Dear Ms. Messersmith:
Enclosed for your review is a proposal for Work Assignment 14, which directs AECOM
under the CERCLA Level of Effort (LOE) contract, to conduct an evaluation of soil lead cleanup
levels at operable units 1 and 2 of the Jacobs Smelter Superfund Site. This information is intended
for your use in preparing a Statement of Work (SOW) and an associated cost estimate for the
rming work on this assignment. An estimated $1,500.00 for SOW
preparation should be included in the cost estimate.

Proposed Work Assignment
Soil Lead Evaluation, OU1 & OU2
I. WORK OBJECTIVES
The Utah Department of Environmental Quality, Division of Environmental Response and
Remediation (DERR) requests that AECOM, under the Level of Effort Contract, perform an
evaluation of soil lead cleanup levels associated with past remedial action activities at Jacobs
Smelter Superfund Site, Operable Unit 1 (OU1) and Operable Unit 2 (OU2).
The goal of the soil-lead evaluation is to determine if soil lead cleanup levels within OU1 and
OU2 remain protective of human health and the environment considering the Updated Soil Lead
Guidance for CERCLA sites and RCRA Corrective Action Facilities that lowered recommended
regional screening levels for lead-contaminated soil on residential properties.
The soil lead evaluation is expected to occur as a phased approach. The first phase, outlined
herein, is anticipated to take place between December 2024 and March 2025.
The various tasks required to provide the support requested are outlined below.
II. TASKS
Task 1 Project Management
AECOM will perform all project management activities required to effectively manage the project
and to keep the Division informed of project activities. Project Management costs should be no
greater than 10% of the total project cost to be consistent with EPA guidelines typically used for
this type of project. Project Management includes the following subtasks:
Record Keeping - As specified in the LOE contract, the consultant shall maintain all
technical and financial records such as:
o Management Review and Coordination
o Cost set-up and tracking
o Progress Meetings
o Document Management
o Budget and schedule
o Progress reports
o Preparation of invoices
Community involvement- The consultant shall assist in community involvement as
necessary. The Consultant shall provide technical support for community meetings, fact
sheets and other community involvement activities as needed by DERR.
Work Assignment Closeout - At the completion of the work assignment, the consultant
shall perform all necessary closeout activities as specified in the LOE contract.

Task 2 -- Data Review and Evaluation of Risk Assessments for OU1 and OU2
The consultant shall review all relevant documents and data associated with the Remedial Action
activities at Operable Units 1 and 2 to identify data gaps and determine if the Updated Residential
Soil Lead Guidance for CERCLA sites and RCRA Corrective Action Facilities will affect the
protectiveness of the remedial activities completed at OU1 and OU2. The review should include,
but not be limited to, information about the following:
Properties within OU1 and OU2 that were and were not remediated,
Depth of remediation across the Site,
Concentration of lead in backfill material,
If other sources of lead may be a concern based on available data; and
Assumptions made in the risk assessments.
Task 3 Soil-Lead Evaluation Summary Report
The consultant shall compile and submit a Final Evaluation Summary Report in accordance with
EPA regulations and guidance. The report will include a summary of the data review for Operable
Units 1 & 2 in accordance with the Updated Soil Lead Guidance for CERCLA sites and RCRA
Corrective Action Facilities. The report will identify data gaps and provide a recommendation on
how to best address data gaps at the Site. The report should include the following
recommendations:
Additional soil characterization needs for OU1 and OU2,
Revisions to the risk assessments; and
Revisions to any related decision documents.
