, 1-liter
capacity, Summa™ stainless steel canister supplied by H&P Mobile Geochemistry, Inc. Care
will be taken prior to sample collection to ensure there are no leaks in the installed sample device
and the sample train. Leak testing will be conducted for each sample point and sampling train,
using helium with a handheld field helium detector.
Once Summa™ canisters are ready for shipment, they will be sent to H&P Mobile Geochemistry
under standard chain-of-custody protocol for a standard turnaround of 10 business days. The
requested analysis will be EPA TO-15 for VOCs and MBTEXN.
2.4 Task B3 – Vapor Study Report
Upon completion of site activities and receipt of the laboratory analytical results, a report will be
prepared that will include the following.
Documentation of field activities
Site plan showing pertinent site features
Summa canister placement
Summary of analytical laboratory results
Data evaluation and presentation of findings
The services will be performed in a manner consistent with generally accepted practices of the
professional undertaken in similar studies in the same geographic area during the same period.
Terracon makes no warranties, expressed or implied, regarding its services, findings, conclusions
or recommendations. Please note that Terracon does not warrant the work of laboratories,
regulatory agencies or other third parties supplying information used in the preparation of the
report. These investigation services will be performed in accordance with the scope of work
agreed with you, our client, as set forth in this proposal and are not intended to be in strict
conformance with ASTM E1903-19.

WORK PLAN BUDGET
The proposed cost to perform this work is outlined as a per sampling event cost.
Task A: $397.50
Task B: $8,499 per event
The proposed cost to perform Task B is per event for 3 events for a total of $25,497.
Work Plan Total Cost Estimate: $25,894.50
This cost estimate does not include mileage or travel costs to the site as the vapor sampling
events will be conducted concurrently with the groundwater sampling events. If a separate
mobilization to conduct the vapor events is required, additional costs will be required. An itemized
budget spreadsheet is attached, detailing the cost breakdown associated with each task. The
cost estimate was generated using 2024 PST Fund approved labor rates.
If conditions are identified that will substantially alter the proposed Scope of Work, Terracon will
notify DERR to discuss appropriate actions or modifications to this Work Plan. Terracon will not
exceed the estimated costs without prior approval from the DERR Project Manager.
ASSUMPTIONS
The following assumptions were made during preparation of this Work Plan and Price:
Terracon assumes that no site access issues will be encountered during the investigation.
In the event Terracon encounters difficulty with access to any of the properties, DERR will
be contacted immediately to determine appropriate courses of action.
