Everett Director ERRC-161-24 October 21, 2024 Tammi Messersmith, PE Project Manager AECOM 756 East Winchester Street, Suite 400 Salt Lake City, Utah 84107 RE: CERCLA Level of Effort Contract No. 206283 - Work Assignment 7 Jacobs Smelter Operable Unit 6: Remedial Investigation; Amendment 2 Dear Ms. Messersmith: Enclosed for your review is an amended proposal for Work Assignment 7, which directs AECOM, under the CERCLA Level of Effort (LOE) Contract, to design the Remedial Investigation (RI) for the areas around the Chicago and Carson Buzzo Smelters located within Operable Unit 6 (OU6) of the Jacobs Smelter Superfund Site. Tasks 1, 2, and 3 of the Work Assignment remain unchanged from the amended Scope of Work dated May 16, 2023. Tasks 4 and 5 of the Work Assignment have been removed due to time constraints on LOE Contract #206283. Please provide an updated cost estimate and schedule for the work described in this proposal. Sincerely, Maureen Petit, Project Manager Division of Environmental Response and Remediation MP/lg Enclosure(s): Amended Proposal for Work Assignment 7 1 Amended Work Assignment Remedial Investigation for Jacobs Smelter Operable Unit 6 I. Work Objectives The objective of this Scope of Work is to allow AECOM to design a Remedial Investigation that addresses contamination associated with the Chicago and Carson Buzzo Smelters (OU6). This design should include additional sampling activities to support a Human Health Risk Assessment and Ecological Risk Assessment that evaluate exposure scenarios specific to the agricultural uses at OU6. The various tasks required to provide the support requested are outlined below. II. Tasks Task 1 - Project Management AECOM will perform all project management activities required to effectively manage the project and to keep the Division informed of project activities. Project Management costs should be no greater than 10% of the total project cost in order to be consistent with EPA guidelines typically used for this type of project. Project Management includes preparing monthly reports and updating a comprehensive critical-path-method schedule for this Work Assignment. Project Management includes the following subtasks: Record Keeping - As specified in the LOE contract, the Contractor shall maintain all technical and financial records such as: o Management Review and Coordination o Cost set-up and tracking o Progress Meetings o Document Management o Budget and schedule o Progress reports o Preparation of invoices Equipment Transfer - At the completion of the Work Assignment, the consultant shall transfer to the DERR project manager all equipment purchased with contract funds in accordance with the contract. Work Assignment Closeout - At the completion of the work assignment, the consultant shall perform all necessary closeout activities as specified in the LOE contract. Task 2 - Community Involvement AECOM shall provide community involvement support to DERR. Community Involvement shall include the following activities: Public Meeting Support - AECOM shall support and assist in public meetings and/or open houses by preparing presentation materials and other support as needed. Fact Sheet Support - AECOM shall provide relevant information, figures, and drawings to DERR to prepare Fact Sheets as needed. 2 Task 3 - Existing Document Review, Summary, and Evaluation of Data to Develop Remedial Investigation Work Plan and Supporting Documents. AECOM will review existing site documents and evaluate what existing data is usable and relevant. In particular, AECOM will review sampling data from the 2004 OU2 Remedial Investigation Report, which included sampling of the Chicago and Carson Buzzo Smelters. AECOM will summarize existing data and determine what data gaps exist. Deliverables: RI Work Plan RI Sampling and Analysis Plan Quality Assurance Project Plan (QAPP) to be approved by EPA and DERR Field Health and Safety Plan
