REMEDIAL SITE ASSESSMENT DECISION – EPA Region __ Site Name: Alias(es): City: County or Parish: State: Refer to Report Dated: EPA ID: Report Developed By: State ID: Report Type: Decision Date: Decision/Rationale: Site Decision Made By: Site Decision Approved By: Decision Date: Approved Date: EPA Form # 9100-3 Page of PROVO LANDFILL PROVO UTAH UT 07/15/2024 UTD980953954 STATE Site Reassessment #001 07/15/2024 NFRAP-Site does not qualify for the NPL based on existing information 08 The site is a collection of historic, unlined landfills located near the intersection of 1860 South Industrial Parkway in Provo, Utah. The landfill was in operation from the early 1940's through 1991 and likely received multiple waste streams including municipal refuse, wastewater treatment plant sludge, organic solvents, and PCB contaminated animal carcasses. Contaminants of concern that have been previously detected at the Site include arsenic, carbon disulfide, chlorobenzene, ethylbenzene, mercury, toluene, xylenes, and pesticides. In 2022, the Utah Department of Environmental Quality (UDEQ) investigated the site to determine if hazardous constituents were migrating or have the potential to migrate off-site via the groundwater, surface water, soil, and/or air pathways. Several metals and organics were detected in the UDEQ samples, but there was not a consistent pattern of detections across the site. The UDEQ found potential for impact from the landfill to site soils, ground and surface water, and sediment, but the industrial nature of the area made it difficult to determine if they are attributable to the landfill. There are no drinking water wells downgradient of the site, site surface water is not used for recreation, there is very little foot traffic across the site, and what traffic there is, is on paved surfaces or surface soil. Eight of the nine surface soil samples collected did not contain any analytes above screening levels, and the one that did contain an analyte (i.e., Aroclor-1242) above the EPA screening level was below industrial screening levels for that analyte indicating that targets are unlikely to be exposed to contaminants identified at the site. Based on the review of the UDEQ results, The U.S. Environmental Protection Agency (EPA) has determined that no further remedial action by the Federal Superfund program is warranted at the referenced site, at this time. The basis for the no further remedial action planned (NFRAP) determination is provided above. A NFRAP designation means that no additional remedial steps under the Federal Superfund program will be taken at the site unless new information warranting further Superfund consideration or conditions not previously known to EPA regarding the site are Ryan Dunham Ryan Dunham 07/15/2024 07/15/2024 4 1 2 EPA Form # 9100-3 Page of Decision/Rationale (cont.): Site Decision Made By: Site Decision Approved By: Decision Date: Approved Date: disclosed. In accordance with EPA's decision regarding the tracking of NFRAP sites, the referenced site may be removed from EPA’s Active site inventory and placed in a separate Archive site inventory as an historical record if no further Superfund interest is warranted. Archived sites may be returned to the Active site inventory if new information necessitating further Superfund consideration is discovered. 2 2 Ryan Dunham Ryan Dunham 07/15/2024 07/15/2024
