Dear Mr. Hambleton, Subject: RTCR Level 2 Assessment Upper Whittemore Water Co UTAH25136
I would like to thank you for taking the time to meet with me on October 4th, 2024, for a Level 2
Assessment (L2) of your water system. Your willingness to accommodate this request is greatly appreciated. Observations:
This site visit was triggered by a Routine and Repeat TC+ EC- July/August 2024 distribution system samples. September 2024 systems Routine was TC+EC- With No repeats. July, August, September 2024 the system had multiple TC+ samples from 2 of its spring sources and TC+EC+ from Spring WS003. System Closed out the season with TC-EC- distribution sample and TC-EC-
source assessment samples.
System is in the design process of installing chlorinators at all 3 of their spring sources. Conclusions:
1. TC + Routine & Repeat samples in the distribution system are likely caused by low quality
spring source water. And possibly stagnant water age, as this system is large covering a considerable amount of area with very little usage being a non-primary weekend cabin/home site.
2. TC+EC- and TC+EC+(WS003) source samples, are likely a combination of low-quality
source water and possibly sampler error as these source samples have to be dipped out of the spring boxes which makes the process prone to contamination.

Recommendations: Install Chlorination as planned at all 3 spring sources.
1. Follow RTCR and Ground Water Rule with regards to Repeat sampling and Triggered
source sampling following a routine TC+ sample. Contact DDW if not sure on follow up sampling. 2. Follow sanitary sampling protocol of sufficient flushing and disinfection, using a strong
chlorine-based solution (applying, allowing contact time, flushing, sample collection).
